BACKGROUND/REASONS FOR RECOMMENDATIONS
The recently adopted amendments to the Pleasant Hill BART Station Area Specific Plan
provide for a community design program for the two proposed pedestrian/bicycle
overcrossings of Treat Boulevard at Pleasant Hill BART. The purpose of the community
design program is to facilitate community exploration of planning and design/development
alternatives. The process will be undertaken using community workshops.
Ove Arup & Partners is recommended following a competitive request for qualifications
process. The selection is the recommendation of a committee with representation from
BART, Walden District Improvement Association, East Bay Regional Parks, Leisure
Sports, Inc., Jones Lang-LaSalle, County Public Works, Community Development and the
Redevelopment Agency, all of whom fully participated in the screening and selection
process.
The community design program will consist of three facilitated workshops to be conducted
in the first half of 2000. Ove Arup & Partners will be assisted by three sub-contractors
MacDonald Architects (aesthetics and design), Moore lacofano and Goltsman (public
outreach), and Underwood Consulting (composite structures). The community design
program will need to accommodate the community design concepts being developed for
the greenspace/respite program on a parallel track.

1. Recommended Action:
ADOPT Resolution approving the conveyance of an easement to PG & E, 'FIND that the conveyance
of said easement is in the public interest and AUTHORIZE the Board of Commissioners Chair to
execute a Grant of Easement on behalf of the Agency.

III. Reasons for Recommendations and Background:
Area 4 at the Pleasant Hill BART Station is currently under development. Bridge Housing is
developing an 86 unit apartment project and Martin/Holliday a 64 unit townhouse project. The
development site was owned by the Redevelopment Agency. The apartment portion has been sold
and transferred to Bridge Housing. The townhouse portion has not yet been transferred to
Martin/Holliday. The relocation of utilities to accommodate the Bridge Housing development requires
relocation of utility on the Agency's retained prtion of the pr 7rt

The Board of Supervisors as the Board of Commissioners of the Contra Costa County Redevelopment
Agency RESOLVES THAT:
The Redevelopment Agency acquired certain real property by deed recorded June 5, 1992, in Book
17567 at page 797, in the Pleasant Hill Area for redevelopment purposes. PG & E has requested an
easement over a portion of said property, described in Exhibit "A" attached hereto, for a transformer facility.
This Board FINDS that the conveyance of such easement is in the public interest and will not substantially
conflict or interfere with the Agency's use of the property.
This Board hereby APPROVES and AUTHORIZES the conveyance of an easement to PG & E, over
the property described in Exhibit "A" attached hereto, pursuant to Health and Safety Code Section 33430 and
the Board Chair is hereby AUTHORIZED to execute a Grant of Easement on behalf of the Agency
The Real Property Division is DIRECTED to cause said Grant of Easement to be
delivered to the grantee.

Project at Pleasant Hill BART (Areas 6&13). The purpose of the community design
program is to facilitate community exploration of planning and design/development
alternatives. The process will be undertaken using community workshops and the Board-
appointed Iron Horse Corridor Greenspace Advisory Committee.
Singer & Hodges is recommended following a competitive request for qualifications
process. The selection is the recommendation of a committee with representatives from
the Walden District Improvement Association, BART, the Contra Costa Centre Association,
East Bay Regional Parks, Madison Homeowners, BRIDGE Housing, County Public Works,
Community Development, and Redevelopment, all of whom fully participated in the
screening and selection process.
The community design program will consist of facilitated workshops to be conducted in the
first 4-6 months of 2000. Singer & Hodges will be assisted by one sub-contractor o David
Evans, ASLA, who will lead the community facilitation program. The outcome of the
process is a conceptual design, agreed to by the stakeholders, which can then be
translated into construction detail plans. The latter function would be under a separate
contract. The community design program for the greenspace/respite program will need to
accommodate the Iron Horse Trail overcrossing, the concepts for which are being
developed on a parallel community design track.
