FISCAL IMPACT This Contract is funded 100% by State funds BACKGRQMM1REAS0(S) FOR RECOMMENDATION($ Can June 23, 1998, the Board of Supervisors approved Contract #22-624-3 with Nicholas Carr, for the period from Jane 1, 1998 through May 31, 1999, to provide consultation and technical assistance to the Department with regard to the Bicycle Head Injury Prevention Project . Approval of Contract Amendment Agreement ##22-624-4 will allow the Contractor to provide additional hours of service and extend the tern of the agreement through June 30, 1999 . FISCAL IMPACT Funding for this Contract is included in the Health Services; Department budget. BACKG} OLMM TREASON(S) FC}R REC{}b�ATIt N(S) In February 1998, the County Administrator approved and the Purchasing Services Manager executed Contract ; #26-327 with Healthcare Financial ,Staffing, for the period from December 1, 1997 through May 31, 1998 to provide temporary staff to provide '' admitting, billing, and collection services for the registration ' desks at Contra Costa Regional Medical Center. Services were requested and provided beyond the payment limit and by the end. of May, 1998, charges of $53, 893 .57 had been incurred, of which $25, 000 has been paid and $28, 893 . 57 remains outstanding. The services were both requested by County staff and provided by the Contractor in good faith. Because of administrative oversight by both the County and. Contractor, use of the Contractor' s services exceeded the authorized limits. The Department is requesting that the amount due to the Contractor be paid. This can 'be accomplished by the Board of Supervisors ratifying the , actions of the County employees in obtaining provision of services of s value in excess of the contract payment limit . This will create a valid obligation on the part of the County, retroactively authorizing all payments `` made by the Auditor-Controller up to now, and authorizing payment of the balance. The Center is a vital community hub, providing unemployed and underemployed Bay Point residents with access to computers, business equipment, resume assistance and information about employment and job-related resources. BACKGROUNDIRE&5ON(S-) R C ' M AT N The North Richmond Employment Collaborative is an employment collaborative, comprised of the Contra Costa County Service Integration Program, community residents and a number of public and private agencies, all striving to increase the economic self-sufficiency of North Richmond and "Old Town" residents. Through this contract, Rubicon Programs, Inc., will provide a range of services to unemployed and underemployed residents of North Richmond and "Old Town", with the goal of helping these individuals obtain and maintain employment. The partnership embodied in this contract will draw upon the strengths of Rubicon Programs, Inc., the Contra Costa Service Integration Program and other local service providers to put forth a seamless system of employment services for the North Richmond and "Old Town" communities. No County funds are involved. CHILDREN'S IMPACT STATEMENT: The project is directly applicable to three community outcomes identified in the Contra Costa County Children's Report card: Families that are Economically Self-Sufficient; Families that are Safe, Stable and Nurturing; and Communities that are Safe and Provide High. Quality of Life for Children and Families. BACKGROUND: On August 4, 1998, the Board approved the 1998/99 County Plan for Refugee Services and autho- rized issuance of a Request for Interest (RFI) for Refugee Employment Social Services (RESS) programs based upon a preliminary KESS allocation of$83,860 from the Federal Office of Refu- gee Resettlement (ORR). The RFI process was completed in September and contractors were selected. On October 13, 1998, the final KESS allocation was received indicating that the County would receive an additional $28,829 in KESS funds. The Contra Costa County Social Service Department may claim up to 15% of the RESS grant to cover its administrative costs.
