FINANCIAL IMPACT: Approval of this Agreement will result in a total payment to this County of approximately $28, 521. No County match is required. BACKGROUND/RSM-0-N(S) FOR RECOMMENDATION(S) : On October 28, 1997, the Board of Supervisors approved Crisis Residential Services Contract #29-486-4 with County of Solano, for the period from July 1, 1997 through June 30, 1998, to pay Contra Costa County for beds at County's Oakgrove Crisis Residential/Day Treatment facility in Concord. Approval of Crisis Residential Services Contract #29-486-5 will allow the County of Solano exclusive use, by its referred clients, of two of the available three beds at County' s Crisis Residential Program for seriously emotionally disturbed minors through September 30, 1998 . Health, for the period from July 1, 1998 through June 30, 1999, in the amount of $898,970, for continuation of the Conditional Release Program. (CONREP) . FISCAL IMPACT~ Approval of this agreement will result in $898,970 of State funding for the Conditional Release Program for the period from July 1, 1998 through June 30, 1999. No County match is required. ACKGROU 8 EQJR R Ct} O On September 16, 1997, the Beard of Supervisors approved Standard. Agreement #29-441-18 with the State Department of Mental. Health for the Conditional Release Program. The agreement provides monies with which the County subcontracts with Many Hands, Phoenix Programs, Rubicon, and a number of 'board and care homes to provide additional (CONREP) services. Approval of Standard Agreement #29-441-19 will continue these services through June 30, 1999, for a caseload of 43 judicially committed patients. Five certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health. FISCAL IMPACT. Approval of this agreement will result in State funding of $503, 121 for Medi-Cal specialty mental health services, for FY 1.998-99. No matching County funds are required. $ALKt ROUNL?,�REASON(6) FOR 8399-1 U A'TION(B) On January 14, 1997, the Board adopted Resolution No 97/17, authorizing the Health Services Department's Mental Health Division to assume responsibility for Fee-for Service Medi-Cal specialty mental health services as of July 1, 1997. The implementation date for this transfer has since been changed to April 1, 1998. On April 21, 1998, the Board of Supervisors approved Standard Agreement #29-500 (State 97-77230) with the State, Department of Mental Health to finalize the transfer of funding and responsibility for Fee--for Service Medi-Cal specialty mental health services From the State Department of Mental Health to the Health Services Department's Mental Health Division. Approval of Standard Agreement (Amendment) 029-500-1 will allow the County to provide additional professional services to Medi-Cal beneficiaries residing in Institutions for Mental Disease for FY 1998-99 Three sealed/certified copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State Department of Mental Health. ACCEPT 1998 FINANCIAL ASSISTANCE AWARD FOR THE CONTRA COSTA COUNTY HEAD START PROGRAM. SPECIFIC REQUEST(S)OR RECOMWMMATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ACCEPT 1998 Financial Assistance Award from the Administration for Children and Families for Head Start Program Expansion funds (County#39-815-19) in the amount of$960,000 for the period from January 1, 1998 through December 31, 1998. IL FINANCIAL IMPACT: Funding is from the U.S. Department of Health and Human Services Administration for Children and Families. This award, totaling $960,000, will be added via appropriation adjustment to the current Head Start Budget. The County, as the Grantee, is required to generate an additional 20 percent non-federal match in the amount of$240,000. III. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. IV. REASONS FOR RECOMMENDATIONS/BACKGROUND: On May 19, 1998, the Board of Supervisors authorized the submission of a grant application to the U.S. Department of Health and Human Services Administration for Children and Families (ACF) for 1998 Expansion Grant funds for the Contra Costa County Head Start Program. Program expansion will allow the County to provide Head Start services to 120 additional children in a full- day setting. Miner,Executive Director Costa Contra Costa County Private Industry Council County DATE: October 1 1998 SUBJECT: Authorize Acceptance of$4000 grant from.Alameda County Office of Education SPECIFIC REOUEST(S)OR R£COMMENDATION(S)&BACKGROUND AND JUSTIFICATION L RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute a subgrant agreement with the Alameda County Office of Education to receive payment of$4,000 for the cost of linking the K-Adult Education data base developed by California State University Hayward to the EASTBAY Works website; term of agreement is 5/1/98 to 9/30/98. II. FINANCIAL,IMPACT: None, one hundred percent grant funded, expenses in excess of the payment limit — if any—would be paid from base EASTBAY Works Technology grant funds. III. CHILDREN IMPACT STATEMENT: This contract will indirectly support the third outcome —Families that are Economically Self-sufficient. IV. REASONS FOR RECOMMENDATION: EASTBAY Works is a cooperative partnership between the four PIC's in Alameda and Contra Costa Counties. EASTBAY Works maintains a websiteon the Internet. The Contra Costa PIC is responsible for the technology portion of special federal and state grants that have been awarded to EAST BAY Works. Alameda County Office of Education is the fiscal agent for the East Bay School to Career Partnership project. On behalf of East Bay School to Career Partnership Project, Alameda County Office of Education has issued a sub-contract to the Contra Costa PIC to ',add a two County K- Adult Ed data base to the EASTBAY Works website.
