SUBJECT: Central County Transportation
Planning Agreement
The Board received a report from Harvey Bragdon, Acting
Director, Community Development Department, on the draft Memorandum
of Agreement for the Central County Partnership in Transportation
Planning (copy attached hereto and by reference incorporated herein) .
Mr. Bragdon noted that the work committee would be expanded to twelve
members if the City of Martinez joins in the Partnership.
Supervisor Tom Torlakson noted that regional traffic issues
and the environmental review process of the cities should be included
in discussions of the Central County 116 in 111 Committee.
There being no further discussion, IT IS BY THE BOARD
ORDERED that the recommendations of the Director of Community
Development with respect to the Memorandum of Agreement between the
County and the Cities of Concord, Clayton, Martinez, Pleasant Hill
and Walnut Creek, as amended to create a committee of twelve persons,
are APPROVED.
IT IS FURTHER ORDERED that the Memorandum of Agreement is
REFERRED to County Counsel for review.
IT IS FURTHER ORDERED that the Central County 116 in 1 "
Committee is requested to include in its discussions the issues of
regional traffic mitigation and the environmental review process.

tation Planning Agreement
The Transportation Planning Division has reviewed the draft Memorandum of Agreement
for the Central County Partnership in Transportation Planning. The agreement appears
to be adequate for the Board's approval, however, I do have several reservations to
bring to your attention.
The proposed activity in item 3, "Completion of Land Use and Transportation Study"
needs to be coordinated with the County's comprehensive revision to the General
Plan. Both activities serve the same objective of coordinating land use and transpor-
tation plans. As work proceeds, tasks,products, and schedules for these two activities
must be coordinated.
The Memorandum of Understandinq refers to Exhibit B, "Outline of Process Central
County Partnership in Transportation Planning" which was not included in our informa-
tion packet. I refer you to our previous comments per our May 20, 1986 memo regarding
the initial draft of that document.
This Agreement should also be reviewed by the County Counsel as to form.

2 MEMORANDUM OF AGREEMENT
3 THIS MEMORANDUM OF AGREEMENT is entered into on
4 1986 by and between CONTRA COSTA COUNTY , a
5 political subdivision of the State , and the cities of
6 CONCORD , CLAYTON , MARTINEZ , PLEASANT HILL and WALNUT
7 CREEK; each of which are municipal corporations .
8 WHEREAS, the issue of greatest concern to the
9 citizens of Central Contra Costa County is the need to
10 establish and maintain an acceptable balance between new
11 development and the capacity of public thoroughfares to
12 accommodate the traffic resulting from such new develop-
13 ment ; and
14 WHEREAS, in the past the County and the individual
15 cities which are a party to this agreement have approached
16 this issue separately ; and
17 WHEREAS, all parties now agree that a coordinated
18 approach is the best way to correct the existing serious
19 traffic problems in Central Contra Costa County ;
20 NOW, THEREFORE, the parties enter into this Memorandum
21 of Agreement and agree as follows :
22 1 . Establishment ofm�ttedO The parties hereby
23 create a committee of ten 10 'persons , to be appointed as

24 specified below, to work on specific tasks , as agreed upon
25 by the parties, in connection with transportation planning
26 for Central. Contra Costa County . For the purposes of this
---- 27 Agreement , Central Contra Costa County is that area include
28 within the dotted lines on Figure I attached hereto and in-
1 corporated herein by reference .
2 The composition of the committee shall consist of two
3 representatives from each party to this agreement , one of
4 which shall be an elected official of the party and one
5 of which shall be a Planning Commissioner from the party .
6 The selection of each party ' s committee members shall be
7 made by the governing body of the party .
8 2 . Duties . Duties of the committee shall generally
9 be those set forth in the documents attached hereto as
10 Exhibits A and B , entitled, respectively , Central Contra
11 Costa County Cities County Partnership in Transportation
12 Planning and Outline of Process Central County Partnership
13 in Transporation Planning. Within this outline , the com-
14 mittee shall determine on specific tasks to be worked on ,
15 and the committee ' s activities shall be limited to such
16 tasks .
17 3 . Completion of Land Use & Transportation Study.
18 The committee shall complete the Land Use & Transportation
19 Study identified in III of Exhibit B no later than July
20 1 , 1987
21 4 . Staff Support . There will be a technical
22 committee composed of staff members from each of the
23 parties . In-kind technical support shall be provided by
24 the staff technical committee and, if necessary, by other
25 staff of the parties . The main committee shall agree on
26 the manner in which each party will contribute to staff
27 support . In the event it- is necessary to hire a consul-
28 tant , or any staff, the parties shall agree in advance ,

1 in writing, on how the cost of any such paid staff or con-
2 sultant shall be shared by the parties .
3 5 . Amendment . This agreement may be amended, modi-
4 fied, or changed by the parties provided that said amend

5 ment , modification , or change is in writing and approved
6 by both parties .

CENTRAL CONTRA COSTA COUNTY CITIES
COUNTY PARTNERSHIP IN TRANSPORTATION PLANNING
The issue of greatest concern to citizens of Central Contra Costa
County is the need to establish and maintain an acceptable
balance between new development and the capacity of public
thoroughfares to accommodate traffic. In the past the county and
individual cities have approached this issue separately. All now
agree that a coordinated approach is the best way to correct the
existing serious traffic problems in Central Contra Costa County.
In order to pursue such a coordinated effort, Contra Costa County
and the cities of Clayton, Concord, Martinez, Pleasant Hill and
Walnut Creek propose that a public partnership be established
among the county and the five Central Contra Costa County cities
( see attached study area map) . The partnership would be
represented by a new committee to be created with representatives
from the participating public jurisdictions. Such
representatives should include an elected official from the Board
of Supervisors and each city council , and a representative from
each of the public agency planning commissions.

The participating agencies would agree to specific tasks to be
assigned to the committee. Professional staff from participating
agencies shall be assigned to assist the committee. Depending on
the work to be done, qualified and independant consultants may be
engaged and services would be funded by the participating
agencies.
It is proposed that the specific tasks assigned be as follows:
1 . To prioritize major transportation problems which presently
exist in and among the county and the cities of Clayton, Concord,
Martinez , Pleasant Hill and Walnut Creek and to put together a
short-range action plan for remedying these problems.
The decision makers could decide to identify problem areas as
being those transportation corridors that are at capacity during
rush hours ( I-680, Ygnacio Valley Road, Treat Boulevard, Clayton
Road, Concord Avenue, Pleasant Hill Road, Contra Costa Boulevard,
Willow Pass Road, etc. ) . It is also possible that access to and
from existing shopping areas would be considered a high priority
problem to be tackled. In any event, the new committee would be
required to agree upon and prioritize major transportation
problem areas within the defined area and then to develop a
program of improvements that can be accomplished in the near term
for remedying present delays. These improvements would include
street widenings, new roadways, intersection improvements,
traffic signal synchronization modifications to transit service
and implementation of specific TSM measures.

The product of this effort would be an action plan to be used as
a framework for implementing desired improvements and providing
project funding where necessary. The action plan could also lead
to other implementation actions indcluding the proposed
county-wide effort now being studied by CCTAC (Boatwright SB
878 ) .
2 . Develop a longer-term transportation plan and implementation
strategy (minimum ten to twenty years ) for the county and five
cities (Clayton, Concord, Martinez, Pleasant Hill and Walnut
Creek ) . This plan and strategy should draw upon a similar effort
currently being made by the Metropolitan Transportation
Commission. The MTC study will , of course, cover a broader area
than that proposed here. Recommendations from both our study and
that of MTC should be integrated to the extent possible.
o Inventory all public trafffic system improvements
planned within a defined central county area that are
most likely- to be fully operational and committed to
construction.
o Identify the total traffic system handling capacity.

o Develop a comprehensive assessment of individual
jurisdiction general plans to establish total
development potential by land-use category.
o Develop a formula applying an achievable standard of
operation for the defined central county area
transportation system which considers both internal and
external traffic system demands. The formula would be
used as necessary to adjust established general plans,
up or down, to balance with the total transportation
system capacity in the defined area.
All participating jurisdictions would make a serious public
commitment to collectively bring into balance the total
transportation system in the area and related land-use planning.
Based upon that assessment, participating jurisdictions would
initiate public consideration of commensurate adjustments in
their respective- general plans and related land-use zoning.
The organizational structure proposed herein is consistent with
the concept of regional planning commissions suggested by the
County Board of Supervisors. Indeed, the new committee might at
some future time-be appropriatelydesignated as a multi-public
jurisdiction regional planning commission.
