II, FINANCIAL IMPACT: None; 100 percent federal and state funds. III CHILDREN IMPACT STATEMENT: This contract will support the third outcome — Families that are economically self sufficient. IV REASONS FOR RECOMMENDATION/BACKGROUND: The Contra Costa Private Industry Council (PIC) Department and Bay Area Partnership (BAP) have entered into a standard form contract agreement) for BAP to provide coordination of assessment and identification of pilot project areas for Welfare to Work participant services and to coordinate the roll-out of the Regional Workforce Preparation and Economic Development Grant for the period of July 1, 1998 through June 30, 1999. This request will allow the PIC to fulfill its grant obligation for Welfare-to-Work for a minimum of 57 clients. Since that time, Contractor and the Child Development Division have mutually agreed to reduce the number of hours worked by Ms. Perry each week. Contract #38-630 will allow Vicki 'Young to assume the hours and services no longer provided by Ms. Perry. Approval of these two contracts will ensure that the Child Development Division'is able to provide mental health consultant services through June 30, 1999 with no interruption in those services. Contractor was hired to implement a comprehensive career development program for staff and qualified parents. This position is included in both the 1998 and the 1999 Head Start Basic Grant and budget. Approval of this contract amendment will allow for continued staff development and parent training until a new permanent project position is created and filled during the 1999 Head Start Program Year. New total Contract Payment Limit is $44,250. BACKGROUND: Consulting services are providing technical assistance to the library in budget, personnel and facilities administration. Budget assistance includes guidance in the administration of the FY 1998-99 budget, the closing of the FY 1997-98 and the finalization and implementation of the FY 1998-99 budget. In the area of personnel, the contractor provides assistance in areas of classifications,exams and employee relations. Facilities administration includes implementation of recommendations and updating of the library facilities manual and day to day facilities administration for 23 facilities. Other areas of assistance are provided in general library administration, supervision of administrative staff and in general fiscal planning for budgeting revenues and expenditures at the library region level. The Amendment includes consultation needed by the County Library on library facilities projects including capital and maintenance due to the vacant Administrative Services Officer position. Consultant will authorize and monitor maintenance and capital projects approved in the Library Facilities Plan for FY 97-98 not yet begun and all work approved for FY 98-99. As needed, the approved list of maintenance projects will be adjusted to meet current needs. Capital projects will be managed as assigned by the County Librarian.Work of the consultant will include such assignments as initially meeting with county and other interested parties to determine scope and participation of the parties in the project; negotiation and preparation of applicable operating agreements; participation in design work on projects; review of work in progress; progress payments; and final approval of the project. The purpose of this project is to increase the supply of multifamily rental housing affordable to very-low income senior households in West County. The project involves the new construction of 36 one-bedroom apartments and a two-bedroom manager's unit on a currently vacant site at the intersection of Wanda and Second Streets in downtown Crockett. All units will be required to be affordable to and occupied by senior households with incomes at or below 50 percent of the area median income. Rent, including an allowance for utilities, will be limited to 30 percent of household income. Eighteen units will be designated as County-assisted and required to remain affordable to the target population for a minimum of 55 years; all other units will remain affordable for a minimum of 40 years in accordance with the requirements of other lenders . The total cost of the Crockett Senior Housing Project is $3. 7 million.
