SUBJECT: JUVENILE CRIME ENFORCEMENT AND ACCOUNTABILITY CHALLENGE
GRANT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT the attached Resolution which authorizes the County Probation Officer to
apply for and sign the County's application for State funding as it relates to a 1998
planning grant for the Juvenile Crime Enforcement and Accountability Challenge
Grant, which provides necessary assurances to the State Board of Corrections and
which take related actions regarding appointments to the Juvenile Justice
Coordinating Council, which is required as a part of the grant application.
BACKGROUND:
The State of California is providing $50 million for a second round of Challenge
Grants. The funding for this second round was provided in SB 2108 (Chapter 502,
Statutes of 1998). The 1998-99 State Budget Act provided an additional $10 million
for implementation of these grants.
As part of this process, the State Board of Corrections has issued a Request for
Proposals (RFPs) for planning grants. The County would be eligible for up to
$15,000 in this process.

This Challenge Grant money is entirely independent of last year's Challenge Grant
and counties are eligible to reapply for another grant even if, as in Contra Costa
County's case, they had been awarded a grant last year. There is'a State match of
25% required, and the State Board of Corrections has been designated as the
administering agency for the grant.
These grants will require a local action plan, as well as Juvenile Justice Coordinating
Council. These requirements are already in place in Contra Costa County. The
attached resolution simply reconfirms the appointments to the Coordinating Council.

RESOLUTION NO. 981 558
WHEREAS, the Board of Supervisors of the County of Contra Costa wishes to apply
for funds from the Juvenile Crime Enforcement Accountability Challenge Grant
Program-Planning, pursuant to SB 2108 (Chapter 502, Statutes of 1998),
NOW,THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County
of Contra Costa hereby:
APPOINTS Chief Probation Officer Terry Starr as the Chair of the Contra Costa
County Juvenile Justice Coordinating Council; and,
AUTHORIZES said Chief Probation Officer to sign Contra 'Costa County's
application for State funding as well as related contracts, amendments, or
extensions with the State of California; and,
APPOINTS the following individuals as members of the Contra Costa County
Juvenile Justice Coordinating Council:

ASSURES that the County of Contra Costa will adhere to the requirements of the
Board of Corrections and all conditions specified in the grant contract with the State
of California in the expenditure of State funds received pursuant to said application;
and,
CERTIFIES that all final planning products will be developed and provided to the
Board of Corrections by no later than March 1, 1999; and,
CERTIFIES that the County of Contra Costa will invoice the Board of Corrections for
all costs approved in the grant by no later than June 30, 1999.
