TO: BOARD OF SUPERVISORS FROM: William Walker, M.D. , Health Services Director By: Ginger Marieiro, Contracts Administrator Contra Costa DATE: November 23, 1998 County SUBJECT: Approval of Contract #27-402 with Contra Costa Medical Group for Women SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&13ACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Milt Camhi) , to execute on behalf of the County, Contract #27-402 with Contra Costa Medical Group for Women, for the period from July 1, 1998 through June 30, 1999, for the provision of professional health care services for the Contra Costa Health Plan, to be paid in accordance with the rates provided in the Medi-Cal Schedule of Maximum Allowances in effect on the date services are rendered. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums. Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services . BACXGROVTNDZREASOX(S) FOR RECOMMENDATION(S) : The Health Plan has an obligation to provide certain specialized professional health care services for its members under the terms of their Individual and Group Health Plan membership contracts with the, County. The Health Plan is also required under the terms of its Local Initiative contract with the State, to contract with community physicians and other providers, called "Safety Net" and "Traditional"l Providers, for the provision of medical care to Medi-Cal recipients. This Contract is necessary to meet State mandates to expandI the number of community providers for the Local Initiative, along with a recent Department of Corporations audit finding that requires formal contracts with low volume providers . Approval of this Contract will allow the Contractor to provide professional health care services to Health Plan members through June 30, 1999. FISCAL IMPACT: This Contract is funded by Contra Costa Health Plan member premiums. Costs depend upon utilization. As appropriate, patients and/or third party payors will be billed for services . BACXGR0UND/RZASQN(S) FOR RECOMMENDATION(S) : On March 3, 1998 the Board of Supervisors approved Contract #27-206-1 with Virginia Blacklidge, M.D. , for the period from January 1, 1998 through December 31, 1998, for the provision of mental health services for Contra Costa Health Plan (Health Plan) Members . The Health Plan has an obligation to provide professional psychiatric services for Health Plan members with mental health therapy services as a covered benefit . This population includes Medi-Cal, Medicare and Commercial members enrolled in the Health Plan. Approval of this Contract will allow the Contractor Ito continue to provide mental health services to Health Plan members through December 31, 1999 . REASONS FOR RECOMMENDATIONS/BACKGROUND: Previously, the Contractor provided medical records storage and retrieval services through a Purchase Order executed by the County' s Purchasing Services Manager. Approval of this Contract will allow the Department to meet the new mandate of the Health Care Financial Administration (HCFA) which requires that various services previously covered by Purchase Orders be converted into personal services contracts. Approval by the Board of Supervisors will allow the Health Services Department to issue a thirty-day advance written notice to the Contractor, in accordance with Paragraph 5 . (BAART) SPECIFIC REQUEST(S)OR RECOMMENDATK"S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Acknowledge receipt of notice from BAART, requesting termination of Novation Contracts #24-469-15 (as amended by #24-469-16 and #24- 469-17) and #24-515-9, effective at the close of» business on September 30, 1998 . FISCAL IMPACT: These Contracts were funded by Federal and State funds . BACKGROMiD/REASON(S) FOR RECOMMENDATION(S) : For a number of years BAART has been providing methadone maintenance services to Contra Costa County referred clients under the County' s Community Substance Abuse Services Program. Contract #24-469-15 (as amended by #24-469-16 and #24-469-17) , for the methadone maintenance clinic program, was approved by the Board of Supervisors on December 16, 1997 . Contract #24-515-9, for HIV/AIDS and other communicable disease education and pre/post test counseling to methadone clients and their needle sharing and/or sexual partners, was approved by the Board of Supervisors on December 2 , 1997 . The term of each novation contract was July 1, 1997 through June 30, 1998, which included an automatic contract extension through December 31, 1998 . The Contractor recently notified the County that it wished to terminate the contracts mentioned above due to termination of the non-profit corporation BAART which render them unable to fulfill their contractual obligations to the County. The purpose of this Board Order is to advise the Board of Supervisors that the Department and the Contractor have agreed to terminate the above mentioned Contracts effective September 30, 1998 .
