SPECIFIC REOUEST(S) ;;COMMENDATION(S)&BACKGROUND AND JUSTIFICATION
L RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
execute on behalf of the County a standard form. contract (419-2042-0) with the Bay
Area Partnership for the period of July 1, 1998 through June 30,;1999 with the payment
limit of$24,000.
II, FINANCIAL IMPACT:
None; 100 percent federal and state funds.
III CHILDREN IMPACT STATEMENT:
This contract will support the third outcome — Families that are economically self
sufficient.
IV REASONS FOR RECOMMENDATION/BACKGROUND:
The Contra Costa Private Industry Council (PIC) Department and Bay Area Partnership
(BAP) have entered into a standard form contract agreement) for BAP to provide
coordination of assessment and identification of pilot project areas for Welfare to Work
participant services and to coordinate the roll-out of the Regional Workforce Preparation
and Economic Development Grant for the period of July 1, 1998 through June 30, 1999.
This request will allow the PIC to fulfill its grant obligation for Welfare-to-Work for a
minimum of 57 clients.

APPROVE and AUTHORIZE the Community Services Director or designee to execute Contract
Amendment #38-617-4 with Janice Perry, MFCC to reduce the Contract Payment Limit by $20,300, from
$39,800 to a new Total Contract Payment Limit of $19,500 for Child Development Mental Health
Consultant services for the period from July 1, 1998 through June 30, 1999; and
APPROVE and AUTHORIZE the Community Services Director or designee to execute Contract #38-630
with Vicki Young in the amount of $29,300 for Child Development DivisionMental Health Consultant
services for the period from October 1, 1998 through June 30, 1999,
II. FINANCIAL IMPACT:
This Child Development Program contract is included in the projected State-funded Fiscal Year 1998-99
budget.
III. REASONS FOR RECOMMENDATIONSlBACKGROUND:
On June 23, 1998, the Board of Supervisors approved Contract #38-617-3 with Janice Perry for the
provision of mental health consultant services for the Child Development Division'.
Since that time, Contractor and the Child Development Division have mutually agreed to reduce the number
of hours worked by Ms. Perry each week. Contract #38-630 will allow Vicki 'Young to assume the hours
and services no longer provided by Ms. Perry.
Approval of these two contracts will ensure that the Child Development Division'is able to provide mental
health consultant services through June 30, 1999 with no interruption in those services. These contracts will
be reviewed and approved as to legal form by County Counsel prior to qUxation.

111. REASONS FUR RECUMIVIEENDAT10NSfBACKGR0UND:
This contract was originally drafted as a short form service contract for the period from September
1, 1998 through November 1, 1998. Contractor was hired to implement a comprehensive career
development program for staff and qualified parents. This position is included in both the 1998
and the 1999 Head Start Basic Grant and budget. Approval of this contract amendment will allow
for continued staff development and parent training until a new permanent project position is
created and filled during the 1999 Head Start Program Year.

AUTHORIZE the 'County Librarian to execute a Short Form Service Contract Amendment/Extension
Agreement with Jerome J. Prideaux for County Library Budget and Facilities Consultation for the period
of November 1, 1999 through.lune 30, 1999,
FINANCIAL IMPACT:
The additional cost of $19,250 for this service is included in the FY 1998-99 budget for the County
Library due to vacant Administrative Services Officer position. New total Contract Payment Limit is
$44,250.
BACKGROUND:
Consulting services are providing technical assistance to the library in budget, personnel and facilities
administration. Budget assistance includes guidance in the administration of the FY 1998-99 budget,
the closing of the FY 1997-98 and the finalization and implementation of the FY 1998-99 budget. In the
area of personnel, the contractor provides assistance in areas of classifications,exams and employee
relations. Facilities administration includes implementation of recommendations and updating of the
library facilities manual and day to day facilities administration for 23 facilities.
Other areas of assistance are provided in general library administration, supervision of administrative
staff and in general fiscal planning for budgeting revenues and expenditures at the library region level.
The Amendment includes consultation needed by the County Library on library facilities projects
including capital and maintenance due to the vacant Administrative Services Officer position.
Consultant will authorize and monitor maintenance and capital projects approved in the Library
Facilities Plan for FY 97-98 not yet begun and all work approved for FY 98-99. As needed, the
approved list of maintenance projects will be adjusted to meet current needs. Capital projects will be
managed as assigned by the County Librarian.Work of the consultant will include such assignments as
initially meeting with county and other interested parties to determine scope and participation of the
parties in the project; negotiation and preparation of applicable operating agreements; participation in
design work on projects; review of work in progress; progress payments; and final approval of the
project.

Withholding and FICA Deductions Addendum
Withholding and FICA Deductions: Notwithstanding Paragraph 10. (independent
Contractor Status) of the Short Form Service Contract (Paragraph 14. of the General
Conditions), for the purposes of withholding State and Federal tars and Social Security
only from payments due, the Auditor-Controller will make deductions for these purposes.
Contractor is not a County employee. Contractor further understands that the County has
no obligation to provide, and Contractor will not be provided fringe benefits, including but
not limited to, vacation, sick leave, retirement, and health plan coverage. The County will
provide worker's compensation coverage and unemployment insurance if County has right
to control way in which work is done.

I. RECOMMENDATION
A. APPROVE a consulting services agreement with R.D. Hill, Architect, 865 Walnut Avenue, Walnut
Creek, for architectural services for Tenant Improvements at 2340 Buchanan Road, Building C,
Antioch, for the Social Service Department Cal Works Program. The agreement will be effective
November 3, 1998,with a payment limit of$76,000.00,which amount shall not be exceeded without
prior,written authorization by the Director of General Services.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work,provided that the cumulative total extra cost for all such authorizations
shall not exceed $8,000.00.
IL FINANCIAL IMPACT
Funding for this project will be provided from Social Service Department funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND
A. The Social Service Department needs additional space to implement Federal and State mandates for
the Cal Works Program.

B. The General Services Department is negotiating a lease for a 5,300 square foot space which will be
suitable for the Cal 'Works Program in Antioch. The Department has developed a schematic space
plan and is ready to proceed with bid and construction documents for the improvements required to
prepare the space for occupancy.
C. This agreement will provide the necessary bid and construction documents and architectural and
administrative oversight on behalf of the County during construction of the improvements.
D. Negotiations have been completed and an appropriate agreement is ready to sign. The County must
proceed with this agreement for architectural services because it does not have sufficient staff to
provide the services.

Christian Church Homes of Northern California (CCHNC) for the
Crockett Senior Housing Project. The purpose of this project is to
increase the supply of multifamily rental housing affordable to
very-low income senior households in West County. The project
involves the new construction of 36 one-bedroom apartments and a
two-bedroom manager's unit on a currently vacant site at the
intersection of Wanda and Second Streets in downtown Crockett. All
units will be required to be affordable to and occupied by senior
households with incomes at or below 50 percent of the area median
income. Rent, including an allowance for utilities, will be
limited to 30 percent of household income. Eighteen units will be
designated as County-assisted and required to remain affordable to
the target population for a minimum of 55 years; all other units
will remain affordable for a minimum of 40 years in accordance with
the requirements of other lenders .
The total cost of the Crockett Senior Housing Project is $3. 7
million. All sources of financing are approved and include the
following:
