Adopted this Order on December 8, 1998, by the following vote:

SUBJECT: Juvenile Justice/Delinquency Prevention Commission
Annual Report
On this date, Orin Allen, Chair, of the Juvenile Justice/Delinquency Prevention
Commission presented the Commission's annual report to the Board of
Supervisors. He noted that the department is getting ready to build a new softball
diamond in mid-January at the Orin Allen Youth Facility, and he will be tapping
the Board for help. Supervisor DeSaulnier thanked Mr. Allen for his commitment
and expressed his appreciation for all that he and the Commission;do. Supervisor
DeSaulnier then moved to accept the report, and Supervisor Rogers seconded the
motion. The Board then took the following action:

JUVENILE JUSTICE COMMISSION
The Juvenile Justice Commission members are appointed by the
Presiding Judge of the Superior Court with the concurrence of the
Juvenile Court Judge. Each term is for four years; members may be
reappointed
It is the purpose of the Commission to be a public conscience in the
interest of justice for childen and youth.
Section 229 of the Welfare and Institutions Code states: "It shall be
the duty of a juvenile justice commission to inquire into the
administration of the juvenile court law in the county or region in
which the commission serves. For this purpose the commission
shall have access to all publicly administered
institutions authorized or whose use is authorized by
this chapter situated in the county or region,
* shall inspect such institutions no less frequently than
once a year,
* shall have access to group homes used by the county
and may inspect them, and
* may hold hearings.
"A judge of the juvenile court shall have the power to issue
subpoenas requiring attendance and testimony of witnesses and
production of papers at hearings of the commission.
"A juvenile justice commission shall annually inspect any jail or
lockup within the county which in the preceding calendar year was
used for confinement of any minor. It shall report the results of such
inspection together with its recommendations based thereon,', in
writing, to the juvenile court and to the Board of+Corrections."
The Board of Supervisors directed the Probation Department to
provide necessary staff service to the Commission. The Delinquency
Prevention Commission may receive funds from governmental and
non-governmental sources and expend its funds on specific projects
designed to accomoplish its objectives. It is up to the ingenuity and
enterprise of the Commission to develop means to carry out its
responsibilities.
In its delinquency prevention role, the Commission works closely
with Probation Department staff and with other youth serving
agencies and organizations in the County. Individual Commissioners
provide liaison to key groups.
As needed, the Commission organizes workshops and training
institutes on delinquency prevention, drug abuse and other related
topics for interested agency personnel and community
representatives. Under the auspices, of the Commission,
representatives of public and private agencies meet to discuss mutual
concerns. The Commission endeavors to keep the public informed on
issues related to juveniles. An example is the 1989 project "The
Year of the Teenager".
The Commission may involve itself in development and evaluation
of grant proposals for funding projects. Through the initiative of the
Commission,the ground work was laid for the creation of the County
Drug Abuse Council.
A primary objective of the Commission is to stimulate and assist our
communities to develop resources for more effective youth
delinquency prevention. An example of this is The.Right Direction
Project, an innovative program developed and implemented in this
County under the auspices of the Superior Court with California
Youth Authority Delinquency Prevention grant funding. The Right
Direction Project is dependent upon blending public and private funds
to provide individualized services to at-risk youth.

Meetings: .
All regular meetings of the Commission are meld monthly and are
open to the public. Requests from non-Commission members to
appear before a meeting of the Commission must be in writing,
stating the matter to be discussed. The request must be received at
least 10 days prior to the meeting date. A member of the public may
address an item not on the agenda provided that no response,
discussion or action on that item is taken. The Commissionalso
holds special meetings and committee meetings as needed.
Commission-Committees:
The Commission appoints various committees as needed.
Liaison-Assignments:
Commissioners maintain ongoing liaison with public and private
groups, as well as with related citizens' advisory bodies.
Information.Bureau:
Speakers on juvenile justice,delinquency prevention or related topics
for community groups, clubs, organizations, schools, etc. are
available upon request.

Commission Annual Report-FY 1997/98
Dear Judge Haight and Board Members:
Under Article 8 - Annual Report, Sections 1-4, in the Juvenile Justice-Delinquency Prevention
Commission's Policies and Procedures,I offer the following thoughts.
During this fiscal year the Commission participated in and supported several youth programs
and countywide projects,such as Increase the Peace and the Countywide Youth Commission.
We have also been and continue to be concerned with illegal drug use and homeless youth in the
County.
On Saturday, May 16, 1998, the Commission held its 10th Annual Awards Program,recognizing
15 individuals and programs from the community, law enforcement officers and Probation
Department staff for their unselfish contributions to youth. In October we participated with the
Social Service Department in recognizing foster parents throughout the County for their many
years of dedicated service. Certificates of Appreciation from the Commission were presented to
each foster parent.
We were excited about the recent applicant pool for new commissioners. We interviewed 28
applicants representing all geographic areas and the ethnic make-up of the County. The top
candidates were referred to Judge Haight who made the final selection, adding three excellent
people to the Commission's membership.
The Commission held a very productive workshop in June. Topics of concern were homeless
youth, truancy, drug use by pre-teens and prevention programs.

The Commission completed 23 inspections in 1998. Institutions inspected were: Juvenile Hall,
Orin Allen Youth Rehabilitation Facility(Boys' Ranch), Summit and Walnut Creek Hospital,
nine police stations, six group homes and four holding facilities.
Since the Commission is a public conscience in the interest of justice for children and youth, our
purpose and focus is enhanced by many who truly feel the same way. Our task is made easier by
the support of the Presiding Judge of the Superior Court,the Presiding Juvenile Court Judge, the
Board of Supervisors and the County Administrator and his staff.
We say we wear two hats, as we serve at the pleasure of both the Bench and.the Board of
Supervisors. Please call upon the Commission to help in ways to improve the life and well being
of our children.
