RECOMMENDATIONS
(1)APPROVE the allocation of$150,004 in FY 1997 and FY 1998 Housing Opportunities for Persons
with HI's/AIDS (HOPWA) funds for the Alvarez Court project and (2) AUTHORIZE the Deputy
Director, Redevelopment or his designee to enter into the required legal documents for this purpose.
FISCAL IMPACT
No General Fund impact. HOPWA funds are allocated to local jurisdictions by formula,through the U.S.
Department of Housing and Urban Development(HUD).
BACKGROUND/REASONS FOR RECOMMENDATIONS
Housing Opportunities for'Persons with AIDS (HOPWA) funds are allocated to Contra Costa
Entitlement Jurisdictions(the Contra Costa Consortium and the Cities of Antioch, Concord, Pittsburg,
Richmond and Walnut Creep) by formula through the City of Oakland and the U.S. Department of
Housing and Urban Development(HUD).

As agreed by the jurisdictions, $340,539 of the FY 1997 allocation and $329,702 of the FY
1998 allocation was reserved for the development of affordable rental housing for low-income
persons with HIV/AIDS. The County currently has $126,104 in unobligated FY 1997 funds
and$329,702 in unobligated FY 1998 funds.
The purpose of the Alvarez Court project is to provide multi-family rental housing affordable to
and occupied by very-low income physically disabled persons, and those disabled with HIV/AIDS.
When complete, Alvarez Court will provide 19 fully accessible one-bedroom and two-bedroom
units of affordable rental housing. Ten units will be reserved for persons with HIV/AIDS and will
remain affordable to very-low income households for a minimum of 55 years.
Services will be provided to the residents and will include ease management, medical treatment
and referrals, home health care, substance abuse counseling,job placement and training, benefits
advocacy, money management, assistance with meals and groceries, and social and recreational
activities.
Funds are being recommended for this project contingent on approval on all remaining financing
necessary to permit this project to proceed; land purchase price supported by an appraisal;
confirmation of construction estimates; and authorization from HUD 811 staff to restrict
occupancy of some units to persons with HIV/AIDS.
The Board of Supervisors previously allocated $500,000 in HOME investment Partnership Act
(HOME) funds and HUD recently allocated $1,892,500 in Section 811 funds to this project. RCD
will be applying for$516,031 in City of Pinole Redevelopment Agency funds and $95,000 in the
Federal Home Loan Bank Affordable dousing Program funds to complete the financing package.
The total cost of this project is $3,196,531. The proposed development budget and sources of
funds for this project are:
