APPROVE and AUTHORIZE Director of Social Service, or designee, to contract with Ms.Elaine Burris
and Ms. Grace Schmidt for consultant and technical assistant services to the Social Service Department
Contracts/Grants Unit, both for the period December 1, 1998 through November 30, 1999, in the
amount of$62,400 each.

These are budgeted amounts which are Social Service Department administrative support activities
funded 80 % State and Federal, 20% County.

The expanded extent and complexity of inter-agency service agreements, contracts, memorandums of
understandings, grants and proposals under new block funding for Social Service Department programs,
requires an expanded and more technically skilled staffing of the administrative unit providing these
services.

This is part of the Social Service Department's Administrative Claim and therefore approximately
20% County cost.

The Social Service Department client community includes marry non-english speaking people
whose primary languages include such divergence as Koran, Laotian, Tagalog, Russian, Tarsi,
Afgahni, Vietnamese, Sign, etc. For those clients whose language needs cannot be met by staff,
the Social Service Department contracts for on site and on-call translation and interpreter services
to provide the necessary communications for the conduct of business, and meet Civil Rights re-
quirements of the California Department of Social Service, Manual Section 21-125. The services
provided by these contractors have been under study by the Human Resources Department for
over a year with the intent to evaluate how they may be best included in the County classification
system.

with Families First, Inc., for Interim Crisis Residential Placement Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. APPROVE and AUTHORIZE the Social Service Director, or his designee, to execute a
contract with Families First, Inc., for the provision of interim crisis residential placement
services for the period of July 1, 1998, through December 31, 1998, in an amount not to
exceed $ 172,400.00.
2. APPROVE and AUTHORIZE the Auditor-Controller's Office to make payment against
the demand for payment for July, August and September in the amount of$46,000.00
submitted by the Social Service Department on behalf of Families First, Inc.
FINANCIAL IMPACT
The funding for this contract is 100' County money.
CHILDREN'S IMPACT STATEMENT
The crisis residential placement services for emotionally disturbed children supports four of the
County's five community outcomes: a) Children Deady for and Succeeding in School; b)
Children and Youth Preparing for Productive Adulthood; c) Families that are Safe, Stable and
Nurturing; and d) Communities that are Safe and Provide a High Quality of Life for Children
and. Families.
BACKGROUND
The Oak Grove Crisis Residential Program was opened in 1995 as a collaborative effort
between Families First, Inc. (FF); the Contra Costa County Health Services Department,
Mental Health Division; and the Contra Costa County Social Service Department, Children's
Welfare Division(SSD) in order to serve seriously emotionally disturbed youth who were
residents of the County.

In the spring of 1998, the Health Services Department informed the parties that it would no
longer be utilizing the facility and would be terminating the contract. However, until
alternative resources are available after January 1, 1999, the SSD needs to continue utilizing
the Oak Grove Facility for crisis residential placement services.
The SSD does not anticipate that the costs incurred under the resulting contract will, in fact, be
as high as the projected total possible cost.

II. FINANCIAL IMPACT:
These contracts are funded through the U.S. Department of Health and Human Services,
Administration for Children and Families (AFC). No additional County funding is required.
III. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are
Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, health, and social services, along with a
strong parent involvement focus, to low-income children throughout Contra Costa County. The
overall goal of the program is to bring about a greater degree of social competence in preschool
children from low-income families.
III. REASUN-S FOR RECQMMENDATIQN-S/BACKGROUND:
On December 16, 1997, the Board of Supervisors authorized the Community Services Director to
execute standard contracts with Family Child Care Providers across Contra Costa County. This
was done as part of the Head Start expansion program to initiate full day services. Services are
provided through a combination of Family Child Care and center-based programs.
Approval of these contracts will allow the Contra Costa Head Start program to serve up to sixty-
five (65) additional children in a full-day, full-year setting.

$300,000) to the Ashman Company for furnishings, equipment, and supplies, currently located at
the former Los Medanos Community Hospital and available for public auction.

The County has leased the Los Medanos Community Hospital facility. All furnishing, fixtures, and
equipment are available for sale. The Health Services Department would like the opportunity to
purchase usable furnishings and equipment at public auction for department use.
