Costa DATE: June 6, 1986 County SUBJECT: VOLUNTEER LAWYER PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Amend January 30, 1979 Board Order to add Public Defender Volunteer Lawyer Program as an approved volunteer program operated by the Public Defender's Office. FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATION/BACKGROUND: As authorized by your Board on January 30, 1979, the Public Defender has operated two volunteer programs--a Law Clerk Program and a Paralegal Intern Program. The Public Defender is now requesting that a Volunteer Lawyer Program be added. The Volunteer Lawyer Program would allow an employee of a law firm to perform the duties of a Public Defender I for a temporary period of time. The program would include no more than three attorneys at any one time. All compensation would be paid by the donor law firm. The firm of Pillsbury) Madison., & Sutro has offered to donate one attorney for a short time to initiate the program. The County Administrator's Office has reviewed a description of the program and is recommending its adoption. CONSEQUENCES OF NEGATIVE ACTION: The Public Defender's Office would not be able to take advantage of donated lawyer time from private firms. In addition, private law firms would be deprived of an opportunity for valuable trial training experience with the Public Defender's Office.
