In addition,we recommend that the commission be supported by staff from both the Social
Services and Health Services Departments. A strategic plan must be developed and
submitted to the new State of California Children and Families First Commission after a
local public hearing. This will require administrative support work, including preparation of
an annual report and audit and appropriate linkage to and input from interested community
agencies.

SUBJECT: IMPLEMENTATION OF PROPOSITION 10
I have placed on the Board agenda for December 1, 1998 the attached draft
ordinance to implement the provisions of Proposition 19 in ContraCosta County.
Because there is a chance that we could lose money if we do not have an
ordinance in place by January 1, 1999, 1 think it is important to implement it now.
I am recommending that the ordinance be introduced on December 1, 1998 and be
adopted on December 8, 1998.
If the Board subsequently finds that there are some minor changes that are needed,
the ordinance can always be amended at that time.
