COMMUNITY DEVELOPMENT DIRECTORc DATE: October 13 , 1998 SUBJECT: Recommend Approval of off-sale Liquor License in Alaimo SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMEND ADOPT the recommendation of the Alamo Improvement Association (AIA) SUPPORT the application to the State Department of Alcohol and Beverage Control (ABC) for an off--sale liquor license .for Long's' Drug Stores business at Stone Valley Shopping Center on Danville Boulevard in the Alamo area and DETERMINE that public convenience or necessity will be served. BACKGRO ND A,9ONS FO MMEND TION On September 19, 1995 the Board of Supervisors approved a process when determining a Finding of public convenience or necessity for liquor license applicants in areas of undue concentration within unincorporated Contra Costa County, The application form used by the Community Development Department in this process requires consistency with the General Plan and zoning on the parcel, as well as signatures from the local Municipal Advisory Council and/or other advisory bodies. On June 22 , 2398 the Alamo Improvement Association (AIA)heard a proposal by Long's Drug Stores located at Stone Valley Shopping Center in the Alamo area. This proposal was supported by the AIA. A copy of the form, approved by the AIA, accompanies this Beard Order (see Attachment 1) . The County Substance .Abuse Advisory Beard recommended denial of this request (see Attachment 2) . Since the number of existing licenses in the area already exceeds the allowed number of licence per census population tract. Staff recommends that the Beard make the finding of public convenience for song's Drug Stare located at Stone', valley Center in Alamo. ' Tom Chair Robert Cox Y 1'unella Appointed members to District III toured and mapped out the number of alcohol outlets in the area, and their findings were discussed at the trict4 general meeting. Based on their recommendations the Substance Abuse Robbie Bush Advisory Board voted unanimously to recommend to the Community Development'Department to deny the issuance of a liquor license to •District Longs Drugs at Alamo. The grounds for this decision recommendation is Delores Kessler that the number of alcohol outlets iia the community of Alamo clearly establishes no'need or public convenience for an extra liquor license-in •.lCtL-m-me Yom the area.
