DATE: December 14, 1999 PAGE: 2 RECOMMENDED ACTION (continued): AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption. 11. FINANCIAL IMPACT: The estimated project cost is $178,000.00, funded by Measure C-Return to Source 100%. 111. REASONS FOR RECOMMENDATIONIBACKGROUND: The proposed project consists of removing and replacing four curb ramps, two located at the intersection of Wayside Plaza and Coggins Drive, one at the northwest corner of Las Juntas Way and Coggins Drive, and one at the southeast corner of Del Hombre Lane and Las Juntas Way. The project will also remove two mid-block ramps along the west side of Coggins Drive and replacing them with curb and sidewalk. Additional work includes pavement crack sealing, grinding, overlaying a portion of Coggins Drive and a portion Jones Read, adjusting utilities to finished grade and adjusting cross walk striping and a stop sign at Del Hombre Lane and Las Juntas Way to accommodate the new curb ramp. In addition, several short lengths of asphalt concrete path will be constructed to connect the existing asphalt path paralleling Coggins Drive and Jones Road (Ironhorse Trail) with Las Juntas, Del Hombre, Jones Road, and the existing Ironhorse Trail. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The proposers project consists of the maintenance and minor alteration of existing facilities involving negligible expansion of use beyond that existing. The project will not result in the removal of any scenic resource IV.
