Hay, M.D. (specialty: Urology) for the period November 1, 1998 through October 31, 1999, to be paid as follows : a. g59.85 per hour for clinic coverage, consultation and training; b. For surgery, sixty-three percent t63$) of the Medicare Physician' s RBRVS Fee Schedule, in effect on the date of surgery, C. For Ultra Sound., eighty (80%) of the Medicare Physician' s RBRVS Fee Schedule, at the time of service, d. For Evaluation and Management Services fifty eicxht (58%) of Medicare Physician' s RBRVS Fee Schedule at the time o service; and e. S3»50.00 per day for on-call coverage, as required by County. FISCAL IMPACT: Cast to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services . REASONS FOR RRCQXKP+3]'JATIONS/AACKGROUND: On November 4, '1997, the Board of Supervisors approved Contract #26- 930-2 (as amended by Contract Amendment Agreement #26-9303-3) with Donald T. Hay, M.D. , for the period from November 1, 1997 through October 31, 1998, to provide Urology Services for Contra Costa Regional Medical Center and Contra Costa Health Centers . Approval of Contract ##26-930-4, will allow Dr. Hay to continue providing Urology Services through October 31, 1999. ACTION: Approve and authorize the Health Services Director or his designee (Frank Puglisi) to execute on behalf of the County, Agreement #25-355 with the University of California, San Francisca Tissue Bank, for the period from November 1, 1998 through October 314 2001, for tissue transplantation services . FINANCIAL IMPACT: This is a non -financial agreement. REASONS FOR REC NDATI0NS/DAMGRQU--=: Human and Health Services Secretary Donna. Shalala recently announced revised requirements which hospitals must meet to participate in Medicare and Medicaid programs. This is the latest step in the National organ. and Tissue Donation initiative, ' launched by Vice President Al' Gore last December, aimed at increasing organ and tissue donations . Under the final rule, hospitals must notify an organ procurement organization of all deaths that occur in the hospital . The rule further requires that hospitals have agreements with a tissue bank and an eye bank to cooperate in the retrieval, processing, preservation, storage and distribution of tissues and eyes. This is to ensure that all usable tissues and corneas are procured from potential donors. The University of California, San Francisco Tissue Bank is an American Association of Tissue Banks and an Bye Bank Association of American accredited tissue banking program. They are also affiliated with the Musculoskeletal Transplant Foundation to provide a comprehensive range of tissue services possible for the greater Bay Area and neighboring communities. Approval of this Agreement will allow the Contra Costa Regional Medical Center to meet the new requirements for participation in Medicare ', and Medicaid programs, provide broader access to various tissues needed by surgeons and patients, and ultimately streamline the donation process. Floe IMAM This Contract is included in the Health Services budget and is funded by County/Realignment funds. On April 28, 1998, the Board of Supervisors approved Novation Contract #2 -818-2 with Bonita House to providedual diagnosis residential treatment services, which included a six month automatic extension from April 1, 1999 through September 30, 1.999. Approval of Contract Amendment Agreement 124-818-3 will allow the Contractor to provide Mental Health services to additional County clients through March 31, 1999. (Specialty: Thoracic and Vascular Surgery) to modify the Contract payment provisions to allow the Contractor to provide additional professional services. FOR R19919LUMNIONS: On April: 14, 19980 the Board of Supervisors approved, Medical Specialist Contract #26-928--3 with Nils Parsons M.D. Inc. , for the period from April 1, 1938 through March 31, :1999, to provide Thoracic and vascular Surgery services for patients at Contra Costa Regional Medical. Center and Health Centers.; The need for clinic and surgical coverage services has increased,' and as a result, Dr. Parsons has agreed to provideadditional' clinic and surgical coverage services, at County's request.
