1. RECOMMENDED ACTION:
APPROVE Valley View Road Reconstruction project, and
DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 2c
Categorical Exemption, and
DIRECT the Public Works Director to prepare contract plans and specifications for
construction, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.

AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community
Development for processing, and a $25 fee to the County Clerk for filing the Notice of
Exemption.
11. FINANCIAL IMPACT:
The estimated project cost is $521,000.00, funded by Measure C-Return to Source 100%.
111. REASONS FOR RECOMMENDATION/BACKGROUND:
2. The purpose of this project is to rehabilitate Valley View Road and the adjacent sidewalks from D'Avilla
Road to the Richmond City limits. The proposed project consists of reconstructing road, slurry sealing,
crack sealing, reconstructing curb, curb ramps, sidewalks, and fences; re-striping; installing a retaining
wall and subdrain; and stabilizing a slope.
Valley View Road is a four-lane road. At least one lane in each direction will be open during
construction. Road reconstruction will be at the intersection of Valley View Read and Amend Road, and
southbound lanes of Valley View from Amend Road to D'Avilla Way. Curb ramps that comply with the
Americans with Disabilities Act will be installed at the intersection of Valley View Road and Amend
Road. The northbound and southbound lanes of Valley View Road from the Richmond City limits to
Amend Road will be crack-sealed, and slurry sealed. The remaining northbound lanes of Valley View
Road (east side) from D'Avilla Way to Amend Road will also be crack sealed and slurry sealed. The
sidewalk, curb, and curb ramps along the west side of Valley View Road from Amend Road to D'Avilla
Way will be reconstructed due to pavement failures. A subdrain and retaining wall system will be
installed to stabilize a slope adjacent to the EBMUD Maloney Pumping Station, located on the west
side of Valley View Road, approximately 660 feet north of D'Avilla Way.
The project will impact a minimum amount of vegetation as possible. Approximately five non-native
pines may require trimming. Four small oak trees (<3"dbh) may require removal, however, they will be
avoided if possible. The oaks do not constitute a stand, and therefore are not a scenic resource. An
18" DBH birch tree will likely require trimming and may require removal.
The project has been determined to be in compliance with the General Plan and is exempt from CEQA
because it can be seen with certainty that there is no possibility that the activity may have a significant
adverse effect on the environment.
The proposed project consists of the reconstruction of existing facilities in the same location and with
the same purpose and capacity as the structure replaced.
The project will not result in the removal of any scenic resource
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.

GENERAL CONSIDERATIONS:
1. Location: In West county, in the El Sobrante area on Valley View Road from D'Avilla Way to the
Richmond City limits. (Figures 1-4).
