RECOMMENDED ACTION Approve and authorize the Sheriff-Coroner, or designee, to execute, on behalf of the COUNTY, a Contract Extension Agreement with Friends Outside of Contra Costa County. The extension agreement increases the contract payment limit from $175, 000 to $193 , 139 . 00 . Under this contract, Friends Outside will provide support services to inmates in Contra Costa County adult detention facilities for the period July 1, 1998 to June 30, 1999 . II. FINANCIAL IMPACT There is no financial impact on the County General Fund. Total funding for this contract is from the Inmate Welfare Fund. III. REASONS FOR RECOMMENDATION/BACKGROUND The County has contracted with Friends outside since early 1980 to provide counseling services at the County adult detention facilities. This human service, we feel, is necessary and augments the detention function for incarcerated persons. This contractor is qualified to provide the following services: • Administration and supervision of medico-legal services. • Examination and evaluation of medical records to determine the necessity of an autopsy. s Perform autopsies. • Perform microscopic examination of tissues. • Request toxicological examinations and analyze their results. • Provide timely written reports of autopsies. 0 Testify at Coroner's Inquests, and in criminal courts in the capacity of an expert witness. s Other related duties. FIN CIAL IMPACT: A four-year fixed cost (per autopsy) contract is being proposed at a total payment limit of$1,540,000 with an approximate annual payment of$385,000 each fiscal year. This function and its cost has traditionally been budgeted in the Sheriffs Department, This contract represents the lowest bid in a recent statewide request for proposals'. BATCHELOR, County Administrator DATE: October 6, 1998 SUBJECT: Contract Extension Agreement with International Institute of the East Bay Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION: AUTHORIZE the County Purchasing Manager to extend a contract with the International Institute of the East Bay from August 31, 1998 to September 30, 1998 and increase the payment limit from $19,840 to $22,374 for continued provision of gang intervention. FINANCIAL-IMPACT: None. All costs will be reimbursed by the Federal Government through the SafeFutures grant (Year Two). REASONS FOR RECOMMENDATION/BAC—KGROUND: On December 19, 1995 the Board of Supervisors accepted the SafeFutures grant from the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention (OJJDP), in the amount of $1,410,000 on behalf of the County. The SafeFutures initiative is designed to "prevent and control juvenile violence and delinquency in targeted communities; to develop a more efficient, effective and timely service delivery system for at-risk and delinquent juveniles and their families that is capable of responding to their needs at any point of entry into the system; to build the community's capacity to institutionalize and sustain the service delivery system by expanding and diversifying sources of funding; and to determine the success of the program's implementation and the outcomes achieved, including whether a comprehensive strategy involving community based efforts and program resources concentrated on providing a continuum of care has succeeded in preventing and reducing juvenile violence and delinquency." The International Institute of the East Bay contract specifically provides case management for gang involved youth upon their release from the Orrin Allen Youth Rehabilitation Facility.
