1998, a complaint was received regarding a substandard
structure constituting a public nuisance.
A site inspection was conducted on January 27, 1998 and the
inspection revealed the structure has not been inhabited for
quite some time and has deteriorated to the point where
structurally it is not sound. The roof is collapsing with the
exterior walls spreading apart. On August 18, 1998 'a follow
up inspection was done and the structure remains; substandard
with no improvements.
The following violations of the County Ordinance exist:
Title 7, Chapter 712-2.004 (substandard building)
The owner of the property has been notified through written
correspondence and certified mail. As of this date compliance
has not been gained.
On August 24, 1998, the Building Inspection Department
declared the property a public nuisance and posted a Notice
Order to Abate under Title 1, Chapter 14-6. This appeal is
being made under the provisions of this title.

hereby notified that Tuesday, November 3, 1998, at 11:00 a.m., is the date and time set for
the hearing in the Board of Supervisors' Chambers, 651 Pine Street, Room 107, Martinez,
California, of your appeal from the decision of the County Abatement Officer declaring the
sub-standard structure a public nuisance, located at 1520 -6th Street, Richmond in violation of
Section 712-2.004 and 712-4.006 of the Contra Costa County Ordinance Code and declaring
said violation a public nuisance (Contra Costa County Ordinance Code Section 14-6.410).
The Bearing will be conducted in accordance with procedures set forth in Contra Costa

This office is in receipt of the attached Appeal and has received cash in the amount of$125
from Jewell Smith, from the decision of the County Abatement Officer (Steve Knight)
declaring 1520 6th Street, Richmond as a substandard structure.
This appeal has been tentatively scheduled for hearing by the Board of Supervisors on
October 27, 1998, at 11:00 a.m in the Board Chambers.

The roof on the structure at 1520 6th St., Richmond appears to be collapsing and there has been no
Improvements done to bring the structure up to code requirements. The structure must be repaired or our
department will post the building substandard and a public nuisance. The following statement are from the
Uniform Housing Code for your Information.
Substandard Buildings - Section 202.
All buildings or portions thereof which are determined to be substandard as defined In this code are
hereby declared to be public nuisances and shall be abated by repair, rehabilitation,demolition or
removal In accordance with the procedure specified in Chapter 11 of this code.
Nuisance -Section 401.
1. Any public nuisance known at common law or In equity jurisprudence.
2. Any attractive nuisance which may prove detrimental to children whether In a building, on
the premises of a building, or on an unoccupied lot. This Includes any abandoned wells,
shafts, basements or excavations, abandoned refrigerators and motor vehicles; or any
structurally unsound fences or structures;or any lumber,trash,fences,debris or vegetation
which may prove a hazard for Inquisitive minors.
You are hereby notified to take action to abate the deficiencies within 10 days from the date you receive this
notice. i may be reached at 335-1171 any workday between 8:00 and 10:00 a.m. Our office Is closed the
first, third and fifth Friday of every month.

YOU ARE HEREBY ORDERED TO ABATE SAID PUBLIC NUISANCE within L121
:third consecutive calendar days from the issuance of this order.
The issuance date is specified below. You may abate the nuisance

structure. If you fail to abate the public nuisance within the
number of days specified, the county may order this abatement by
public employees, private contractor, or other means. The cost of
said abatement, if not paid, may be levied and assessed against the
property as a special assessment lien and may be collected at the
same time and in the same manner as ordinary county taxes are
collected, subject to the same penalties, procedures', and sales in
case of delinquency.
YOU MAY APPEAL FROM THIS ORDER OF ABATEMENT, but any such appeal
must be brought prior to the expiration of the number of days
specified above for completion of abatement. The appeal must be in
writing; specify the reasons for the appeal; contain you name,
address and telephone number; be accompanied by an appeal fee of
