FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On January 5, 1999, the Board of Supervisors approved Contract #27-362-1 with Patti Emley-Landrum, for the period from January 1, 1999 through December 31, 1999, for the provision of consultation and technical assistance to Contra Costa Health Plan with regard to the Quality Improvement Program, including but not limited to, planning, organizing and implementing the policies and procedures of quality improvement . Approval of Contract #27-362-2 will allow the Contractor to continue to provide services through December 31, 2000 . FISCAL IMPACT: This Contract is funded by Mental Health Realignment . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On September 28, 1999, the Board of Supervisors approved Novation Contract #24-933-6 with Crestwood Behavioral Health, Inc . , for the period from July 1, 1999 through June 30, 2000 (which included a six automatic extension through December 31, 2000) to provide admission and intensive day treatment of County-referred mentally ill persons who are in need of sub-acute skilled nursing care in an Institution for the Mentally Diseased (IMD) . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #24-998-1 with George Ponomareff, M.D. , in the amount of $50, 808, for the period from December 1, 1999 through June 30, 2000, for psychiatric services to County patients at the Adult Mental Health Clinic in Concord. FISCAL IMPACT: This Contract is funded by Mental Health Realignment funding, off-set by Medi-Cal, Medicare, private insurance and patient fee collections, and is included in the Department ' s Fiscal Year Budget . BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) : For a number of years the County has contracted with Medical, Dental and Mental Health Specialists to provide specialized professional services which are not otherwise available in its hospital and health centers . On August 3, 1999, the Board of Supervisors approved Contract #24- 998, with George Ponomareff, M.D. , Inc. to provide psychiatric services to County patients at the Adult Mental Health Clinic in Concord, for the period from June 1, 1999 through November 30, 1999 . Approval of Contract #24-998-1 will allow George Ponomareff, M.D. to continue providing services through June 30, 2000 . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute Contract #38-450-1 with Newborn Connections in the amount of $250,019 for home-based Early Head Start services for the period from January 1, 2000 through December 31, 2000. II. FINANCIAL IMPACT: This contract is funded through the U.S. Department of Health and Human Services, Administration for Children and Families (AFC). No additional County funding is required. III. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, .nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. The Early Head Start program allows the County to expand these services to children ages 0 to 3 years. IV. REASONS FOR RECOMMENDATIONS/BACKGROUND: On September 21, 1999, the Board of Supervisors authorized the Community Services Department to submit the 2000 Early Head Start Grant application to the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of$1,548,997 for Early Head*Start Grant funds for the period from January 1, 2000 through December 31, 2000. This collaborative agreement with Newborn Connections was included in the County's application for 1999 Early Head Start funds. Approval of this contract will allow the Contra Costa Head Start program to provide uninterrupted services up to approximately fifty (50) program eligible pregnant mothers and their newborn infants in a home-based setting until those infants are old enough to transition into Family Child Care or center-based environments. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Community Services Department Director, to increase the payment limit of Purchase Order #88382 with Guardian Security Agency by $16,000 to a new payment limit of$76,000 and extend the term from December 31, 1999 through March 31, 2000 for security guard services in West County. 11. FINANCIAL IMPACT: No County funding is required. Funding is included in the Department's proposed FY 1999-00 budget. 111. REASONS FOR RECOMMENDATIONS/BACKGROUND: Effective July 15, 1999, the County executed an amended Purchase Order #88382 with Guardian Security Agency in the amount of$60,000 for security guard services for the period from January 4, 1999 through December 31, 1999. The Purchasing Division has recommended that the Community Services Department request Board authorization to increase the payment limit to $76,000 and extend its term through March 31, 2000. This will allow sufficient time for the competitive bid process required for selection of a new security service provider, so that a Standard Contract will be in place on April 1, 2000. Approval of this request will allow for the continued provision of security guard services at Community Services Department Child Care Centers in West Contra Costa County.
