SUBJECT: AUTHORIZE THE EXECUTIVE DIRECTOR TO EVALUATE AND NEGOTIATE THE TERMS OF
TRANSFER OF ASSETS AND OBLIGATIONS OF THE HOUSING AUTHORITY OF THE CITY OF
SAN PABLO("SPHA") TO THE HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director to analyze the feasibility of the Housing Authority of the County of Contra Costa
acquiring the assets and obligations of the Housing Authority of the City of San Pablo and, if appropriate, to begin
negotiating the terms of such transfer. Subsequent to a favorable feasiblity analysis, a Master Transfer Agreement
would be prepared and a Board Order would be submitted for approval.
It. FINANCIAL IMPACT:
At this time the financial impact is minimal. The CCCHA would expend management funds to perform the financial
and other needed analyses.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The CCCHA has been approached by the SPHA with a request to"investigate the feasibility of assuming full
administration of the Housing Authority of the City of San Pablo, including all assets, liabilities,obligations and
contracts."
SPHA is a small agency consisting of 141 public housing units located at two contiguous sites,Vista del Camino, a
100 dwelling unit family development, and Kidd Manor, a 41 dwelling unit senior development. An Administration
Building completes the real estate assets of the SPHA. SPHA has four(4)employees that would be offered
employment with the CCCHA if the transfer was consummated.
Subject to further research, a transfer of assets and obligations to the CCCHA appears to be potentially beneficial to
both parties for the following reasons: 1) economies of scale could generate operational efficiencies through
avoidance of duplication of expenses,2) availability of modernization funds would be more assured since increased
numbers of units would boost the amount of HUD Comprehensive Grant Program funds, 3) the properties are
located within the general geographical operations of CCCHA and 4)the potential use of the administration building
for CCCHA purposes which could accrue cost savings.
CCCHA has been performing fiscal administrative services for SPHA for over two years. A transfer of assets and
obligations to CCCHA would be a logical extension of these fiscal services into the arena of general ownership and
operations.
The City of San Pablo,which currently operates the SPHA, is interested in divesting itself of these properties and
related assets and obligations because of the financial difficulties associated with operating such a small Housing
Authority. It is the City's belief that the housing services could be more economically provided by a larger agency
such as CCCHA and, as such,the City has asked us to jointly explore the assumption of the assets and obligations of
SPHA. Further,the US Department of Housing and Urban Development has preliminarily indicated that it would
support such a transfer.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this Board Order is not approved,the CCCHA would lose a potential opportunity to expand its operations and
continue the long term viability of 141 units of much needed public housing.
