SUBJECT: APPROVE and AUTHORIZE extension of the Contract for the Welfare to Work Transportation
Planning Facilitation Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
.RECOMMENDATIONS
APPROVE and AUTHORIZE the Social Service Director, or his designee, to extend the contract with
Crain and Associates to provide consulting services for the Welfare to Work Transportation Planning
Facilitation Project.
FISCAL IMPACT
No fiscal impact. Payment limit on the contract will remain the same. The Social Service Department is
contributing $25,000 from its State CalWORKs allocation. The Metropolitan Transportation Commission is
contributing $25,000 through the funding agreement. The Contra Costa Transportation Authority is
contributing $5,000 in Measure C funds for contingencies for this effort.
BACKGROUND/RFASQN$ FOR RECOMMENDATIONS
The contractor has requested an extension of the contract period from September 30, 1998 to March 30,
1999 in order to complete the process of public input and participation required to develop agreements
among agencies and organizations necessary to implement and maintain the mobility support system.
On February 10, 1998, the Board of Supervisors took several actions to address the need to develop a
comprehensive system of transportation services countywide which will help ensure the success of the
County's CalWORKs Plan. Three of these actions included:

BACKGROUND/REASONS FOR RECOMMENDATION (continugw
- Requested the Transportation Alliance of the Contra Costa Children and Family's Policy Forum to
provide recommendations for the County's CalWORKs Plan for a system of transportation services for
former welfare recipients and at risk households that improves their access to gobs and related activities;
- Directed the County Administrator to continue to coordinate the activities of affected County departments
in providing resources to the Transportation Alliance to complete their work; and
- Requested the County's representative on the Metropolitan Transportation Commission to investigate
opportunities for assistance from the Commission in assisting the Transportation Alliance.
On February 19, 1998, the Transportation Alliance adopted a work program to comply with the Board's request.
Staff from the County Administrator's Office, the Social Service Department, and the Metropolitan
Transportation Commission have identified approximately $50,000 to provide consulting services to the
Transportation Alliance to complete their work program.
The Social Service Department and Community Development Department developed a Request for Interest to
provide consulting services to the Transportation Alliance. The Request for Interest was published on February
24, 1998,
A Selection Committee consisting of representatives from the Transportation Alliance, the Social Service
Department, the Community Development Department, and the Metropolitan Transportation Commission was
assembled to review the Letters of Interest received by the County and to recommend a contractor. Crain and
Associates reflects the unanimous recommendation of the Selection Committee.
The contract is proposed to begin on March 25, 1998 and terminate on September 30, 1998.

SUBJECT: APP'RO'VE AND AUTHORIZE the continuation of the CAL LEARN Program for 1998/99
and renewal of the East Bay Perinatal contract (#21-178-6).

APPROVE and AUTHORIZE the Social Service Director, or designee, to:
1. PREPARE and EXECUTE a Renewal Contract (#21-178-6) with the East Bay
Perinatal Council (as directed by 1993 State Statutes, SB 35 and SB 1078,
Chapters 69 and 1252) in the amount of$428,159 to provide ease management
and supportive services (not including payment of child care costs) for the Cal
Learn Program in Contra Costa County for the period of July1, 1398 through
June 30, 1999,
2. SUBMIT on the behalf of East Bay Perinatal Council a demand for payment for
July and August services in the amount of$72,225, and
APPROVE and AUTHORIZE the Auditor Controller's Office to make payment
against the demand.
FINANCIAL IMPACT:
No County cast. The California Department of Social Services will allocate
approximately $495,554 in state and federal funds, of which the contracted amount is
$428,159 for direct case management services. The Cal Learn allocation will cover the
costs of case management and case manager approved direct services (transportation,
ancillary student expenses).

BACKGROUND:
Cal Learn is a program specifically to benefit pregnant and parenting teens who are on
Cal Works. Its purpose is to keep these teens in school until they obtain a high school
diploma or its equivalent. The reason for establishing the program can best be
explained with this quote from the text of SB 35:
"The Legislature finds and declares that the connection between teenage parenting and
long-term welfare dependency has been well documented by.....research. An estimated
60 percent of teenage parents who are currently receiving welfare will have 10 or more
years of dependency on aid. Average time on aid for teenage parents is significantly
longer than for parents who begin families at an older age...."
The California Legislature established the Cal Learn program with passage of Senate
Bills 35 and 1078 (Chapters 69 and 1252, Statutes of 1993). The statute required that
each county submit, as a supplement to its GAIN Plan, a plan to implement Cal-team.
Contra Costa implemented its Plan August 1, 1994.
The legislation directed counties to contract with the local provider of Adolescent
Family Life Program (RFLP) services for Cal Learn case management. A competitive
bid process was not required. The local AFLP services provider, East Bay Perinatal
Council, has been under contract with the County to provide Cal Learn case
management and supportive services since the state inception of this urogram.

SUBJECT. Authorize Execution of Agreement with Wentling/Wolf Camera Shop

I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
execute on behalf of the County a standard short form contract (19-2040-0) with
Wentling/Wolf Camera Shop to Secure overflow parking space for the Central County
One Step,effective 10/1/98,for 20 spaces at a cast not to exceed$500.00 per,month.
II. FINANCIAL IMPACT:
None,one hundred percent federal funds.
III. CHILDREN IMPACT STATEMENT:
This will improve the efficiency of providing employment and training service through
the One Stop Career Center in Concord, this will Support the third outcome: Families
that are Economically Self--sufficient.
IV. REASONS FOR RECOMMENDATION:
The Central One Stop Career Center in Concord is Starting operations in October. At the
time of Site selection, it was acknowledged that this downtown location would
necessitate Supplementary parking. This action would reserve an additional twenty
spaces adjacent to the One Stop at a cost of approximately $1.00 per space per weekday.

$3,000 with Eleanor Smith to provide preparation, facilitation and reporting services and
expense reimbursement for the PIC annual strategic planning session for the term

None, one hundred percent funded with State Employment Training Network and
Capacity Building grant funds.
III. CHILDREN IMPACT STATEMENT:
This contract is to organize, facilitate and prepare the written record for the annual PIC
strategic planning retreat. Past performance will be compared to past goals and
objectives, which will be revised for the coming year. By improving program
performance this action will indirectly support the third outcome—Families that are
Economically Self-sufficient.

IV. REASONS FORRECOMMENDATION:
The Contra Costa PIC conducts an annual strategic planning session to assess past
program performance and to revise its past goals and objectives in response to new
circumstances. To encourage this type activity the State makes available special PIC
capacity building and network training funds which are restricted to these type activities.
Eleanor Smith is registered with the State Employment Training Network and under the
auspices of the Bay Area Partnership she facilitated the work plan development by the
Contra Costa"Workforce Development Advisory Panel.

Ratify purchase of services from Preferred Staffing, Incorporated,'
for the period from August 1, 1997 through July 31, 1998, and
authorize the County Auditor-Controller to pay the $32, 677
outstanding balance for nursing registry services at Contra Costa
Regional Medical Center.

Enterprise I budget for Fiscal Year 1997-98 .

On October 14, 1997, the Board of Supervisors approved Contract;
#26-260-2 with Preferred Staffing, Incorporated, for the period
from August 1, 1997 through July 31, 1998, in the amount of
$50, 000, to provide nursing registry services at Centra. Costa
Regional Medical Center.
Services were requested and provided beyond the payment limit and
by the end of July, 1998, charges of $82, 677 had been incurred, of
which $50, 000 had been paid and $32, 677 remains outstanding.
Nursing registry services were both requested by County staff and
provided by the Contractor in goad. faith. Because of
administrative oversight by both the County and Contractor, use of',
the Contractor' s services exceeded the authorized limits .
The Department is requesting that the amount due to the Contractor'
be paid. This can be accomplished by the Board of Supervisors'
ratifying the actions of the County employees in obtaining',
provision of nursing registry services of a value in excess of the
contract payment limit. This will create a valid obligation on
the part of the County, retroactively authorizing all payments;
made by the Auditor-Controller up to now, and authorizing payment'
of the balance.
