Berkeley, School of Public Health) SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) , to execute on behalf of the County, Agreement #28-574-1 with the Regents of the University of California (U.C`. Berkeley, School of Public Health) , in the amount of $9, 000, for the period from January 1, 1998 through September 30, 1998,'' for the "Train Health Professionals in Motor Vehicle Injury Prevention" Project . FINANCIAL IMPACT: Approval of this Agreement will result in $9, 000 of funding from the University of California, for the period from January 1, 1998 through September 30, 1998 for this project . No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION W : On October 10, 1995, the Board of Supervisors approved Contract #28--574 with University of California (U.C. Berkeley, School of ;Public Health) , for the period from February 1, 1995 through September 30, 1997, for the "Train Health Professionals in Motor Vehicle Injury Prevention Project" . There is a need in the Bay Area for more trained injury control practitioners which requires an increase in curriculum', research, and fieldwork opportunities in traffic safety and injury prevention. This project will allow the Department' s Prevention Program staff to participate in the development and implementation of injury prevention courses for students at U.C. Berkeley, School of Public 'Health. Two sealed and certified copies of this Board Order should be returned to the Contracts and Grants Unit. RECOMMENDED ACTION: Authorize the Sheriff on behalf of the County, to enter into an agreement with the California State Department of Boating and Waterways for the purchase of a patrol boat and related equipment. Authorize the Sheriff, on behalf of the County, to make and sign for any amendments to the contract with the State which may come about in the grant. 11. FINANCIAL_ IMPACT: The State would provide a financial grant totaling forty thousand dollars ($40,000.00) to the County. The estimated cost of this patrol boat is forty thousand dollars ($40,000.00), therefore, there should be no financial impact on the County. III, REASONS FOR RECOMMENDATION: The Marine Services Bureau has been authorized by the State to add a new patrol boat to the existing fleet. IV. CONSEQUENCES OF NEGATIVE ACTION: With the addition of this patrol boat to the existing fleet, the Marine Services Bureau will be better equipped to provide a high level of services and it will enhance the County's Boating Safety and Enforcement Programs. The State currently has money to grant to the County. The State as agree to provide the County with a grant to purchase an additional patrol boat. Mercer, Inc. , and authorize the County Auditor-Controller to pay the $25, 000 . 00 outstanding balance for consultation and technical assistance tol' the Department with regard to staff for the Hospital Replacement'' Project . FISCAL IMPACT: Funding for this Contract is included in the Health Services' Department budget . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On April 8, 1997, the Board of Supervisors approved Contract #23- 220 (as amended by Contract Amendment Agreement #23-220-1) with William M. Mercer, Inc. , for the period from March 1, 1997 through December 31, 1997, in the amount of $158, 000, to provide` consultation and technical assistance to the Department with regard to staffing of the new Contra Costa Regional Medical Center' and the Contra Costa Health Centers. Services were requested and provided beyond the payment limit and by the end of December, 1997, charges of $193, 000 had been ificurred, of ,which $168, 000 had been paid and $25, 000 remains outstanding. The services were both requested by County staff and provided by the Contractor in good faith. Because of administrative oversight by both the County and Contractor, use of the Contractor' s' services exceeded the authorized limits. The Department is requesting that the amount due to the Contractor be paid. This can be accomplished by the Board of Supervisors ratifying the actions of the County employees; in obtaining provision of services of a value in excess of the contract payment' limit . This will create a valid obligation on the part of the County, retroactively authorizing all paymentsmade by the Auditor-Controller up to now, and authorizing payment of the> balance . Medical Center operating rooms, including post-anesthesia recovery rooms, and a review of patient flow 'issues at the Richmond Health Center. FISCAL XXPACT: Funding for this Contract is included in the jHealth Services Department ' s Enterprise I budget . BACKGROUND/REASON 4 S) FOR RECOMIXIENDATION(S) : With the opening of the new Contra Costa Regional Medical Center, the management of the operating rooms and post--anesthesia recovery rooms have been the subject of concern by administration, medical and nursing staff . Under this Contract, the Contractor will provide consultation and 'technical assistance to the Department to identify the root issues and make recommendations to address the concerns. The Department has been attempting to address patient flaw and patient waiting times at the Richmond Health Center for the past two years. Several interventions have been implemented but without significant success. Under this Contract, the Contractor will assist the Department in an outside review, provide an analysis and make recommendations to correct the problems.
