DATE: December 14, 1999 PACE: 2 RECOMMENDED ACTION (continued): AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption. IL FINANCIAL IMPACT: The estimated project cost is $ 114,000.00, funded by local funds Measure C (100/0). Ill. REASONS FOR RECOMMENDATION/BACKGROUND: The traffic median islands need to be installed in order to prevent excessive vehicular speeds and reckless driving, ultimately increase public safety. The project consists of the installation of five circular traffic median islands with connective straight medians enclosed with median curbs, curb ramps, and striping on Clearland Drive from Clearland Circle to Willow Pass Road (see Figure 5). A six-meter clearance will be provided between the median islands, allowing residents to exit their driveways (see Figure 4). Curb ramps will be installed at the northern intersection of Clearland Drive and Clearland Circle. Traffic median islands (3 feet wide x 25 feet long x 6 inches high with 5 ft. wide cut in between) will be installed at the following four intersections; Beverly Drive and Clearland Drive (3-way), Clearland Drive and Clearland Circle (south intersection-3 way), Clearland Circle and Mary Ann Lane (south-3 way), and Mary Ann Lane and Clearland Circle (northeast-4 way) (see Figure 4). No excavation within the paved area is expected for the proposed median islands because the median islands can be constructed directly on the existing pavement. Right-of-way is not needed. One manhole will potentially need to be raised to grade. In the event that the project poses any utility conflicts, the size of the medians will be altered. The project is not expected to alter the existing drainage. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment. The project consists of construction and installation of limited numbers of small new facilities. The project will not result in the removal of any scenic resource IV.
