DATE: December 14, 1999 PACE: 2 RECOMMENDED ACTION (continued): AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $149,000.00, funded by Measure C-Return to Source 100%. III. REASONS FOR RECOMMENDATION/BACKGROUND: The proposed project consists of reconstruction of 140 meters (approx. 460 feet) of West Street, between Edwards Road and Winslow Street. Short sections of curb will also be replaced. Manholes, valve boxes, and monuments in the pavement will be adjusted to grade. Construction activities may impact the root systems of a 14" D13H live oak, a 3" DBH non- native tree, and a 4" DSH non-native tree that are near the curb. In order to minimize damage to the trees, any roots exposed during excavation will be cut cleanly. For the live oak, in addition to any exposed roots being cut cleanly, the roots will be wrapped with wet burlap to minimize shock. On the west side of West Street at least 2 oak trees and 3 non-native trees will require trimming. On the east side at least 2 walnut trees and 4 non-native trees will require trimming. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The proposed project consists of the reconstruction of an existing facility in the same location and with the same purpose and capacity as the facility replaced, including replacement or reconstruction of existing facilities involving negligible expansion of capacity. The project will not result in the removal of any scenic resource IV.
