SUBJECT: ADJUSTMENTS TO THE BENEFITS FOR HOUSING AUTHORITY OF THE COUNTY OF
CONTRA COSTA EXEMPT AND UNREPRESENTED EMPLOYEES
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 4083 approving adjustments to the benefits for Exempt and Unrepresented
employees of the Housing Authority of the County of Contra Costa in order to conform with existing
benefits available to County of Contra Costa's Exempt and Unrepresented employees to be effective
January 1, 2000.
11. FINANCIAL IMPACT:
The additional costs associated with the proposed changes can be absorbed within the current
and future agency-wide budgets. Specifically, the additional cost of the increased deferred compensation
incentive will be $4,230.00 per annum based on the existing number of active participants and the
increased auto allowance will be $1,200.00 per annum. Annual management leave hours are not
accruable and, therefore, the Housing Authority would not be financially obligated for any additional
accrued hours.
Ili. REASONS FOR RECOMMENDATION/BACKGROUND
On November 16, 1999 the Board of Supervisors adopted Resolution No. 991585 that included
approving adjustments to Management Incentives for Exempt and Unrepresented employees of Contra
Costa County. To achieve parity with County benefits for management level employees, 1 am
recommending adjustments to the incentive benefits for Exempt and Unrepresented employees of the
Housing Authority of the County of Contra Costa as follows:
1. Deferred Compensation Incentive: Effective January 1, 2000 the Housing Authority's
contribution to Exempt and Unrepresented employees who participate in the Authority's Deferred
Compensation Plan will be increased from $40 to$60 per month.

2. Annual Management Administrative Leave: Effective January 1, 2000, and each January 1
thereafter, all permanent full-time Exempt and Unrepresented employees shall be credited with
Sixty (60) hours of paid management leave. This time is non-accruable and all balances will be
zeroed out effective December 31'each year. Permanent part-time employees shall have such
leave prorated based upon position hours.
3. Department Head Automobile Allowance: Effective January 1, 2000 the monthly automobile
allowance shall be $450 plus $.25 per mile for mileage for the Executive Director. Mileage
computation shall include portal-to-portal travel for work-related activities. Receipt of the monthly
allowance will require that the Executive Director furnish a private automobile for Housing Authority
business.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt Resolutions No. 4083, the Exempt and
Unrepresented classes of the Housing Authority of the County of Contra Costa would be denied parity
with existing benefits available to County of Contra Costa's Exempt and Unrepresented employees.
Further, parity with existing County benefits is needed to attract and keep high quality management
employees.

APPROVING ADJUSTMENTS TO THE BENEFITS FOR EXEMPT AND
UNREPRESENTED EMPLOYEES OF THE HOUSING AUTHORITY OF THE
COUNTY OF CONTRA COSTA
The Board of Commissioners of the Housing Authority of the County of Contra
Costa RESOLVES THAT:
The Housing Authority of the County of Contra Costa, in keeping with
conformity to existing benefits available to Contra Costa County Exempt and
Unrepresented employees, make adjustments to the incentive benefits for
Exempt and Unrepresented employees to be effective January 1, 2000 as
follows:
1. Deferred Compensation Incentive: Effective January 1, 2000 the
Housing Authority's contribution to Exempt and Unrepresented
