RRECOMM_EN U ACTION AUTHORIZE the Director,Aging and Adult Services Bureau to submit the Area Agency on Aging Area Plan Year-End Report for FY 1998-99 to the California .Department of Aging and.AUTHORIZE the Chair, Beard of Supervisors to sign the Letter of Transmittal. II. FINAL IMPACT None. III. REASONS FOR RECCOMMENDATION AC.(GROUNN The Area Agency on Aging(AAA)provides services for older residents of the County under the Older American's Act(OAA)and Older Californian's Act(OCA). The 1998-1999 Area Plan Update proposed to continue to provide through contract Congregate Meals,Home-Delivered Meals,Legal Assistance, Case Management,In- Home Services for the frail case management client, In-Home Services Registry, Friendly Visitor, and Transportation under OAA. OCA funding has allowed AAA to provide through contract Alzheimer's Day Care Resource Center Services, Respite Registry,Brown:Bag,and Senior Companion Programs. In addition, AAA directly provides Information and Referral, Disease Prevention and Health Promotion Services, Linkages, and Health Insurance Counseling Advocacy Programs, The AAA continues to provide program development, coordination, administration, and planning. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDER`) ACTION: APPROVE and AUTHORIZE the Interim Workforce Investment Board and the Employment & Human Services Director, or designee, to issue a Request for Proposals in the amount of the final State allocation (anticipated between $1.2 to $1.4 million) for youth employment services for the period from April 1, 2000 through June 30, 2001. FINANCIAL, IMPACT: No County costs. Activities under this appropriation from the U.S. Department of Labor through the State of California Employment Development Department will provide employment and training opportunities to youth ages 14 to 21 in cooperation with K-12 education providers. CHILDREN'S IMPACT STATEMENT: Activities under the program for which this Request for Proposals is issued will directly support three community outcomes established in the Children's Report Card; 1. Children Ready for and Succeeding in School; 2. Children and Youth Healthy and Preparing for Productive Adulthood; and 3. Families that are Economically Self-Sufficient. BACKGROUND: The Workforce Investment Act allocation for youth programs will be available to local service delivery areas in April 2000. Youth services under this new funding source from the U.S. Department of Labor through the State of California Employment Development Department require the County to issue a Request for Proposals. The summer and year-round youth programs designed as a result of this Request for Proposals will be an integral part of the Workforce Investment Act Local Plan which is due to the State on April 1, 2000. Further, the performance measures detailed in the selected youth programs will provide the basis for performance benchmarks negotiated with the State. The State provided initial estimates of$1.2 million to $1.4 million for the Contra Costa County youth employment program allocation.
