"W3-CER.E.t1S, Chief Bray has servedfor 25 years as a,poCtce officer, andthirteen years as
a ChieflImanager for the Xensington Police Protection and Community Services District, and
'W'HEREAS, in his capacity as the GeneraCNanager/Chief of Police, Chief Bray
managed the Police Department operations, Parks and Recreationalfacitities and the Sol-ul
Waste Franchise in Xensington; and
V IIEREAS, Chief Bray served three years in the U.S. Army including one, to=ur of duty
in'Vietnam where he received the Bronze Star.Medal and the .,stir NedaC for Heroism;and
"WHTR.EAS, Chief Bray has been instrumental in working with his department and the
community by negotiating wage and benefit contracts for the Police Officer's .Association;
participating as the leadnegotiator in recommending rate andservice increases with the
Xensington solul'waste provider as wellas assisting private schools in the area by he ping
negotiate their lease agreements;and
"W9fERE.tAS, the Chief has been an active participant in community r organizations,
serving as apast member Torr the Xensington/North Berkeley Rotary Cub;a current member
of the El Cerrito Exchange club, the California Police Chiefs andPolrce offr'.cer's Association, as
rtwellas a member of the Contra Costa County Ponce Chiefs .association; and
'W.3fTRE.aS, the Chief has also worked directly with the State Legislators in support of
legislation effecting the law enforcement community as welt'as specialdrstricts;and
-VOW, 7WEREFORE, BE 17' RESO-C VED, that the Board of Supervisors of Contra
Costa County does hereby commendandrecognize the outstanding service that Chief Fames M.
Bray has displayed as a police chief, officer and community representative to and for the
citizens of Xensington; and
BE 11-FV R?rHER RESOL-VED, that the Board of Supervisors does hereby wish Chief
Bray much happiness in his retirement andmuch success in his future endeavors.

Recognizing Kory Lee Kidd
On the Attainment of the Rank of
Eagle Scout
WHEREAS, Kory Kidd is an 18 year old student in his senior year at Liberty Union
High School in Brentwood; and
WHEREAS, Dory has been involved in scouting since the age of 8'and is a member of
Boy Scout Troop 93 in Brentwood; and
WHEREAS, Kory supervised the building of an Angel's Garden at St. Ignatius Church
in Antioch in memory of three children who were members of the church and who recently died
tragically; and
WHEREAS, Kory has worked long and hard to meet the requirements necessary to
achieve the rank of Eagle Scout; and
WHEREAS, Kory was honored at a National Eagle Court of Honor on Sunday,
November 15, 1998.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the
County of Contra Costa, California, does hereby recognize and congratulate Kory Lee Kidd on
attaining the rank of Eagle Scout.

IN THE MATTER OF HONORING
SARGENT LIT'FLEHALE FOR HIS MANY
YEARS OF COMMUNITY AND CLIC SERVICE RESOLUTION NO. 98/589
WHEREAS, SARGE LITTLEHALE has been active in enhancing the integrity and quality of life in the
Orinda community for more than twenty-five years.
WHEREAS, SARGE LITTLEHALE was the Director of the Orinda Association and instrumental in
funding the study for the incorporation of Orinda, and later participated on the Executive Committee to
establish the new boundaries for the City of Orinda.
WHEREAS, SARGE LITTLEHALE was chosen as the 1987 Volunteer of the Year for his dedication,
energy and enthusiasm in community involvement; and
WHEREAS, SARGE LITTLEHALE was a Councilmember for the City of Orinda froml994 to 1998 and
served as Mayor from 1996 to 1997; and
WHEREAS, SARGE LITTLEHALE served as Chairman of the Public Works Assessment Team,the
Public Representative to the Lamorinda Regional Transportation Committee, a member on the
Gateway Advisory Committee, and served as the Chair for the County Transportation Citizens
Advisory Committee where he fought successfully for the 1994 Lamorinda school busing plan.
WHEREAS,SARGE LITTLEHALE has always considered his most important job is being a loving
husband,dedicated father and grandfather.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does
hereby honor and commend
