REALLOCATE one position of Clerk - Experienced Level to Account Clerk -
Experienced Level in the Auditor•Controllees Department (State funds)
• This action is being requested by the Auditor - Controller to upgrade a clerical
position in the Welfare Unit to Account Clerk in recognition of the incumbent's
increased accounting clerical duties. The employee, Maria Larsen, has been
assigned to the Welfare Unit since 1994 and has assumed duties associated with
maintaining and reconciling the Finance System to the Social Service Payroll and
Expenditure Reports and maintaining and reconciling the Finance System to the
Case Data System. The duties of the position are appropriate for allocation to
Account Clerk - Experienced Level.
• Earlier in 1998, the Auditor's Welfare Unit downgraded a vacant Account Clerk -
Advanced Level position to Clerk- Beginning Level with the understanding that
Larson's position would be evaluated for upgrade to Account Clerk when
appropriate.
• Since the Clerk Beep Class is higher than the Account Clerk Deep Class, this action
is appropriately processed as a reallocation, rather than a reclassification.
• Both Clerk and Account Clerk are represented by AFSCME, Local 2700 which has
no issues with this action.
• All costs associated with this reallocation are reimbursable from State Welfare grant
funds.

ESTABLISH class of Senior Field Tax Collector and ALLOCATE to basic salary
schedule; ADD one full time position, CANCEL one vacant position of Field Tax
Collector,and ABANDON obsolete class of Field Tax Collector Trainee in the Treasurer
Tax- Collector's Department (Budgeted Funds)
• This action is being requested by the County Treasurer Tax-Collector to reorganize
the work of field collection staff assigned to investigate and recover delinquent
unsecured and business license taxes. With the recent retirement of a Field Tax
Collector, the Department wishes to fill the vacancy at a Lead level in order to
Provide direction to other Field Tax Collectors and to assume the more sensitive
and difficult investigative and collections work. The obsolete class of Field Tax
Collector Trainee is not in use, has no authorized positions and is being
abandoned.
• Salary for the new class of Senior Field Tax Collector is set equal to that of
Collections Enforcement Officer 11 in the Family Support Division of the DA's office.
The requirements and duties of the positions are similar.
• All classes involved in this action are assigned to the Investigative Unit of Local
One. Henry Clarke, General Manager, has been contacted regarding this matter
and concurs.
• The additional costs associated with the higher level Lead classification are within
existingbudget allocations for the Tax Collections Division.

RECOMMENDATION:
AUTHORIZE THE DIRECTOR OF HUMAN RESOURCES to execute a contract
agreement with Vision Service Plan for the period January 1, 1999 through December 31, 2000
for the purpose of providing video display terminal (VDT) eye examinations to certain eligible
employees who use a VDT a minimum of two hours per day.
BACKGROUND:
Through agreements with various bargaining units, certain court and management
classifications, it is necessary to execute a contract agreement with the Vision Service Plan in
order to continue providing uninterrupted video display eye examinations to certain eligible
employees.
FISCAL IMPACT:
Program costs depend upon program utilization and are funded by participating County
Departments.
