Pursuant to the Cortese-Knox Act (Gov.C. 5§56000 et seq. ) , the
Board of Supervisors of Contra Costa County resolves that :
1. On March 17 and 18 , 1986 , the Board of Trustees of the
Contra Costa Mosquito Abatement District No. 1 and Diablo Valley
Mosquito Abatement District proposed to the Local Agency- Formation
Commission (LAFCO) that the two Districts be consolidated into a
single new successor district, operating under the same Act as the
two Districts (Mosquito & Vector Control Act of 1985, Health &
Safety. Code §52200 et seq. ) . The reason for the proposal is to
provide more efficient and cost .effective mosquito abatement
protection services to the territory of the two Districts by having
one new district with .one board of trustees, a single management
structure, and one operational area-throughout'-.the territory of the
two Districts. The exterior boundaries of the 2 Districts are as
described in Exhibit A hereto.
2. On April 9 , 1986 , the Local Agency Formation Commission
of Contra Costa County approved the consolidation subject to the
conditions that:
a. All property, other assets, rights, revenues, obli-
gations and personnel of the two Districts.. to be consolidated
become the property, other assets, rights, revenues, obligations
and personnel of the new consolidated District.
b. The current incumbent members of the Board of Trustees
from both Contra Costa #1 and Diablo Valley become the initial
Governing Board -of Contra Costa Mosquito Abatement District.
C. Full-time employees of Contra Costa #1 and Diablo
Valley receive credit for years of full-time services at Contra
Costa and Diablo Valley.
d. Employees of the Contra Costa .Mosquitb 'Abatement
District receive the same benefits as were provided 'to employees of
Contra Costa #1.
3. The name of the new consolidated mosquito abatement
district shall be the Contra Costa Mosquito Abatement District.
4 . The regular county assessment roll shall be utilized for
the collection of any property taxes in support of such District,
and the affected territory shall bear and be taxed for any existing.

5 . Pursuant to Section 3 (a) of Article XIIIB of the
California Constitution, this Board intends that, when the
existence of the present two Districts cease upon the effective
date of the consolidation, the appropriation limits of the two
Districts shall be combined and be transferred to become the
appropriation limit of the new consolidated District.
6 . This Board finds that no protests have been filed against
the proposal and hereby ORDERS the consolidation without election,
in accordance with LAFCO Resolution 86-7., effective. July. 1, 1986 .
I HEREBY CERTIFY that the foregoing is a true and correct copy of
a resolution entered on the minutes of said Board of Supervisors on the date
aforesaid.
