ACCEPT recommendation to send a letter to California Integrated Waste Management Board supporting West Contra Costa Integrated Waste Management Authority's (WCCIWMA) development of a Household Hazardous Waste (HHW) Collection Facility at the Integrated Resource Recovery Facility. FISCAL IMPACT No Impact to General Fund. B6QKGROUND At its November 12, 1998 meeting WCCIWMA committed to developing a HHW Collection Facility at the Integrated Resource Recovery Facility;. The proposed facility will provide year-round, environmentally responsible recycling, treatment and disposal options to local residents and small businesses for their HHW items including paint, pesticides and motor oil. Presently West County residents are served by a mobile hazardous waste collection system. The Local Government HHW Grant application process is competitive and part of the grant scoring criteria includes a section on demonstration of support. WCCIWMA has requested that jurisdictions whose residents will be served by the program submit a letter of support. Residents in unincorporated West County will be served by the proposed HHW facility. The Authority's proposal would provide for a drastic increase in the availability of HHW collection service- going from four annual one-day mobile collection events to one hundred collection days at a Permanent Collection Facility. M addition, the Proposed Collection Facility`includes a "Reuse Room"that will allow for redistribution of materials that can be safely redirected for use by the community. Supplementing the promotion of materials reuse, would be a strong educational emphasis on the importance of source reduction and the use of less toxic alternatives. The Contra Costa Board of Supervisors urges you to support the West Contra Costa Integrated Waste Management Authority's Grant Proposal.
