ACKNOWLEDGE that the Animal Services Department currently provides animal control service to eighteen of nineteen cities in Centra Costa County and all of the unincorporated areas of the County through the operation of two animal shelters located in Martinez and Pinole. 2. NOTE that the current population served by the Animal Services Department of 850,000 is anticipated to increase to approximately 11020,000 by the year 2020. 3. RECOGNIZE that the papulation served by the Martinez shelter is anticipated to increase by approximately 130,000 by 2020, while the population served by the Pinole shelter will increase by 25,000 during the same period. 4. CONCUR that the Animal Services Department must be able to meet the growing service and animal holding needs of the citizens of Contra Costa County in the twenty-first century. NOTE that the Board of Supervisors on June 15, 1999 approved the construction of a new Animal Services Department facility to replace the antiquated Martinez animal shelter that was at that time estimated to cost approximately $6 million, of which $2.93 million was to be funded through the sale of the existing facility and adjacent land to the County's Central Sanitation District. 6. RECOGNIZE that the Board of Supervisors on August 17, 1999 authorized the firm of George Miers and Associates to design the new Martinez animal shelter and to examine the costs of remodeling the Pinole shelter. 7. ACCEPT that based on refinement of the design of the new Martinez shelter and modification of material and labor costs given the current construction bidding environment in the Bay Area, Miers and Associates now estimates the project will cost approximately $6.9 to $7.2 million. 8. ACKNOWLEDGE that the Pinole animal shelter is approximately fifty years old and is in need of extensive renovation if it is to continue to provide adequate shelter for animals in the County's care and adequate isolation for ill and rabies quarantine animals in the twenty-first century. 9. ALLOW that the Pinole animal shelter houses approximately one-third of the animals cared for by the county on an annual basis. 10. NOTE that it will cost approximately $1.75 million to renovate and modernize the Pinole animal shelter. 11. ACKNOWLEDGE that expanding the planned new Martinez shelter to accommodate the housing and care for animals currently housed at the Pinole facility will cost approximately $1.715 million. 12. RECOGNIZE that consolidation of animal holding in one centralized facility will reduce departmental personnel and operating costs by approximately $253,000 year. 13. NOTE that this annual savings is equivalent to the debt service on $2.6 million of project costs. 14. ACKNOWLEDGE that the personnel savings associated with consolidation of the two facilities may not occur at the time construction is completed, but will rather be achieved over the following few years through normal attrition. 15. ACCEPT that the Animal Services Director reports that it is possible to continue to provide field service to the Pinole area from Martinez with little or no service degradation. 16. ALLOW that the use of outreach adoption, mobile spay-neuter and the internet should lessen other service impacts associated with consolidating animal holding operations in Martinez. 2 17. RECOGNIZE that travel time from locations currently serviced by the Pinole shelter to Martinez are less than travel times now associated with travel times to the Martinez shelter from the eastern and southern areas of the county. 18. CONCLUDE that incorporating space for the holding of animals now housed in the Pinole facility into the new Martinez facility will result in a significant operational savings to the County, as well as increased management and improved rabies quarantine oversight. 19. RECOGNIZE that the trend in new shelter construction in California is to consolidate facilities for the reasons cited above. 20. ACKNOWLEDGE that the consolidated animal shelter will cost approximately $9 million, which will be funded as follows: • $2.93 million from proceeds from the sale of the existing Martinez animal shelter site. • $6.07 million from the sale of lease revenue bonds next year, of which $2.6 million will be repaid from operational savings due to consolidation. 21. DIRECT the County Administrator to incorporate the consolidation of all animal holding in the County into the design of the new shelter in Martinez. 22. DIRECT the Director of Animal Services to explore the use of outreach adoption, mobile spay-neuter and the internet to lessen the service impacts associated with consolidating animal holding operations in Martinez. Phil Batchelor, County Administrator, and George Miers of George Miers & Associates, architect of the proposed facility were also present. The Board discussed the matter. Supervisor Uilkema requested that any decisions be postponed until January 11, 2000. Supervisor Gioia moved to the continue the matter to that date. Supervisor Uilkema then suggested that as an alternate date, the Board meeting of January 25, 2000, would give time for more public outreach. She also requested the motion include discussion of local area lost dog claims, and requested involvement from.ARF and other animal groups and their services. Supervisor Canciamilla requested the future discussion include: informing contracted cities of the proposed changes in service in Pinole, and of the continued discussion; that the West County cities indicate an interest financially either in the reconstruction or operation of the Pinole Shelter; the cost to upgrade and operate the Pinole Shelter if it is to be kept operational, and how those costs could allocated to West County, and what the impacts would be of those allocations, and how it would affect their rates if the costs were to be just placed on their operation; and the costs of developing a shelter for East County. The public hearing was opened, and the following people appeared to comment. Supervisor Gioia moved the discussion be continued to January 25, 2000, and directed the suggestions of Supervisors Uilkema and Canciamilla be included in his motion. Supervisor Uilkema seconded the motion. The Board took the following action. I work out by the 'Fest County Landfill, and I see a lot of the animals that are tortured, abused, abandoned,killed, etc. I believe we desperately need the Pinole Animal Control.
