RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee (Lewis
Pascalli) , to execute on behalf of the County, Contract Amendment
Agreement #22-647-3 to amend Contract #22-647-2 with Spero W. Calos, Jr.
effective October 1, 1998, to increase the Contract Payment Limit by
$1, 400 from $50, 500 to a new total Contract Payment Limit of $51, 900 .
FINANCIAL IMPACT.
This Contract is funded by AB 3777 (RMPP Fees) revenuesincluded in the
Health Services Department' s Budget .
BACKGR.OLMD/REASON(S) FOR RECOMMENDATION(S) :
On January 13, 1998, the Board of Supervisors approved Contract #22-647-2
with Spero W. Calos,, Jr. , for the provision of risk management program
services for the Department' s Hazardous Materials Division, for the
period from February 1, 1998 through October 31, 1998 .
Approval of Contract #22-647-3 will allow the Contractor to provide
additional services through October 31, 1998 .

Bay Area Addiction Research and Treatment, Inc . , to modify the payment
provisions to comply with changes in the California Code of Regulations,
Title 9 .
FISCAL IMPACT:
This Contract is funded 50!s by Federal Medicaid and 50% by State
Medi-Cal . There is no change in the original Contract Payment Limit of
$1, 861, 752 .
BACKGROIIND/REAASON(S) FOR RECONMENDAT ION(S) :
On December 16, 1997, the Board of Supervisors approved Contract
#24-469-15 (as amended by Contract Amendment Agreement #24-469-16) with
Bay Area Addiction Research and Treatment, Inc . for the provision of
methadone maintenance treatment services for the period from July 1, 1997
through June 30, 1998 (with an automatic extension through December 31,
1998) .
Approval of Contract Amendment Agreement #24-459-17 will make technical
adjustments to the Contract in accordance with the California Code of
Regulations,, Title 9, which establishes certain requirements for
reimbursement and services provided by Narcotic Treatment Providers for
drug abuse ;services under the Drug/Medi-Cal Program and will allow the
Contractor to continue providing services through December 31, 1998 .

In consideration for Contractor's agreement to continue providing services under the
Contract identified herein, and pursuant to changes in the State Medi-Cal regulations
as specified by Title 9, County and Contractor agree modify the Contract identified
herein as specified below, while all other parts of said Contract 'remain unchanged and
in full force and effect.
1. Modification of Payment Provisions. Contract Amendment Agreement #24-469-16,
Amendment Specifications Paragraph 2. (Modification of Payment Provisions) is
hereby deleted in its entirety and replaced with a new Paragraph to read as
follows:

2. Scope of Services. Contract #24-469-15, Service Plan Paragraph 1. (Scope of
Services) is hereby modified as read as follows:
"1. Scone of Services. Contractor shall provide methadone maintenance treatment
services through its Methadone Maintenance Clinics in Richmond and Pittsburg.
Contractor shall ensure that admission priority is given to individuals who
are HIV positive and shall advise all persons seeking treatment of this
policy. Persons shall disclose HTV status on a voluntary basis only.
Contractor shall make its Admission Policy, which is incorporated herein by
reference, available to the public for inspection.
A person admitted to Contractor' s program shall hereafter be referred to as
a "client" . A client who is pregnant or postpartum shall hereafter be
referred, to as a "perinatal client".

FINANCIAL, IM "ACT:
The Agreements are funded in the Health Services Department' s
Enterprise I Budget. Under the term of the agreements VANCHCS is
paid a fee for each service in accordance with the fee schedules
which are incorporated in the Contracts .
The services provided for the County' s patients under this
Contract are billable to patients and third party 'payors.
REASONS FOR MCaMMENDATIaNSL ACKGROUND:
On September 1, 1998, the Board of Supervisors approved Contracts
#V612P--61.51 and #V612P-61.52 with the VANCHCS for prevision of
specialized medical services to County' s patients referred for
treatment by Contra Costa Regional Medical Center physicians, for
the period from July 1, 1:998 through September 34, 1998 .
These Amendments provide for a three-month extension of the
Agreements, for the services and at the rates specified in the
original agreements, for the period from October 1, 1998 through
December 31, 1998 .
The Contract documents have always been prepared by the Veterans
Administration.

SUBJECT: CONTRACT AMENDMENTS TO SAFEFUTURES CONTRACTS WITH NON-PROFIT AGENCIES
Specific Request(s)or Recommendation(s) & Background & Justification
RECOMMENDA ONS:
1. AUTHORIZE the County Administrator or his designee to execute a contract amendment with the West
County Youth Service Bureau, Families First, the International Institute of the East Bay, and Opportunity
West extending the contract period from September 30, 1998 to November 30, 1998, and increasing the
payment limit to$517,828 for the West County Youth Service Bureau and to$26,845 for the International
Institute of the East Bay. (The payment limits for Families First and Opportunity West would not be
changed.)
2. DIRECT County Administrator's Office to notify each project that should funding approval of SafeFutures
not be received from the U.S. Department of Justice,each project will terminate as of the close of business
on November 30, 1998 and will not be continued with County funds.
FISCAL IMPACT:
The above recommendation for the two-month extension period will increase the contract payment limit of the
West County Youth Service Bureau from$449,858 to$517,828 for an increase of$67,970, keep the payment limit
of Families First at$113,757, and increase the payment limit of the International Institute of the East Bay from
$22,374 to$26,845 for an increase of$4,471, and keep the payment limit of Opportunity West at $139,884. All
of these projects were approved by the Board as part of the funding of the SafeFutures project on May 19, 1998.
The extension and increase in payment limits are needed in order to insure that these programs continue without
interruption pending approval of third year funding by the U.S. Department of Justice. The third year application
has been submitted,and reviewed by the Department of Justice and we have been verbally assured that written
approval of funding will be forthcoming shortly. However, it should be noted that should such funding not
materialize, the County would be obligated to pay for the expenditures of the above-cited projects for the months
of October and November.

The funds for the third year are,appropriated in the Federal budget. The delay in authorizing renewed funding for
the third year is caused by delays at the Federal level in processing our proposal for the third year. (There were
similar delays in the transition from the first to the second year of SafeFutures.)
When it became clear that Federal authorization for third year funding would not be received by October 1, 1998,
the County Administrators Office began discussions with each of the listed community-based agencies regarding
the level of funding needed to keep these programs operational.
When the Federal authorization for year three is received, the County will be able to recoup any outlays for

Prevention SafeFutures graft for second year funding in the amount of $1,410,000 on
behalf of the County,

Office final compliance with special conditions and to execute on behalf of the County
the Federal Grant Award and those contracts, listed below, required to implement
SafeFutures;
3. APPROVE the total second year SafeFutures budget of $1,652,064 as follows:
$1,410,000 federal funds; $100,000 county match; $142,064 carry-forward funds from

FINANCIAL IMPACT:
The SafeFutures project may provide federal funding for up to five years at $1,410,000 per year. A
County match of$100,000(50% of the total Title V funding) is required for this second year award
and has been budgeted for 1997-98, also, $142,064 in first year funds will be tarried forward into
the second year of SafeFutures (1997-98). This funding is all budgeted in the Final Adopted;Budget
for Fiscal Year 1997-98. SafeFutures has also helped to leverage other resources and funds for the
County. For example, SafeFutures contribution of$369,477 to the Summit Center is combined with
$333,523 in A83015 and MediCal reimbursements.
REA50NS FOR COMMENQAIIONIBAC UND
This Board order covers the second year of SafeFutures Operation,which will run from October 1,
1997 through September 30, 1998.
On December 19, 1995 the Board of Supervisors accepted the SafeFutures grant from the U.S.
Department of Justice,Office of juvenile Justice and Delinquency Prevention(OJJDP), in the
amount of$1,410,000 on behalf of the County. The SafeFutures initiative is designed to"prevent
and control juvenile violence and delinquency in targeted communities;to develop a more
efficient,effective and timely service delivery system for at-risk and delinquent juveniles and their
families that is capable of responding to their needs at any point of entry into the system,to build
the community's capacity to institutionalize and sustain the service delivery system by expanding
and diversifying sources of funding;and to determine the success of the program's implementation
and the outcomes achieved,including whether a comprehensive strategy involving community-
based efforts and program resources concentrated on providing a continuum of care has succeeded
in preventing and reducing juvenile violence and delinquency."Contra Costa County was one of
six communities(Contra Costa County,imperial County,Boston,St. Louis,Seattle,and the Fart
Belknap Indian Community in Montana)picked to share almost$8 million in federal crime-fighting
funds to combat juvenile crime and delinquency. These six SafeFutures communities were picked
due to the progress already made in bringing together many different el to€orm an effective
response to juvenile crime and delinquency.

The program is designed to provide Federal funding for 5 years at an estimated$1.4 million per
year providing funding is available and the County is able to demonstrate effectiveness. Although
the original grant award was announced on November 30, 1995,actual grant funding did not begin
until May, 1996. Because it took several weeks to hire all staff under the grant and achieve full
operation,we were able to extend the first year grant to cover operations through September,
1997.
The second year will continue and expand the services and programs that began in the first year.
The programs funded through Safel=utures include.afterschool programs at three elementary
schools in Richmond;an anti-gang initiative at two high schools and one middle school in
Richmond;mentoring programs for girls leaving juvenile Hall and at-risk girls in the Iron Triangle
area in Richmond;the Summit Center,an intensive treatment program for adolescents in juvenile
Hall;a case management position and a volunteer program to enhance juvenile Probation services.
During the first year,we were able to provide enhanced services to several hundred youth and to
recruit over 50 adults to work as volunteers and mentors within the juvenile justice systems. In the
second year,we plan to provide direct service/intervention enhancements to 1,100+ youth and
families and to recruit at least 100 additional adult volunteers and mentors. In the second year,we
will also review all SafeFutures and juvenile justice programs, including prevention and early
intervention programs,through a technical assistance process called"Comprehensive Strategies."
The Comprehensive Strategies assistance will be funded separately by QJJDP,at no additional cost
to the County. This"Comprehensive Strategy"assistance will provide an opportunity to thoroughly
review SafeEutures and other juvenile justice activities in the county. Comprehensive Strategies
will also provide a solid base for other grant applications(federal,state,and private foundations).

RECOMMENDATIONS:
AUTHORIZE Chair, Board of Supervisors, to execute a contract with the City of Richmond at an annual cost of
$84,108 for the provision of training, emergency communications and dispatch services by the City to the Contra
Costa County Fire Protection District during the period ending June 30, 1999. (Budgeted)
REASONS FOR RECOMMENDATIONIBACKGROUND:
The City of Richmond provided management services (including training, emergency communications and
dispatch) to the West County Fire District for over 10 years.
Effective July 1, 1994 the West County Fire District was annexed to the Contra Costa',County Fire District. Since
Contra Costa County Fire became involved in the management of the former West County Fire District, the
services provided by the City have been scaled down, however, because of the operational characteristics of the
West County portion of the District, it is still necessary to continue to contract for certain services from the City of
Richmond.

SHORT FORM SERVICE CONTRACT
1. Contract Identification.
Subject: Contra Costa County Fire Protection District Services for Vest Area
2. Parties. The Contra Costa County Board of Supervisors as the Governing Body of the
Contra Costa County Fire Protection District (County) and the following (named Contractor
mutually agree and promise as follows:

3. Term. The effective date of this Contract is July 1, 1996, and it terminates June 30, 1999,
unless sooner terminated as provided herein.
4. Temination. This Contract may be terminated by the County or the Contractor at its sole
discretion upon six months' advance written notice thereof to the City of Richmond at 330 25th
Street, Richmond, California 94804, or to the Clerk of the Board of Supervisors, 651 Pine Street,
Martinez, California 94553.
5. Payment Limit. County's total payment to Contractor under this contract shall not
exceed $252,324.
6. County's Obligation. In consideration of Contractor's provision of services as described
below, and subject to the payment limit expressed herein, County shall pay Contractor, upon
submission of a properly documented demand for payment in the manner and form prescribed by
Contra Costa County(Demand Form D-15) according to the following fee schedule:

The respective monthly fees shall be paid by COUNTY commencing July', 1, 1996, and shall
continue monthly thereafter until the termination of this contract. These fees are derived from the
computation shown in Exhibits A through E attached.

SHORT FORM SERVICE CONTRACT
COUNTY also agrees that the actual telephone company charges for equipment, installation,
maintenance, and monthly service for additional communication equipment described below and
procured by COUNTY will be billed to COUNTY each month. COUNTY agrees to pay for
its communication equipment, installation, repair, and monthly service, if any.
7. Ci2mt talion EgUi menl- All radio and telephone equipment necessary for the
dispatch operations described herein but not presently part of the Communication Center shall
be procured and replaced by COUNTY. Such equipment includes, but is not limited to,
emergency telephones located at fire houses remote from the Communications Center, mobile
radios, base station radios, and portable and other specialized devices. Title to all
communication equipment shall remain with its respective purchaser. Equipment shall be
removed at the respective purchaser's expense at the termination of this contract. Removal of
the parties' communication equipment shall be done in a manner such that the Communication
Center is not damaged in any way and is restored to substantially the same condition that existed
prior to the additional equipment installation.
8. Cmkadar's bligations. Contractor shall provide the following described services;
A. Answer all emergency telephone calls and dispatch personnel and equipment for
the District as appropriate.
B. A County Captain responding to each emergency within the boundaries of the
County (West Area) shall be in command until relieved by a Chief Officer.
C. The Fire Chief shall execute all necessary agreements to enable the County to
participate fully in an Automatic Mutual Response Program that includes the City of Richmond,
the City of EI Cerrito, and the West Area of the Contra Costa County Fire Protection District.
The Automatic Response Program shall include

d. Joint Dispatch
The intent of the Automatic Mutual Response Program is the sharing of personnel and resources
of the Fire Departments and the Fire District to better serve the public. The Automatic Mutual
Response Chiefs' Agreement will be limited to the other provisions of this contract contained
herein.
D. Subject to the County's budget limitations, not less than three persons shall be
on duty at each district station.

9. Hatta]ton Chief .overage. The obligations of the contractor with respect to the West
Area Battalion Chief coverage are:
A. Ensure a command structure is established following Incident Command System
(ICS) principles at multicompany emergencies.
B. Assume the position of Incident Commander upon arrival at multicompany
emergencies.
C. Ensure that proper procedures are followed during investigation for cause and
origin, including the preservation of evidence, in incidents involving fire of a suspicious nature.
D. Notify Contra Costa Fire Protection District on-call inspectors of suspicious fire-
related incidents per established protocol
10. Performance &andArds (Dili, pia h
A. The Dispatch Center will process emergency calls for the user fire agencies
within 60 seconds 90% of the time on average. This process elapsed time involves the
answering and interrogation of calls for emergency assistance, CAD system entry, and the actual
radio dispatch of appropriate resources to reported location in accordance with agreed-upon
standard procedures. Performance time compliance will be monitored by the fire agencies using
Richmond M.I.S. time printouts, which identify elapsed time between receipt of a call and
actual dispatch of a unit by the Dispatch Center.
B. Fire emergency call takers/dispatchers will receive eight (8) hours of in-service
training on standard fire operation dispatch procedures, protocols, and other directly related
information. In addition, call takers/dispatchers will receive 16 hours annually of formal
training directed toward Fire Operations. Training records reflecting name', date, hours, and
training subject matter will be made available for review by the user fire agencies. Adequate
numbers of trained dispatchers will be on duty at all times to maintain performance standards.
C. Upon completion and approval of the E.M.S. training package, fire emergency
dispatchers will be trained to provide emergency pre-call arrival instructions and, as soon as
practicable thereafter, will provide such service.
D. Emergency units shall be dispatched on a priority basis with life- and property-
threatening calls receiving the highest priority.
11. `Cndimendent Contractor Stats This contract is by and between two independent
contractors and shall not be construed to create the relationship of agent, servant, employee,

partnership, joint venture, or association.
12. Indmnifkati�=, The Contractor shall defend, save harmless and indemnify the County
and its officers, agents, and employees from all liabilities and claims for damages for death,
sickness, or injury to persons or property, including without limitation all consequential
damages from any cause whatsoever arising from or connected with the operations or the
services of the Contractor hereunder, resulting from the negligent conduct of the Contractor,
its agents, or employees, except where due to the acts of the County and its officers, agents, and
employees. The County agrees to defend, save harmless, and indemnify the Contractor and its
officers, agents, and employees from all liabilities and claims for damages arising in connection
with the operations of the County except where due to the acts of the Contractor, its officers,
agents, or employees.
13. This Contract is entered into under and subject to the following legal authorities:
California Government Code Section 26227, 3100 and 50064.
