SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECQZOIENDED ACTION: Approve and authorize the Health Services Director or his designee (Chuck Deutschman) , to execute on behalf of the County, Contract #24-979 with Addiction Research and Treatment, Inc . , in the amount of $1, 875, 000, for the period from October 1, 1998 through June 30, 1999, ;for provision of methadone maintenance treatment services. This Contract includes a six- month automatic extension through December 31, 1999, in the amount of $1, 250, 000 . FISCAL IMPACT: This Contract is funded as fellows: $ 956, 250 Federal Medi-Cal Funds 918 . 750 State Drug Program Funds $1, 875, 000 Total No County Funds are required. BACKGROUNDIREASON(S) FOR RECOMMENLA.TION(S I : For a number of years, the non-profit organization Bay Area Addiction. Research and Treatment, Inc. (BAART) has provided services for the Methadone Maintenance Clinics Program (Medi-Cal Drug ;Abuse Treatment Services) . BAART Board of Directors recently notified the County that as of September 30, 1998, BAART' s operations were transferred to a new for- profit company called Addiction Research and Treatment (ART) , Inc . Under Contract #24-979 ART, Inc . will provide services for the Methadone Maintenance Clinics Program through June 30, 1999 . FINANCIAL IMPACT: This contract does not include a Contract Payment Limit and is included in the Health Services Department Enterprise I budget . As appropriate, patients and/or third-party payors will be billed for urology services . RgASaN FOR RLCfl +S ATIONS/BACKGRC?'t ND: On July 9, 1996, the Board of Supervisors approved Contract ##26-935 (as amended by Contract Amendment Agreements #26-935-1 and #26-935-2) , with David Kleinerman., M.D. , for the period from August 1, 1996 through July 31, 1999, for the provision of Urology, services . It was the intent of the Department to reimburse Contractor for expenses incurred during Board Certification in the field of Urology as a Urology Specialist. However, due to a mutual mistake of the parties, the Contract did not accurately reflect the oral agreement between the parties, which was that the Contractor would be reimburse an amount not to exceed $5, 000 for the expenses incurred for the Board Certification. Approval of this Contract Amendment Agreement ##26-935-3 will allow Dr. Kleinerman to be reimbursed for Board Certification expenses and to continue providing services through July 31, 1999 . County, in the amount of $306,600, for the period from July 1, 1998 through June 34, 1999, for the provision of psychiatric treatment services for seriously emotionally disturbed and behaviorally disordered adolescents. This Contract includes an automatic six-month contract extension through December 31, 1999, in the amount of $153,300. FISCAL IMPACT: This Contract is funded by County's Mental. Health Services Contract will support the following Board of Supervisorscommunity outcomes: Children ready for and succeeding in school; Families that are safe, stable, and nurturing; and Communities that are safe and provide a high quality of life for children and families. Expected program outcomes are: Increase and maintain school attendance as measured by school records; Increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS); Increase in family satisfaction as measured by the Parent Satisfaction Survey; Decrease in use of acute care system; and Placement at discharge to a lower level of care. CKGRt3IIID/REAS£INCS) FOR RECt3MtffND It3 Under this Intercounty Services Contract, Alameda County will provide up to four beds for the Subacute Treatment for Adolescents with Rehabilitation Services (STARS) Program for County-referred adolescents who would otherwise be hospitalized at Napa State Hospital.. These STARS Program clients receive residential care, intensive day treatment, not-public school education, and acute psychiatric health facility services, as required. On July 28, 1998, the Board of Supervisors approved Contract #24-889-1 with Alameda County, for the period from July 1, 1997 through June 30, 1998, for the provision of psychiatric treatment services. Approval of Contract #24-889-2, will allow Contractor to continue providing services through June 30, 1999.
