AUTHORIZE the Chairman to sign a letter to the East Bay Municipal Utility District and Contra Costa Water District expressing support and encouraging further negotiation and discussion for the purchase of surplus EBMUD water by the CCWD. 2. AMEND the County's water conservation landscaping requirements to include a restriction ,' on ornamental ponds, similar to the restriction on turf area. FINANCIAL IMPACT None REASONS FOR REC"ENDATION/BACKGROUND 1. The CCWD and EBMUD have been discussing, for the past several years, a method for the CCWD to use surplus EBMUD water. A study was completed in 1985 on possible options for sharing surplus EBMUD water. Recently, the CCWD has sent a letter to the EBMUD offering to purchase surplus EBMUD water. It appears that negotiations between the two districts are going well and could result in a water sharing agreement beneficial to all residences in Contra Costa County. It is appropriate for the Board of Supervisors to express support and encouragement to both districts. The Water Committee has been receiving regular updates from both districts on the status of discussions. 2. On September 17, 1985, the Board of Supervisors approved a County policy on Water Conservation Requirements for New Developments. These water conservation requirements concern regulating landscaping and irrigation systems in new developments in the unincor- porated area. The Water Committee recommends that an additional requirement be included concerning restrictions on ornamental ponds. Ponds and other types of water bodies are subject to evaporation greater than, or equal to, irrigated turf. Fountains which spray water into the air should be discouraged because evaporation is increased. Water bodies without a spray-type fountain should be considered the equivalent to turf in terms of calculating allowable area not reauirinc low water-using plants. The followino paragraph is recommended to be included in the water conservation requirements for new, developments: Ornamental Ponds Water bodies that are part of the landscaping for new developments shall be restricted. Unless the water body is an integral part of the operations of the new development, the surface area of the water body shall be counted as turf in the calculations for limitation of turf for the landscaped area. Fountains or other types of decorative water bodies where water is sprayed into the air. shall be discouraged.
