RECOMMENDATIONS
Accept a report on the proposed San Pablo Dam Road and Camino Pablo Corridor Action Plan,
approve the plan in concept, and authorize staff to forward a comment letter to clarify Actions
proposed in the Corridor Action Plan.
AIS IMPACT
There would be no direct impact on the General Fund, but approval of the Action Plan would
commit budgeting County Road Funds for the Public Warks Department FY 1999-00
departmental budget to prepare a joint roadway alignment study with the City of Richmond
for a section of San Pablo Dam Road, as called for in the Corridor Action Plan. Although a
specific work scope and budget for the San Pablo Dam Road alignment study has not yet been
prepared, it is estimated that the roadway alignment study could cost between $50,000 and
$100,000. It is expected that the City of Richmond would be a financial participant in this joint
study.
BACKGROUND/REASONS FOR RECOMMENDATIONS
A Circulation Draft version of an Action Plan for the San Pablo Dam Road and Camino Pablo
corridor between 1-80 in San Pablo and State Route 24 Freeway in Orinda has been released
for public review and comment. The San Pablo Dam Road and Camino Pablo travel corridor has
been designated as a Route of Regional Significance by the Contra Costa Transportation
Authority, and previous Action Plans prepared by the West Contra Costa Transportation
Advisory Committee (WCCTAC) and Lamorinda addressed the corridor in two separate
sections. This Corridor Action Plan is intended to unify objectives and actions in the existing
WCCTAC and Lamorinda Action Plans.

San Pablo Dam Road and Camino Pablo is one continuous route carrying a significant level of
regional traffic (through traffic) while also providing local access to adjacent neighborhoods
in San Pablo, El Sobrante, Richmond, and Orinda. The attached excerpts from the Corridor
Action Plan explain the plan's vision to improve movement of traffic on San Pablo Dam
Road/Camino Pablo in a manner which will respect the need to maintain local access to
adjacent neighborhoods. Also attached is Table 4 from the Corridor Action Plan which
summarizes the five Traffic Service Objectives and sixteen specific Actions contained in the
draft plan. While all of the draft plan's Actions would be applicable to the County, the
following Actions are noteworthy because they mandate specific action by the County:
Action # 3: Develop an Implementation Program for San Pablo Dam Road between Appian Way
and Castro Ranch Road.
Comment: This Action would require the County and City of Richmond to jointly develop a
revised roadway concept for this section of San Pablo Dam Road in consultation with the
community. It specifically calls for three elements:a)preparation of a roadway alignment study
to review and select a preferred roadway configuration for this section of the corridor; b)
establish consistency in development standards which relate to the provision of sidewalks,
curbs, gutters, driveways, bike lanes, medians, traffic control/calming measures, and bus stops
so as to promote a safer and more friendly environment for pedestrian, transit patrons, and
bicyclists; and c) coordination in the implementation of capital improvement projects for this
section of the corridor. This Action would require the Board of Supervisors to budget funding
in the Public Works Department FY 1999-00 budget to prepare a roadway alignment study.
A specific work scope and budget for the San Pablo Dam Road alignment study will need to
be prepared, but it estimated that the joint roadway alignment study could cost between
$50,000 and $100,000. It is expected that the City of Richmond would be a financial
participant in this joint study. It is also noted that the El Sobrante MAC has recommended that
the southern limit for this Action be extended from Castro Ranch Road to Tri Lane because this
area is subject to development and shares the same access problems (see Exhibit "B").
Action # 4: Minimize the number of street and driveway access points to the extent feasible
on San Pablo Dam Road between Appian Way and EI Portal.
Comment: This Action would require the County and City of Richmond to work together in
reviewing development proposals fronting San Pablo Dam Road to minimize street and
driveway access points by considering and encouraging developers to create shared driveways
andlor frontage roads to consolidate access onto San Pablo Dam Road.
Actions' 95 and #6: Seek grant funding to develop and implement a signalcoordination plan.
Comment: This Action would continue current efforts by the Public Works Department to
adjust, balance, and coordinate timing for the County's maintained signals along San Pablo
Dam Road.
Action #7: Seek grant funding to study: 1) access from side streets; and, 2) intersection
configurations in residential and commercial portions of San Pablo Dam Road and make
recommendations for improvements.
Comment: This Action is aimed at resolving community concerns about wait time for residents
for side street access to San Pablo Dam Road, especially at locations that are not signal
controlled. Grant funds would be used by the County to develop options to improve side street
access. Greater coordination between the County and City of Richmond would be required to
study side street access issues.
Action #1 1: Local jurisdictions to work with transit agencies to resolve transit stop access and
amenity needs as identified by transit agencies.
Comment: This Action would require the County to continue working with transit agencies fAC
Transit) on ways to improve transit stops and amenities (such as bus shelters).

Action #14: Add and coordinate signals in the commercial core for side street, business, and
pedestrian access.
Comment: This Action would require the County to consider the addition of new signals and
pedestrian crosswalks in a four-block section along San Pablo Dam Road be El Portal and
Appian Way, considered as the commercial core of El Sobrante.
/action 15: Improve and/or add sidewalks and/or pedestrian pathways along San Pablo Dam
Road.
Comment: The sidewalks along San Pablo Dam Road are discontinuous and vary in condition
where they exist. Action #15, which is aimed at improving pedestrian access, safety, and
comfort, would require the County to seek funding to close gaps in sidewalks or build asphalt
pathways, and to condition new development fronting San Pablo Dam Road to provide
necessary frontage improvements, such as sidewalks, curb, and gutters.
Action X16: Install, where appropriate, bicycle lanes as part of roadway improvements in the
corridor.
Comment: San Pablo Dam Road is a popular route for bicyclists. The shoulder area in many
locations along San Pablo Dam Read used by bicyclists varies in width and condition. This
Action would require the County to include bicycle lanes, where appropriate, as part of future
roadway improvements for San Pablo Dam Road.
The Actions described above are intended to support implementation of the plan's Traffic
Service Objectives (TSOs). The Corridor Action Plan proposes replacing the use of Level of
Service TSOs with a TSO based on a delay index for the corridor. The delay index is the ratio
of congested travel time to free-flow travel time in the corridor. The congested travel time in
the corridor is measured during the AM and PM peak hours, and free-flow travel is urrd_
off-peak, ideally in the middle of the day. The Corridor Action Plan establishes a delay index
at 2.0. This means that the Traffic Service Objective would be violated if the delay index
exceeds 2.0. An estimate of the future delay index for both travel directions based on Year
2010 conditions indicates that the delay index for the corridor will remain below 2.0. The delay
index is recommended as a TSO because it accounts for already congested conditions at
intersections along the corridor.
The Transportation Committee notes that the draft Corridor Action Plan has been prepared
with extensive input from El Sobrante community groups and other public
agencies/jurisdictions, and that this document represents a consensus among these parties on
an appropriate set of TSOs and Actions to address issues in the San Pablo Dam Road-Camino
Pablo corridor.
The Transportation Committee recommends the Board of Supervisors approve the draft
Corridor Action Plan in concept, and further, authorize staff to forward a comment letter on
the draft Corridor Action Plan for the purpose of clarifying certain proposed Actions that
directly affect the County (see Exhibit "C")
CONSEQUENCES QF NEGATIVE CTION
Failure to approve the Action Plan could have negative consequences for the County's
annual allocation Measure C la cent transportation sales tax 18% Return-to-Source funds.
If the County decides not to approve the Corridor Action Plan, the Contra !Costa
Transportation Authority could determine that the County is out of compliance with
Measure C's Growth Management requirements which are a condition for receiving the
18% Return-to-Source funds.

1. Introduction
The purpose of this report is to present an Action Plan for San Pablo Dam Road and Camino
Pablo between the I-80 Freeway in San Pablo and the State Route 24 Freeway in Orinda(see
Figure 1). Since previous plans addressed the corridor as two separate sections,this Corridor
Pian is intended to unify objectives and actions in the existing West County and Lamorinda
Actions Plans.
The El Sobrante community is seeking additional studies and plans of the area. When
updated pians for El Sobrante are complete,this Action Plan for San Pablo Darn Read and
Camino Pablo will be updated,if needed. An appendix of this Action Plan presents the
background on the one-way couplet proposal for San Pablo Dam Road in El Sobrante.
The West Contra Costa Transportation Advisory Committee(WCCTAC)adopted an Action
Pian for the portion of San Pablo Darn Road between Bear Creek Road and San Pablo
Avenue in December 1994. The West County Action Plan recommends Traffic Service
Objectives(TSO's)and Actions for San Pablo Dam Road.
The Lamorinda Project Management Committee(LPMC)adopted the Lamorinda Action
Plan in February 1994,which contained an Action Plan for San Pablo Liam Road between
Castro Ranch Road and Bear Creek Road. Camino Pablo,between Bear Creek Road and
State Route 24, was not a designated route of regional significance at this time.
In 1995 as part of the Countywide Comprehensive Transportation Plan,the Contagia Costa
Transportation Authority adopted the entire length of San Pablo Dam Road and Camino
Pablo between I-80 Freeway and State Route 24 Freeway as a route of regional significance.
At that time,the CCTA prescribed WCCTAC and LPMC work to consolidate their
respective TSO's and Actions for San Pablo Darn Road and Camino Pablo into a unified and
focused corridor-level Action Plan.
The report presents a unified Action Plan for the entire route of San Pablo Dam Road and
Camino Pablo,combining,extending,and updating the objectives and actions of the previous
action plans for this corridor.
Vision and Goals
San Pablo Dam Road and Camino Pablo are together a route of regional significance carrying
significant amounts of regional traffic while also providing local access to surrounding land
uses in El Sobrante,Richmond, San Pablo, and Orinds. The route acts as both an arterial and
a collector. This tension between the two functions of San Pablo Barn Road and Camino
Pablo lies behind the traffic service objectives and actions proposed. The primary goal of
this Corridor Action Plan is to balance these two functions by preserving local access against
the pressures of increased through traffic,and preserving regional connectivity against the
pressures of local access needs.

The West County Action Plan sets a vision of improved quality of life resulting from a
comprehensive transportation planning effort guided by mass transit,economic development,
balanced land use,and urban design. The vision for this Corridor Plan is derived from that
vision,but focuses on the San Pablo Dam Road/Camino Pablo corridor specifically.
Similar to the West County Action Plan, the primary goals are to facilitate and encourage the
use of mass transit and other alternative transportation such as ridesharing,promote
economic development,and improve environmental quality. The Corridor Plan also
emphasizes the need to consider pedestrian and bicycle access and safety along the corridor.
This plan sets out to improve circulation on the San Pablo Dam Road/Camino Pablo corridor
between I-80 and SR 24,which is designated as a regional route,with sensitivity to the
adjacent land uses. The traffic service objectives and actions recommended in this Corridor
Plan support and are guided by the following principles: }

1. Only limited capacity increases for single-occupant vehicles are possible or advisable.
2. Actions should favor transit and HOV.
3. Efficiency improvements,especially those that help side street traffic and buses,are
important.
Relationship to West County and Lamorinda Action Plans
This Corridor Plan is not intended as a stand-alone document,rather this plan augments the
previous work conducted as part of the West County and Lamorinda Action Plans. Several
policy and procedural requirements were included as part of the previous Action Plans and
are included by reference. The recommended Traffic Service Objectives and actions in this
Corridor Plan will be incorporated into the West County and Lamorinda Action Plans and,
later, into the Countywide Comprehensive Transportation Plan(CCTP.)
The local jurisdictions must still meet the various program requirements and commitments
described in each subarea Action Plan as well as those contained in the,Countywide
Comprehensive Transportation Plan.
Action Pian Development
This Action Plan was developed in several steps.
First,existing conditions were documented by developing traffic volumes for all of the
signalized intersections. Some traffic counts were available from Contra Costa County, and
several traffic counts were performed as part of this study,but some intersection volumes had
to be estimated. Supplemental traffic counts were done at three locations in the corridor in
Spring 1998. An important observation of the review of existing conditions was the
discovery of an apparent downward trend in peak hour traffic volumes over the past six
years. Detailed discussion of this issue can be found in Chapter 2 -Existing Conditions.
Finally, field visits were conducted,and a photo log of the study intersections was prepared.

Second, WCCTAC and Central County model forecasts were reviewed and reconciled. The
purpose of this step was to determine which tool was the best on to use in this study. Chapter
3 (Future Conditions)describes the model reconciliation process in detail.
Third,traffic modeling was performed, and the forecasts were manually adjusted to reflect
realistic traffic patterns. Part of the manual adjustment process was to compare the new
forecasts to existing traffic data and past forecasts. Level of service was then evaluated for
existing and future conditions to identify areas of congestion. As part of the future traffic
analysis,a special model run was performed to determine the origins and destinations of
projected traffic on Camino Pablo,just south of the Bear Creek-Wildcat Canyon intersection.
As expected,a significant percentage of trips either originate beyond the northern end of the
corridor,are bound for destinations beyond the southern/eastern end of the corridor,or both.
Fourth, once the traffic data and analysis was complete,past studies were reviewed to
evaluate the current applicability of recommendations made therein.
The final steps were to meet with representatives of the El Sobrante community,',hold a
public work shop,and meet with staff from CCTA, WCCTAC, Orinda, Contra Costa County,
Pinole,Richmond, and San Pablo to develop and discuss potential traffic service objectives
and actions to achieve these objectives.
Approval Process
This Corridor Plan is subject to the approval of the West Contra Costa Transportation
Advisory Committee (WCCTAC)and the Lamorinda Project Management Committee
(LPMC). WCCTAC includes representation from the Cities of Richmond, San Pablo, El
Cerrito, Hercules, and Pinole, unincorporated Contra Costa County, BART, AC Transit, and
WestCAT. The LPMC represents the Cities of Lafayette and Orinda, the Town of Moraga
and unincorporated Contra Costa County. The Corridor Plan is also subject to the approval of
the Contra Costa Transportation Authority as part of the next update to the Countywide
Comprehensive Transportation Plan. Once included in the Countywide Comprehensive
Transportation Plan,the Traffic Service Objectives and related actions in the Action Plan
become compliance requirements for local jurisdictions seeking 19$8 Measure C'return-to-
source funds.
Summary of Recommendations

This Action Plan replaces the Traffic Service Objectives of the previous action plans with the
following TSO's:

A. The ratio of the peak hour travel time to the off-peak travel time(the delay index) ;
should be no greater than 2.0 by the year 2005.
l The defy index is computed as follows: If it takes 30 minutes during the commute hour to get from I-80 to Route 24
using San Pablo Dam Road and Camino,Pablo,and if it takes only 15 minutes during the middle of the day,then the
delay index is 30!15=2.00.

B. The maximum wait time for drivers on side streets wishing to access San Pablo Dam
Road or Camino Pablo should be no greater than one signal cycle by the year 2005.
C. The average vehicle occupancy should be increased as much as possible,with an
initial goal of achieving 1.30 by the year 2005.
D. The average bus ridership for the bus lines in the corridor should be increased as
much as possible,with an initial goal of achieving a 10% increase to 3,000 average
weekday daily riders by the year 2005.
E. Provide facilities to improve pedestrian and bicycle access with related safety
enhancements along the corridor by the year 2005.
The recommended actions to achieve these TSO's are:
1. Prepare letters of support to Caltrans,Alameda County Congestion Management Agency
(ALMA), Contra Costa Transportation Authority(CCTA), and Metropolitan
Transportation Commission(MTC) for continued improvement of high occupancy
vehicle (HOV)and transit capacity in I-80 corridor to reduce traffic pressure on San
Pablo Dam Road and Camino Pablo.
2. Seek Caltrans, MTC,and CCTA approval and funding for cost-effective improvements
for the I-80/San Pablo Dam Road interchange.
3. Develop an implementation Program for San Pablo Dam Road between Appian Way,and
Castro Ranch Road.
4. Minimize the number of new street and driveway access points to the extent feasible;on
San Pablo Dam Road between Appian Way and El Portal.
5. Seek grant funding to develop and implement signal coordination plan for 1) Camino
Pablo between Miner Road and Brookwood and 2) San Pablo Ilam Road.
6. Seek grant funding to develop a signal coordination plan for Camino Pablo between Bear
Creek Road and Ardilla Road that reduces blockage of side street access by through ,
vehicles without significantly increasing the capacity for through vehicles. All other
locations on San Pablo Dam Road meet this TSO,but seek similar funding for other
projects on San Pablo Dam Road, if appropriate.
7. Seek grant funding to study 1)access from side streets and 2)intersection configurations
in the residential and commercial portions on San Pablo Dam Road and make
recommendations for improvements.
8. Continue promotion of ridesharing activities in the area through the WCCTAC
Transportation Systems Management(TSM)program.
9. Seek Measure"C"funding of HOV facility needs study for San Pablo Dam Road and
Camino Pablo Corridor. The study would look at the need for, feasibility, and cost of
installing additional park and ride lots and HOV bypass lanes at critical congestion points
in the corridor.

10. Maintain and improve Lamorinda school bus program service to Wagner Ranch School.
11. Work with the West Contra Costa Unified School District to evaluate school bus service
in Richmond, San Pablo,the El Sobrante Valley, and Pinole.
12. Local jurisdictions to work with transit agencies to resolve transit stop access and
amenity needs as identified by the transit agencies.
13. Work with AC Transit, BART,County Connection,WestCAT, and MTC to explore
feasibility of service re-organization in San Pablo Dam Road.and Camino Pablo corridor
and develop recommendations to increase frequency and connectivity of bus service for
people traveling between City of Richmond, San.Pablo, El Sobrante, Pinole and Ur nda.
Request annual reports from transit operators to WCCTAC and SWAT on their activities
related to this action. Seek additional funds for public transit.
14. Add and coordinate signals in the commercial core of El Sobrante'for side street,
business,and pedestrian access and evaluate further pedestrian enhancements such as
additional pedestrian.crosswalks.
15. Improve and/or add sidewalks and/or pedestrian pathways along San Pablo Dam Road.
16. Install, where appropriate, bike lanes as part of future roadway improvements in the
corridor.
The individual agencies responsible for these actions are identified in Section 5.
It was also concluded that some of the actions recommended in past studies(such as the West
County Action Plan,the SWAT Action Plan, and the County General Plan)are no longer
needed. Most of these recommendations were to provide significant capacity increases on
San Pablo Daze Road between Barranca and Appian Way. This additional capacity no longer
appears to be needed to serve the projected ABAG 2010 land use or the City of Richmond
General Plan land use.

5. Actions
This section of the report presents the recommended actions for accomplishing the above identified
Traffic Service Objectives. The recommended actions are highlighted in Table 4.

Action Plan
Dear Ms. Hogeboom:
The Circulation Draft San Pablo Dam Road-Camino Pablo Corridor Action Plan was reviewed by the
Board of Supervisors'Transportation Committee,on November 16, 1998,and once again by the full
Board of Supervisors,on December 1, 1998,at which time they approved the plan in concept.A copy of
the 12/1/98 Board Report on the San Pablo Dam Road-Camino Pablo Corridor Action Plan is attached for
your records.
In their review of the Corridor Action Plan on 1211/98,the Board authorized staff to forward the
following comments to clarify certain proposed Actions that directly affect the County:
1. The Board of Supervisors support A i n#3 which requires the County and City of Richmond to
jointly develop a revised roadway concept for the section of San Pablo Dam Road between
Appian Way and Castro Ranch Road. Once the Corridor Action Plan is adapted,the Board is
committed to allocate funds for FY 1999-00 to prepare a roadway alignment study following
discussions and an agreement with the City of Richmond on the work scope and budget for this
joint study.
2. We have received notice from the El Sobrante Municipal Advisory Committee of their 11/9/98
letter to WCCTAC requesting that the southern limit for Action#3 be extended from Castro
Ranch Road to Tri Lane.The Board concurs with the El Sobrante MAC that the southern limit
should be extended to Tri Lane because this area is subject to future development and it shares
the same access problems with other areas along San Pablo Dam Road.

We have reviewed the Circulation Draft for the"Corridor Action Plan for San Pablo
Dam Road and Camino Pablo," dated October 23, 1998. Although it includes most of
the items discussed with you, we have this further suggestion:
In both Table 4 -A-3 (page 28) and the "Capital Improvement Program" (page 32) the
portion of the San Pablo Dam Road between Appian Way and Castro Ranch Road is
designated for an implementation program, a roadway alignment study, and capital
improvements. E I Sobrante urges that the plan extend this length to the southern
intersection with Tri Lane. Because the portion of the San Pablo Dam Road between
Castro Ranch Road and Tri Lane is currently subject to development, and because its
problems are essentially the same as those on the stretch to the west we believe that
the plan must address its improvement. Concerns regarding funding of these programs
may suggest that completion of this extension be staged to allow the first portion to be
completed as soon as possible.
