The Board of Supervisors of Contra Costa County RESOLVES that:
The County of Contra Costa on July 29, 1998 contracted with Bay Cities Paving and Grading, Inc., for
the overlaying and reconstructing of a portion of Bridgehead Road, with Liberty Mutual Insurance
Company as surety, for work to be performed on the grounds of the County; and
The Public Works Director reports that said work hes been inspected and complies with the approved
plans, special provisions and standard specifications and recommends its acceptance as complete as
of October 16, 1998.
Therefore, said work is ACCEPTED as completed on said date, and the Clerk shall file with the County
Recorder a copy of this Resolution and Notice as a Notice of Completion for said contract.
PASSED BY THE BOARD on November 3, 1998 by the following vote:

of an asphalt concrete pedestrian path along a portion of O'Hara Avenue, with Merchants Bonding
Company as surety, for workto be performed on the grounds of the County, and
The Public Works Director reports that said work has been inspected and complies with the approved
plans, special provisions and standard specifications and recommends its acceptance as complete as
of October 16, 1998.
Therefore, said work is ACCEPTED as completed on said date, and the Clerk shall file with the County

SUBJECT: Approve Plans and Specifications and Advertise for bids for the Laurel Road Drainage
Improvements Project.
Project No. 0662-6U4264, CP# 98 - 64.
Specific Request(s) or Recommendation(s) & Background & Justification
1. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Tuesday, December 8, 1998, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
22037 (2a) of the Public Contract Code (10) at least 21 days prior to bid opening.
AUTHORIZE the closure of Laurel Road to through traffic between Empire Avenue and Live flak
Avenue for approximately three (3) weeks with the exception of emergency vehicles and local
residential traffic.

I1. FINANCIAL IMPACT:
The estimated contract cost of the project is $83,000, funded by road funds (100%)
111. REASONS FOR RECOMMENDATIONIBACKGROUND:
The project is neededto prevent localized flooding, which occurs annually on Laurel Road
approximately 360m east of the intersection of Laurel Road and Live Oak Avenue.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the project on October 27, 1998 and determined the project
to be exempt from the California Environmental Quality Act as a Class 1 C Categorical Exemption.
A Notice of Exemption will be filed with the County Clerk.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.
