SUBJECT: Report on Proposed Route 239 Interregional Corridor Study

RECQMMENDATIONS
Accept a report on proposed Route 239 Interregional Corridor Study, and authorize the Chair
to submit a letter to Caltrans in support of the study.

BACKGROUND/REASONS EOR RECOMMENDATIONS
The Route 239 Corridor is designated on the State Highway Route System as route that would
roughly parallel Byron Highway/J-4 to provide a direct connection from Route 4 in Brentwood
to Interstate 205 near Tracy. Staff from the Caltrans District 4 Office in Oakland has
submitted a grant funding request to Caltrans HCl in Sacramento to conduct a planning study
which would lead to the adoption of a route alignment and design concept for this un-
constructed route in the State Highway Route System. Caltrans District 4 staff is seeking
support from local jurisdictions for this corridor study. The TransportationCommittee notes
that the Route 239 corridor has been identified in previous studies as a potential alternate to
1-580 as a truck route between the Bay Area and the Central Valley and the 1-5 Corridor. Also,
improving the transportation link from communities in eastern Contra Costa County to the
Central Valley and 1-5 Corridor has been identified as a key to promoting job development in
the East County area. The Transportation Committee therefore recommends that the Board
authorize the Chair to submit the attached letter {listed as Exhibit "A") to Caltrans HO in
support of this corridor study.

Subject; Support for the.proposed Route 239 Interregional Corridor Study
Dear Mr. Hendrix:
On behalf of the Contra Costa County Board of Supervisors, I am writing in support of a
proposal to prepare the Route 239 Interregional Corridor Study as recommended in a State
Planning and Research{SPR}funding grant application recently submitted by the Transportation
Planning Section,Caltrans, District 4 Office.
The Route 239 Corridor is an un-constructed State Route which is intended to connect Route 4
from Brentwood, California to Interstate 205 near Tracy, California. This new route would
provide a direct connection between the growing communities in eastern Contra County and San
Joaquin County and rest of the Central Valley.
We believe that Route 239 is of statewide importance because it could improve freight and goads
movement between the northern half of the Bay Area and the 1-5 Corridor. The I-5 Corridor is
an internationally significant freight and goods movement corridor,running north-south from the
Canadian border to the Mexican border that links Washington,Oregon,and California. Tracy has
now emerged as a vital gateway for the Bay Area to the I-5 Corridor,and it functions as a key
goods distribution center for the Bay Area and Northern California. Interstate 5801205 is
currently the most direct truck route between the Bay Area,Tracy,and the I-5 Corridor,but
travel demand forecasts predict worsening conditions of congestion and delay in this corridor.

Route 239 Interregional Corridor Study (MIS)
Description
The Route 239 corridor is an un-constructed State Route between from Route 4 in
Brentwood to Interstate 205 in Tracy. It provides a connection between Contra Costa
County and San Joaquin County for interregional, freight and commute movement. This
corridor provides the opportunity to facilitate greater interregional mobility between the
Bay Area and the Central Valley without impacting the severely congested I-580 Corridor.
The need for improvements in this corridor was identified in the Altamont Pass
Interregional Corridor Study and the Route 4 Corridor Study.
This study will identify transportation problems, explore various solutions and arrive at
the most effective proposal for meeting the mobility needs of people and businesses in this
corridor and the State. The study will consider both long term capacity expansion and
shorter term operational improvements. A critical feature of the study will be an attempt
to reach consensus among the various interest in this corridor. The various partners
would form an advisory committee and a consultant will be utilized to conduct the
analysis to evaluate multimodal alternatives for improvement to the Route 239 Corridor
and achieve consensus on the design concept and scope of an improvement project.
The study will be conducted in close partnership with District 10, Contra Costa County
Transportation Authority, San Joaquin County Council of Governments, the Metropolitan
Transportation Commission and the cities of Tracy and Brentwood.
In addition, the input of other partners will be pursued including:

Objectives
The objectives of the study would be:
• To reach consensus on a action plan for improving the corridor including the
development of a project for potential inclusion in Interregional Improvement
Program (IIP).
• Provide an opportunity for public involvement.
• To identify and analyze environmental issues.
• To develop information that could be utilized in producing a route adoption analysis
and/or a Project Study Report (PSR) for a potential project.
• To reach consensus on an ultimate concept for the corridor.
Cost
$195,000 State Planning and Research Grant
Activities
Collect information from existing studies/reports, determine additional information
needs, collect needed information, produce investigation of possible solutions, evaluate
solutions, reach consensus on project scope with the aid of a public forum, refine design of
proposed solution (rough alignment, facility type, services frequency, et cetera), and
produce final report.
