SUBJECT: Zellerbach Grant for Study of Neighborhood Change
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION=
APPROVE and AUTHORIZE the County Administrator, or designee, to accept a grant in the amount
of$55,375 from the Zellerbach Family Fund for second year funding for the Study of Neighborhood
Change through December 31, 1999.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S);
The Study of Neighborhood Change will seek to determine if the quality of;life in three low income
neighborhoods improved between 1990 and the year 2000. The study will examine specific cure
indicators of improvement, such as increased employment, family stabilization, neighborhood safety
and school attendance. It will also look at qualitative measures; i.e., observed changes connected
to a variety of program activities implemented through neighborhood service integration, mutual
assistance and self help and other neighborhood programs. The objective of this study is to better
understand the elements that lead to positive changes within neighborhoods and to improve the
ability of public agencies and foundations to use their resources in a cost effective manner.
Contra Costa County is acting as the fiscal agent for this study. The Zellerbach Family Fund has

the North Richmond Employment Collaborative and Bay Paint Works through October 31, 1999.

This grant will support services to those unemployed and under-employed individuals whose needs
are not provided for under existing federal, state and county funding sources, provide the types of
Supports and services needed by all unemployed and under-employed individuals, but not sufficiently
covered by other existing sources; and build indigenous community capacity to provide
comprehensive community--wide employment Services over the long term. The goal of the projects
S to promote the economic self-Sufficiency of residents through a comprehensive system of
employment, training and supportive Services.

designees, to submit and accept, if awarded, a joint proposal with Alameda County for a Child Support
Assurance CSA Demonstration Project award from the State De artment of Social Services.
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMNDATION:
APPROVE and AUTHORIZE the Social Service Director and the District Attorney, or their designees,
to submit a joint proposal to the California Department of Social Services for a four-year Child Support
Assurance Demonstration Project award to serve CalWORKs participants, and to accept the award if
made.
FINANCIAL UVWACT:
No financial impact. Start-up administrative cost increases will be offset by'administrative cost saving
measures in project implementation: a simplified eligibility structure, quarterly rather than monthly
budgeting, and alignment of income reporting forms with reporting for Food Stamps and Medi-Cal.
BACKGROUND/SUMMARY:
The Child Support Assurance Demonstration Project tests the effects of a stable source of child support
on participating CalWORKs families. An alternative to traditional welfare, it also features extended
benefits, strung case management, a child support order to facilitate collections, extended asset
accumulation, and a strung emphasis on employment. In combination with the Non-Custodial Parent
CO-OP Project Demonstration of the State, CSA will provide a continuum of support services leading to
self-sufficiency for Contra Costa County CalWORKs families with a child support order. The program
was successfully modeled in New York with a positive fiscal impact.
CHILDREN'S IMPACT STATEMENT:
CSA will provide a safety net for children by insuring a stable source of child support, and will provide
incentives and supports for custodial and non-custodial parents to mutually contribute to the cost and
work of raising their own children. In this regard, it supports County Outcome 'hildren and Youth

RECOMMENDED ACTION:
Accept and authorize the Health Services Director or his designee (Wendel
Brunner, M.D. ) to execute on behalf of the County, Grant Award Agreement
#28-626 (Grant s980001) from the San Diego State University Foundation, ;in
the amount of $30, 000, for the period September 1, 1998 through May 31,
1999, for the California Bicycle Safety Network - Bicycle Citation
Diversion and Helmet Bank Program.
In accordance with the terms of the Agreement, the County agrees to
indemnify and hold harmless San Diego State University Foundation for any
and all claims arising from or in conjunction with the giant'.
FINANCIAL IMPACT:
Acceptance of this Grant Award Agreement will result in $30, 000 from, the
San Diego State University Foundation. No County funds are required.
BA.CKGROULREASON(S) FOR RECOM�KNDATIQN( )
The Bicycle Citation Diversion and Helmet Bank Program will provide bicycle
helmets for distribution to children of low--income families and train local
law enforcement and community agencies in the implementation of bicycle
citation diversion educational programs. The goal of this program is to
decrease bicycle related injuries by increasing local capacity for bicycle
safety education and helmet use.
San Diego State University Foundation has requested to be held harmless and
indemnified as part of their standard for approval of the Agreement with
the County. Except for funding this Project, San Diego State University
will have no direct involvement in the implementation of this Project'.
Therefore, in the view of County Risk Management this indemnification will
create a minimal potential loss. The Health Services Department desires to
expedite approval of the Agreement as written.
Three certified copies of the Board order should be returned to the
Contracts and Grants Unit .

REASONS FOR RECE?MMATIONS/ ACKGR0UND:
The Partners In Recovery Alliance (PIRA) Project is a voluntary'
alliance of treatment alumni organizations and recovery groups . PIRA' s'
mission is to: '(1) advocate for improved alcohol and drug treatment '
services; (2) promote local , regional and statewide recovery groups; '
and (3) promote empowerment, education, recovery, rehabilitation and ',
socialization to all persons in recovery by developing and maintaining '
consumer-driven/run activities in conjunction with any other group ;
whose mission is to enhance and maintain a high quality of life for all
persons in recovery from alcohol and drug abuse.
Three certified copies of the Hoard Order should be returned to the
Contracts and Grants Unit .
