FISCAL RAPACT
No General Fund impact. Funds for this project will come from the FY 1998/99 Community
Development Block Grant (CDBG). CDBG funds are provided to the County on a formula allocation
basis through the U.S. Department of Housing and Urban Development(HUD).

The purpose of the Brentwood Housing Improvement Program is to maintain and improve
existing neighborhoods by assisting very-low and low income homeowners with water and sewer
service connections. The $67,500 allocation will provide a minimum of 15 water and sewer
service connection loans of up to $4,500 each. The City of Brentwood will provide administrative
costs as well as $1,500 per connection to provide the required 25 percent matching funds. The
loans will be zero interest deferred loans, due on sale of the property.
CDBG funds are provided contingent on the City of Brentwood administration of the program,
approval of the required 25 percent match, and negotiation of household qualification and loan
terms satisfactory to the City and County.

Extending the current contract will allow BIT's consultants to continue
assisting Auditor and Human Resources staff with the implementation of

Resources/Payroll Systems.

RECOMMENDATION:
I. MAKE FINDING, under Section 31040 of the California Government Code, that the locations identified on
Attachment A, for the purposes of building cleaning services, are remote from available County employee
resources and that the County's economic interests are served by contracts rather than by paying additional
travel expenses to existing County employees.
2. ADOPT policy (Attachment B) establishing that janitorial services contractors who provide services to
Contra Costa County shall be required to pay their employees prevailing wages and benefits for contracted
custodial services, as determined by the State Director of Industrial Relations for Contra Costa County.
3. AUTHORIZE the Purchasing Agent to execute three contracts for custodial services in various geographical
areas within the County for a total amount of$188,040 for the period November iI, 1998, through October
31, 2400, with a two-year option to continue the contracts, adding or deleting sites as required to do County
business through October 31, 2002.
BACKGROUND:
Representatives from the General Services Department and Contra Costa County Employees Association Local
No. I have met and conferred on criteria and have reached agreement on the sites (Attachment A) which we are
requesting the Board to declare remote. Further, we agreed that we would meet and discuss with them any
additional sites, which might come into the County inventory prior to declaring them; remote. We also agreed
that, if any of these sites become no longer remote, we would be willing to modify the site list. A few childcare
sites in Richmond and San Pablo still are being discussed by Local No. I and the Community Services
Department, and no agreement has been reached regarding these locations.

Custodial Services Contracts, and Authorizing the County

California Government Cade Section 31000 provides that the Beard of Supervisors may contract for services on
behalf of the County, and that such services "may include maintenance or custodial matters if the board finds
that the site is remote from available county employee resources and that the county's economic interests are
served by such a contract..."
Those sites which we are requesting the Board to declare remote for purposes of custodial services only are
either:
a) In geographical locations which are away from the County's government centers, e.g., Oakley, Brentwood,
Lafayette, Moraga,Kensington.
b) Buildings/facilities which are small and which are budgeted for few hours of custodial service, making it
inefficient to do with County staff', for example, health facilities such as the Tri-cities Discovery Center in
Pinole.
c) Special use facilities and/or facilities where private tenants share leased space with County operations, such
as some daycare centers, the Contra Costa County Health Club in Martinez, and some Health Services
locations.
The General Services Department has surveyed other Bay Area government agencies to determine their policies
regarding the payment of "area wages" and providing health benefits to custodial contractors. The County
Administrator's Office and County Counsel have been consulted regarding this issue. We are recommending
the adoption of a policy modeled on that of Santa Clara County which uses the current rate for Public Utilities
Janitor/Cleaner within the County as set forth by the Director of the State Department of Industrial Relations.
The current rate for Contra Costa County has been determined to be $7.34 per hour for wages, and $1.01 to
$1.52 per hour, depending on length of service, for health benefits, with provisions for paid vacation, holiday
pay, paid sick leave, and overtime. With Board approval, all current and prospective custodial contractors will
be required to meet these rates, and all contracts shall include language establishing these minimum wages and
benefits.
FISCAL IMPACT:
There is no additional funding required to implement the currently-bid contracts for custodial services, and the
currently-bid contracts will provide savings over the previous contracts at an estimated overall savings of 31
percent.

POLICY
RELATING TO PREVAILING NAGE AND BENEFIT REQUIREMENTS
FOR CONTRACTED JANITORIAL SERVICES
In order to ensure that appropriate wakes and benefits are provided to County-contracted janitorial service
workers, the County shall require employers of these workers to pay them a prevailing rate of wage and
benefits. In the absence of a State mandated prevailing rate for this class of work, this policy establishesthe
rate of wages and benefits that shall be provided to County-contracted janitorial service workers by their
employers.
The prevailing rate of wages and benefits for the above-noted janitorial workers shall be the current rate for
Public Utilities Janitor/cleaner within Contra Costa County as set forth by the Director of the State Department
of Industrial Relations.
For the purposes of this policy all firms contracted by the County to provide janitorial services that have
janitorial service employees shall provide these employees the rate of wages and benefits as set forth above.
Firms that do not have employees are exempt from paying the stated rate of wages and benefits.

OF THE WEST COUNTY BASEBALL LEAGUE (WCBL)

APPROVE and AUTHORIZE the County Administrator, or designee, to execute an agreement with City
of Richmond in the amount of$33,600 for program administration of the West County Baseball League
{WCBL} operations on the North Richmond Ballfield.
FISCAL IMPACT:
The agreement will be for a one-time twelve month cost of$33,600 with a 50% share of$16,800 to be
paid by the county. Funding will came from budgeted sources within the county.
BACKGROUND;
The North Richmond Ballfield was constructed to provide a little league field and other recreational
opportunities for the North Richmond community. It is located on eight acres)near Verde Elementary
School where Third Street meets Wildcat Creek.
The WCBL was formed to provide the North Richmond community with a sound youth baseball program
played on a regulation sized field, using official baseball rulers and exhibiting high concern for good
sportsmanship, fair play and disciplined approaches to goat-achievement.
The WCBL has conducted youth baseball programs which have attracted young people throughout
Richmond. However, the North Richmond Ballfield was under utilized and many community members
expressed a need to run a full scale recreational program on the field. The City of Richmond has
approached the County to share the costs involved in program administration of a baseball program to
fully utilize the North Richmond Ballfield.

To address concerns expressed by the North Richmond Municipal Advisory Council (MAC) and the
general community on how youth would participate and whether a full range of recreational programs
would be conducted on the ballfield, the following actions will be taken by the Program Director of the
WCBL:

• The WCBL will advertise and conduct sign-ups at the North Richmond Baseball
Field, the Shield Reid Community Center, and Verde Elementary School.
• The WCBL will conduct a series of community meetings to identify volunteers and
parents from both the city and county area of North Richmond to work on various
support and auxiliary committees.
• Flyers and applications will be sent home with each student at Verde Elementary
School.
• Applications will be made available at the North Richmond Neighborhood House,
Project Pride Recreational Center, and the Las peltas Housing Authority.
• MAC members will be given applications to pass out to interested community
members.
Ii. Structure and r1mo ftme ofa arts to be given to the North Richmond Municipal
Advispry Council and Cognty Administratoei Office.
• The WCBL will provide written quarterly reports to the MAC, County Administrator's
Office, and the Richmond City Council. The initial report will be submitted to
Stephania Gantt, Program Manager for the MAC. Copies of all reports will be
forwarded to the City of Richmond City Council, Richmond Cultural Services
Department, and the Offices of the Richmond City Manager and County
Administrator. The report will include program activity updates and answers to
community concerns regarding the numbers of North Richmond youth participating
in the baseball league.
III. Joint Coo din ti n of activi!tles by the WCBL and the MAC in.the Ngrth Righmond

The program director of the WCBL will work with the program manager of the MAC
to accomplish:
A. Identification of volunteers from the forth Richmond community.
B. Identification of additional funding for program activities, including any
non-baseball related activities.
C. Provide input and assistance with various fundraisers.
D. Bring other agencies onboard to support the recreational activities which
youngsters participate from the unincorporated parts of North Richmond.
IV. How will the North Richmond Bellfield be utilized?
• The field will be used for Little League practice and scheduled games. The season will
start, weather permitting, in April of 1999. At that time, the WCBL will host Little League
play on the North Richmond Ballfield, a minimum of 3 days per week. Each Sunday will
be a free day or Family pay" where no games will be played. Generally, WCBL will
conduct games on Tuesday, Wednesday, Thursday and Saturday.
• In addition, activities by the staff of Verde Elementary School and the Housing Authority
will also be conducted on the ballfield.
CONCLUSION;
This is an exciting opportunity for the County to be able to participate in a program which will provide
youth with much needed afterschool extra curricular activities. It will also further a positive City-County
relationship in the North Richmond area for a modest cost.
