SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No.4052 approving revisions to the Policy and Procedures of the Outside Work Experience(OWE) Program for the Housing Authority of the County of Contra Costa, II. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND The Housing Authority of the County of Contra Costa offers an Outside Work Experience(OWE)program currently available to high school and college students,with first priorities given to Public Housing residents and Section 8 participants. The purpose of the program is to afford college and high school students the opportunity for part-time employment to develop skills,gain on the job experience,obtain school credits for time on the job,and help earn a high school diploma and/or college degree. The OWE program is being expanded in order to present opportunities to Section 8 or Public Housing participants who are enrolled in a Housing Authority work experience program such as the Family Self Sufficiency or Project Employ programs, but are not currently in school. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to adopt Resolution No.4052 approving the changes to the Policy and Procedures of the Outside Work Experience(OWE)program,the Housing Authority would not be able to offer the opportunity for part-time employment to develop skills or gain on the job experience for Section 8 or Public Housing participants who are enrolled in a Housing Authority work experience program such as the Family Self Sufficiency or Project Employ programs. PURPOSE 1.1 The purpose of the Housing Authority's Cooperative Work Experience program is to afford college and high school students the opportunity for part-time employment to develop skills,gain on the job experience, obtain school credits for time on the job, and help earn a high school diploma and/or college degree. The program provides an incentive for students to remain in school. 1.2 To promote these goals, the Department of Housing Operations will work with the community colleges and high schools in Contra Costa County to provide employment opportunities for students. Preference will be given to students who are residents in public housing or participants in the Section 8 program. The Department of Housing Operations will recruit students fro the local community colleges and high schools to fill all Cooperative Work Experience positions at the Housing Authority. All students hired to fill Cooperative Work Experience positions with the Housing Authority will be required to participate in either their college or high school work experience program, or be enrolled in a Housing Authority work experience program such as the Family Self Sufficiency or Project Employ program. 1.3 Students who are currently employed by the Housing Authority in Cooperative Work Experience positions (formerly referred to as Outside Work Experience positions or OWE's) must comply with all Cooperative Work Experience program requirements when they register for the spring academic term.', 2. REGULATIONS FOR STUDENTS IN COMMUNITY COLLEGE PROGRAMS 2.1 Students must have a job to participate in the college Cooperative (CO-OP) Educatlon/Work Experience Program. 2.2 Students must enroll in CO-OP at the beginning of each academic term. if a student is hired mid-term or during the summer, he/she will be;required to enroll in CO-OP the following academic term. It is the student's responsibility to enroll in CO-OP, and failure to do so will result in termination from his/her Cooperative Work Experience position. 2.3 Students must sign a temporary employment contract with the Housing Authority. Students must also sign a written CO-OP agreement with the college and the Housing Authority. 2.4 Students determined to be ineligible for CO-OP by their colleges will be terminated from the Cooperative Work Experience Position. CWEP Page 1 1 POLICY& PROCEDURE COOPERATIVE WORK EXPERIENCE PROGRAM 2.5 Students must cavy at least three academic courses each academic term to participate in the Cooperative Work Experience program and must earn at least a "C°grade point average each academic term to remain in the Cooperative Work Experience program. 2.6 When a student leaves or graduates from a community college or four year college: 2.6.1 Students who leave or graduate from their community college and enroll in a four year college may continue employment in the Cooperative Work Experience program. These students must enroll in their new college's work experience program and meet all college and Housing Authority requirements. 2.6.2 Students who graduate in June and who do not plan to attend another college will be able to work through August 31 following their graduation. Students who graduate in January and who do not plan to attend another college will be able to work until the end of the following academic term. 2.6.3 Students who are continuing their education from the spring term to the fall term are not required to attend summer school. Provided the student has complied with all Cooperative Work Experience regulations for the spring term, he/she may work through the summer. 2.6.4 Students who drop out of college will no longer be eligible for CO-OP and, therefore, no longer be eligible for the Cooperative Work Experience Program. Exceptions may be made by the Executive Director of the Housing Authority for a student if there are unusual mitigating circumstances why the student was unable to remain in college. Requests for an exception to this program policy must be made in writing to the Executive Director within ten day of notice of termination. 2.7 Students will be required to provide the Housing Authority with proof of enrollment in CO-OP and in at least three academic courses at the beginning of each academic term. Students will be required to provide the Housing Authority with proof of earning at least a "C" grade point average in at least three academic courses at the end of each academic term. Failure to carry at least three academic courses throughout each academic term will result in termination for the Cooperative Work Experience program. Exceptions may be made by the Executive Director of the Housing Authority for a student if there are unusual mitigating circumstances why the student could not carry the required course load. Requests for an exception to this program policy must be made in writing to the Executive Director within ten days of notice of termination. REGULATIONS FOR STUDENTS IN HIGH SCHOOL PROGRAMS 3.1 Students must be 16 years of age or a junior or senior In high school in order to qualify for the Cooperative Work Experience program. 3.2 Students must participate in their high school's work experience program, in which they must enroll at the beginning of each academic term. If a student is hired mid- term or during the summer, he/she will be required to enroll in the work experience program the following academic term. It is the student's responsibility to enroll in the work experience program, and failure to do so will mean termination from his/her Cooperative Work Experience position. 3.3 Work experience programs often have a limited number of openings. If the program is full, the Housing Authority and the student will continue to follow the high school work experience program guidelines, but the student will not be eligible for class credits. The student will be expected to enroll i the work experience program the following academic term. 3.4 Students must sign a temporary employment contract with the Housing Authority. Students must also sign a written agreement with the high school and the Housing Authority. 3.5 Students determined ineligible for the work experience program by their high school will be terminated from their Cooperative Work Experience position. 3.6 Students must carry the number of classes required to remain/in the work experience program and must maintain at least a "C"grade point average overall to remain in the Cooperative Work Experience program. 3.7 When a student leaves or.graduates from high school: 3.7.1 Students who continue at a community college or a four year college may continue employment in the Cooperative Work Experience program. These students must enroll in their college's work experience program and meet all college and Housing Authority requirements. 3.7.2 Students who graduate from high school in June and who do not plan to attend college will be able to work through August 31 fallowing their graduation. Students who graduate in January and who do not plan to attend college will be able to work until the end of the following academic term. The high school monitors eligibility for participation and ensures that the student is maintaining the proper number of classes, grade point average, attendance, etc. Exceptions may be made by the Executive Director of the Housing Authority for a student if there are unusual mitigating circumstances why the student could not continue in the work experience program.
