RECOMMENDATIONS
(1) APPROVE the transfer of$913,812 in unexpended funds from the sources identified to the FY 1999/2000 Community
Development Block Grant Housing Development Assistance Fund(CDBG/HDAF):
• $570,124 from the FY 1998/1999 CDBG/HDAF
$144,991 from the Neighborhood Preservation Program(98-05-HSG)
$122,845 from the City of San Pablo Housing Rehabilitation Program(98-07-HSG)
$75,852 from the Rental Rehabilitation Program(HSG 97-01)
(2)APPROVE the allocation of$1,610 in CDBG program income to the FY 1999/2000 CDBG/HDAF
FISCAL IMPACT
No General Fund impact. CDBG funds are provided to the County annually on a formula allocation basis through the U.S.
Department of Housing and Urban Development.

BACKGROUND/REASONS FOR RECOMMENDA'T'IONS
On April 27, 1999,the Board of Supervisors approved the allocation of$963,750 to the FY 1999/2000 CDBG/HDAF. The
purpose of the CDBG/HDAF is to provide resources to assist affordable housing projects that develop during the current
program year. Approval of the recommended fund transfers will consolidate existing unused and unallocated housing resources
into the FY 1999/2000 CDBG/HDAF to facilitate their use for additional affordable housing development. If all of the
proposed fund transfers are approved, the balance of the FY 1999/2000 CDBG/HDAF will be $1,879,172. During the
preceding fiscal year,$2 million in CDBG/HDAF funds were used to finance three affordable housing projects which,when
complete,will result in the new construction of 221 affordable multifamily rental units in Central and West County. Based
on current applications,letters of intent,and discussions with affordable housing developers,the Department has identified
potential requests for FY 1999/2000 CDBG/HDAF funds in the range of$2 million, including emergency and transitional
shelters,affordable multifamily housing,and a first-time homebuyer project.
