SUBJECT: APPROVE and AUTHORIZE the Interim Workforce Investment Board and the Employment
& Human Services Director, or designee, to issue a Request for Proposals in the amount of the
final State allocation (anticipated between $1.2 to $1.4 million) for youth employment services
for the period from April 1, 2000 through June 30, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDER`) ACTION:
APPROVE and AUTHORIZE the Interim Workforce Investment Board and the Employment & Human
Services Director, or designee, to issue a Request for Proposals in the amount of the final State allocation
(anticipated between $1.2 to $1.4 million) for youth employment services for the period from April 1, 2000
through June 30, 2001.
FINANCIAL, IMPACT:
No County costs. Activities under this appropriation from the U.S. Department of Labor through the State of
California Employment Development Department will provide employment and training opportunities to
youth ages 14 to 21 in cooperation with K-12 education providers.
CHILDREN'S IMPACT STATEMENT:
Activities under the program for which this Request for Proposals is issued will directly support three
community outcomes established in the Children's Report Card; 1. Children Ready for and Succeeding in
School; 2. Children and Youth Healthy and Preparing for Productive Adulthood; and 3. Families that are
Economically Self-Sufficient.
BACKGROUND:
The Workforce Investment Act allocation for youth programs will be available to local service delivery areas
in April 2000. Youth services under this new funding source from the U.S. Department of Labor through the
State of California Employment Development Department require the County to issue a Request for
Proposals. The summer and year-round youth programs designed as a result of this Request for Proposals
will be an integral part of the Workforce Investment Act Local Plan which is due to the State on April 1,
2000. Further, the performance measures detailed in the selected youth programs will provide the basis for
performance benchmarks negotiated with the State.
The State provided initial estimates of$1.2 million to $1.4 million for the Contra Costa County youth
employment program allocation.
