FISCAL IMPACT No General Fund impact.-CDBG funds are provided to the County annually on a formula allocation basis through the U.S. Department of Housing and Urban Development(HUD). The City program provides subsidized housing rehabilitation loans and emergency grants to low and very-low income homeowners residing in San Pablo. In combination with anticipated CDBG program income from loan repayments of$80,000,the transfer of$27,155 in FY 1998/99 funds remaining from the prior year(CDBG Project Agreement 98-07)',will result in a total CDBG program budget of$390,810 for FY 1999/00, The City anticipates that these resources will be adequate to provide 10 to 12 new rehabilitation loans and five emergency grants during the current program year. Can April 27, 1999,the Board of Supervisors also approved the allocation of$390,000 in FY 1999/00 CDBG funds for the Neighborhood Preservation Program implemented through the County Building Inspection Department (CDBG Project Agreement 99-06). The County program provides zero and low-interest deferred loans to very-low and low-income homeowners residing in the Urban County(all of Contra Costa with the exception of the Cities of Antioch,Concord,Pittsburg and Walnut Creek).In combination with anticipated CDBG program income from loan repayments of$396,589,the transfer of$195,103 in FY 1998/99 funds remaining from the prior year(CDBG Project Agreement 98-05)',will result in a total CDBG program budget of$981,692. The Building Inspection Department anticipates that these resources will be adequate to provide 30 new rehabilitation loans during the FY 1999/00 program year. Kkh/k21/BOSRehab
