SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Donna Wigand) , to execute on behalf of the County, Contract #24-950-56
with Luke Moix, M.D. , for the period from December 1, 1999 through June
30, 2000, to provide Medi-Cal mental health specialty services, to be
paid in accordance with the rates set forth in the attached fee schedule .
FISCAL IMPACT:
This Contract is funded by State and Federal FFP Medi-Cal Funds .
BACKGROUND/REASON(S) FOR RECOMMENDATIONS :
On January 14 , 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director to contract with the State
Department of Mental Health to assume responsibility for Medi-Cal mental
health specialty services . Responsibility for outpatient mental health
specialty services involves contracts with individual , group and
organizational providers to deliver these services .
Approval of Contract #24-950-56 will allow the Contractor to provide
mental health specialty services, through June 30, 2000 .

Ujima Family Recovery Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-617-12 with Ujima Family Recovery
Services in the amount of $870,160, for the period from July 1, 1999 through June 30, 2000,
for provision of perinatal program services. This contract includes a six-month automatic
extension through December 31, 2000, in the amount of $435,080.
FISCAL IMPACT:
This Contract is funded as follows:
$767,152 Federal Medi-Cal and Perinatal Set-Aside
24,437 State Perinatal Treatment Expansion funds
78,571 County Funding
$870,160 Total Contract Payment Limit
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors' "Families that are
Safe, Stable, and Nurturing" community outcome by providing parenting education, stability,
and safety for mothers (and their children) and pregnant women who are alcohol and drug
dependent, while they are in substance abuse treatment. Expected outcomes include delivery
of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the
number of relapses, and creation of a sober social network.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides family-
centered alcohol and drug treatment services to pregnant and parenting women, in order to
prevent perinatal substance abuse and improve birth outcomes.
On January 19, 1999, the Board of Supervisors approved Novation Contract #24-617-9 (as
amended by Amendment Agreements #24-617-10 and #24-617-11) with Ujima Family Recovery
Services for the period from July 1, 1998 through June 30, 1999 (which included a six-month
automatic extension through December 31, 1999) for the provision of perinatal program
services.
Novation Contract #24-617-12 replaces the automatic extension under the prior Contract and
allows the Contractor to continue providing services through June 30, 2000.

RECOMHENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-429-23 with Ujima Family Recovery
Services for the period from July 1, 1999 through June 30, 2000, in the amount of $327,528,
for provision of substance abuse residential program services (Perinatal Set-Aside Federal
Block Grant Project) . This contract includes a six-month automatic extension through
December 31, 2000, in the amount of $163,764.
FISCAL IMPACT:
This Contract is funded as follows:
$199,327 Federal funds
60,868 State Perinatal Treatment Expansion funds
67,333 Required County Match and Additional County Funds
$327,528 TOTAL PAYMENT LIMIT

$144, 583 , to provide a community Support Worker Project, a self-help
program for "The Contra Costa Network of Mental Health Clients" , and
operation of community centers and a resource library.

BACKGROUNDZREASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County' s population in that
it provides self-help programs for County' s mental health clients
and provides a mental health resource library/clearinghouse for
County residents.
On December 1, 1998, the Board of Supervisors approved Contract
#24-360-15 (as amended by Administrative Amendment Agreement
#24-360-16) with Mental Health Consumer Concerns for the period from
July 1,, 1998 through June 30, 1999 (which included a six-month
automatic extension through December 31, 1999) to provide a self-
help program for the Contra Costa Network of Mental Health Clients,
operate the Contra Costa Community Center and continue the Consumer/
Community Support Worker Project.
Novation Contract #24-360-17 replaces the six-month automatic
extension under the prior Contract and allows the Contractor to
continue providing services through June 30, 2000.

consultation, training, and technical assistance to the Department
with regard to the Division's System of Care, Management Information
System (MIS) and the Early Periodic Screening Diagnostic and
Treatment (EPSDT) Programs.
