Hate: 12/4/97 Contra ka Software m Incubataiw First Hiring Program The First hiring Program The First Miring Program is intended to give low and moderate income candidates priority access to job openings created by Incubator Resident Businesses.As job opportunities are created, Resident Businesses are encouraged to seek qualified candidates through the Contra Costa Private Industry Council (PIC)and the California Employment Development Department(EDD). At the swine time,it is recognized that there may be a critical need for filling a position quickly.There- fore,while the First I Iiring Program establishes a relationship between the Incubator,PIC and EDD, it also establishes guidelines for the timely referral of qualified candidates. Resident Businesses are in no way required to interview or hire persons referred to Chem through the First Hiring Program. Job Announcements The program is implemented as follows: • Job openings are presented to the Incubator Director and a standardized Job Announcement is created. Businesses are encouraged to be very clear as to the job responsibilities,qualifications,hours and compensation.The Director works with Resident Businesses to make the Job Announcement is complete. • The Job Announcement is then faxed to the contact person at the Contra Costa Private Industry Council. PIC will seek a qualified candidate within its listings. • If a qualified candidate is not identified within the first full working day, PIC will forward the listing to the Cal. Employment Development Department. • If suitable candidate has not been identified after three working days, the Incubator may broadcast the announcement to other sources.
