BACKGROUND/REASON(S) FOR RECOMMENDATION(S); The Study of Neighborhood Change will seek to determine if the quality of;life in three low income neighborhoods improved between 1990 and the year 2000. The study will examine specific cure indicators of improvement, such as increased employment, family stabilization, neighborhood safety and school attendance. It will also look at qualitative measures; i.e., observed changes connected to a variety of program activities implemented through neighborhood service integration, mutual assistance and self help and other neighborhood programs. The objective of this study is to better understand the elements that lead to positive changes within neighborhoods and to improve the ability of public agencies and foundations to use their resources in a cost effective manner. Contra Costa County is acting as the fiscal agent for this study. SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMNDATION: APPROVE and AUTHORIZE the Social Service Director and the District Attorney, or their designees, to submit a joint proposal to the California Department of Social Services for a four-year Child Support Assurance Demonstration Project award to serve CalWORKs participants, and to accept the award if made. FINANCIAL UVWACT: No financial impact. Start-up administrative cost increases will be offset by'administrative cost saving measures in project implementation: a simplified eligibility structure, quarterly rather than monthly budgeting, and alignment of income reporting forms with reporting for Food Stamps and Medi-Cal. BACKGROUND/SUMMARY: The Child Support Assurance Demonstration Project tests the effects of a stable source of child support on participating CalWORKs families. An alternative to traditional welfare, it also features extended benefits, strung case management, a child support order to facilitate collections, extended asset accumulation, and a strung emphasis on employment. In combination with the Non-Custodial Parent CO-OP Project Demonstration of the State, CSA will provide a continuum of support services leading to self-sufficiency for Contra Costa County CalWORKs families with a child support order. The program was successfully modeled in New York with a positive fiscal impact. CHILDREN'S IMPACT STATEMENT: CSA will provide a safety net for children by insuring a stable source of child support, and will provide incentives and supports for custodial and non-custodial parents to mutually contribute to the cost and work of raising their own children. BA.CKGROULREASON(S) FOR RECOM�KNDATIQN( ) The Bicycle Citation Diversion and Helmet Bank Program will provide bicycle helmets for distribution to children of low--income families and train local law enforcement and community agencies in the implementation of bicycle citation diversion educational programs. The goal of this program is to decrease bicycle related injuries by increasing local capacity for bicycle safety education and helmet use. San Diego State University Foundation has requested to be held harmless and indemnified as part of their standard for approval of the Agreement with the County. Except for funding this Project, San Diego State University will have no direct involvement in the implementation of this Project'. Therefore, in the view of County Risk Management this indemnification will create a minimal potential loss. The Health Services Department desires to expedite approval of the Agreement as written.
