APPROVE and AUTHORIZE the Social Service Director, or designee, to
AMEND Contract # 21-387-3 with Families First, Inc.
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Social Service Director to
AMEND contract# 21-387-3, with Families First, for Kinship Care services for
the period of July 1, 1998 through June 30, 1999, to add $37,1201 as the result
of an additional State allocation, for a total contract amount of$711,704.
FINANCIAL IMPACT:
The additional $37,120 is the result of a 3.39% COLA allocation from the
State. The State/Federal share is 70% ($25,984) with a 30% County share
($11,130, which is budgeted in the SSD 1998/99 budget.
CHILDREN'S IMPAQT STATEMENT:
The work to be completed under this contract provides resources to parents and
kin caregivers which enhances their ability to care for children and prevents
out-of-home placement. In this respect, this contract is directly applicable to all
5 community outcomes because the basic protection of children is essential to
ensuring: 1)Children Ready for and Succeeding in School; 2)Children and
Youth Healthy and Preparing for Productive Adulthood; 3) Families that are
Economically Self Sufficient; 4) Families that are Safe, Stable, and Nurturing;
and 5) Communities that are Safe and Provide a High Quality of Life for
Children and Families.

BACKGROUND/SUMMARY:
On June 17, 1997, the Board of Supervisors approved contract #21-387 with
Families First, Inc. as the fiduciary agent. This contract established the Kinship
program in two locations in the county to support relative caregivers.
During fiscal year 1997-98 the Kinship Care program was a pilot project. On
June 16, 1998, the Board of Supervisors approved a redistribution of funds
between Family Enhancement contracts to meet unmet needs in the Kinship
Care program and maximize State and Federal funding for family preservation.
The funding for fiscal year 1998-99 reflects program modifications based on
actual experience during fiscal year 1997-98, a special allocation,from the State
for Kinship programs, a 98/99 State/Federal regular allocation and this
additional COLA.

SUBJECT, Authorize Execution of JTPA Contract Amendment/Extension Agreement with Contra Costa
County Office of Education(19-1239-2)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND'JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
execute a standard form Job Training Partnership Act (JTPA) Contract
Amendment/Extension with the Contra Costa County Office of Education(19-1239-2)to
increase the payment limit from $40,000 to a new payment limit of $55,692 with no
change in contract term, subject to approval by County Counsel as to legal form.
11. FINANCIAL IMPACT:
None, one hundred percent federal funds.
111. CHILDREN IMPACT STATEMENT:
This is part of the County's implementation of a One Stop Workforce Development
system which supports the third outcome—Families that are economically self sufficient.
IV. REASONS FOR RECOMMENDATION:
By its order dated June 23, 1998 the Board authorized execution of
Amendment/Extension Agreements with various service providers involved in the East
County One Stop Career Center, including the County Office of Education (19-1239-1).
This contract amendment will incorporate addition of JTPA Title IIC In-School training
monies and permit services to additional eligible east county youth.

execute on behalf of the County a$73,500 standard short form contract (19-2041-0)with
Chabot-Las Positas Community College District for the term of 10/1/98-9/30/99 to
provide staff services in support of the County PIC Employer Connection Program.

This contract will provide job development and placement services to appropriate DTPA

IV. REASONS FOR RECOMMENDATION.
As part of the its One Stop Career Center program and in conjunction with EASTBAY
Works, the Contra Costa PIC operates, in partnership with local employment and
training service providers, a program called The Employer Connection. This is an
internet based data bank which allows employers to list job orders, and job seekers to
register their resumes. The Employer Connection program meets the One Stop
certification criteria of universal access and coordinated single job data bank.
The PIC staff member previously assigned to the administration and operation of this
program recently took a 12 month leave of absence to accept a special staff project
assignment in Sacramento with the California Workforce Association. The Chabot—Las
Positas Community College District, a member of EASTBAYWorks, will by this
contract be reimbursed for the direct cost of providing a college district staff member to
operate the Employer Connection during the one year leave of absence. Travel and
training expenses will be paid directly by the PIC in accordance with the County
employee expense reimbursement policies and procedures.
