SUBJECT: CERTIFICATE OF APPRECIATION TO BUSINESSES LOCATED WITHIN THE
COUNTY FOR THEIR PARTICIPATION IN THE SPARE THE AIR PROGRAM

AUTHORIZE the Chair of the Board of Supervisors to issue Certificates of Appreciation
(Exhibit"A") to businesses (Exhibit"B") located in the unincorporated areas of the County
for their participation in the Spare The Air Program.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Spare the Air program is a voluntary program organized by the Bay Area Air Quality
Management District to encourage the public to take steps to protect air quality on days
when smog levels are expected to be high. The program officially began on June 1 this
year and continued to October 2. The County has participated in this program for the past
7 years, and on April 14, 1998, the Board of Supervisors reaffirmed its support for the for
Spare the Air Program as an important component in the District's strategy to ensure that
worsening air quality doesn't continue.
When smog conditions were expected to exceed state air quality standards, the Air District
notified participating employers by fax. Employers in turn, notified their employees to
refrain from activities which contribute to air pollution, including excessive driving, using
gasoline-powered lawn mowers and leaf blowers, barbecuing, and using aerosol products
and oil-based paints. Employees were encouraged to car pool, take transit, bicycle or walk
to work or to telecommute, provided arrangements have been made with their supervisors.
Fifteen businesses ( Exhibit"B") in the unincorporated area participated in the program --
representing 10% of the 150 businesses participating throughout Contra Costa County.
