Approve and authorize the Health Services Director or his designee (Donna. Wigand) to
execute on behalf of the County, Novation Contract #24-925-1 with Lincoln Child Center
in the amount of $102,800, for the period from July 1, 1998 through June 30, 1999, to
provide school and community based mental health services for Medi-Cal eligible children
and families enrolled in the Early and Periodic Screening, Diagnosis, and Treatment
(EPSDT) Program. This Contract includes an automatic six-month contract extension
through December 31, 1999, in the amount of $51,400.
FISCAL WALT:
This Contract is funded 51% by Federal FFP Medi-Cal Funds and 49% by State EPSDT Funds.
No County funds are required.

This EPSDT Mental Health Services Contract will support the following Board of
Supervisors` community outcomes: Children ready for and succeeding; in school; Families
that are safe, stable, and nurturing; and Communities that are safe and provide a high
quality of life for children and families. Expected program outcomes are: Increase and
maintain school attendance as measured by school records; Increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment
Scale (CAFAS); Increase in family satisfaction as measured by the Parent Satisfaction
Survey; and Decrease in out-of-home placements as measured by mental health and social
services statistics.

On February 10, 1998, the Board of Supervisors approved Contract #24-925 with Lincoln
Child Center for provision of school and community based mental health services,
including: assessments; individual, group, and family therapy; medication support; case
management; outreach; and crisis intervention services to elementary-aged children and
their families enrolled in the EPSDT Program in East County, for the period from January
1, 1998 through June 30, 1998, which included a six-month automatic extension through
December 31, 1998.
Approval of Novation Contract #24-925-1 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 1999.

period from July 1, 1998 through June 30, 1999, with a payment limit
of $75,005, to provide a self--help program for the Contra Costa
Network of Mental Health Clients, operate the Centra Costa Community
Center and continue the Consumer/Community Support Worker Project.

On June 24, 1997, the Board of Supervisors approved Contract
#24-360-13 (as amended by Administrative Amendment Agreement
#24-360-14) with Mental Health Consumer Concerns< the period from
July 1, 1997 through June 30, 1998, to provide a self--help program
for the Contra Costa Network of Mental. Health Clients, operate the
Contra. Costa Community Center and continue the Consumer/Community
Support Worker Project.

for residential substance abuse treatment for County clients
referred through the Bay Area Service Network (BASH) Project. This
Contract includes a six-month automatic extension through December
31, 1999, in the amount of $99,375.

Area Service Network (BASH) Project.

Contract 124-640--8 (as amended by Contract Amendment Agreement
#24-640-9) with Bi-B+ett Corporation for the period from July 1, 1997
through June 30, 1998, which included a six-month automatic
extension through December 31, 1998.
Novation Contract #24.640•-10 replaces the automatic extension under
the prior Contract and allows the Contractor to continue providing
services through June 30, 1999.

Approve and authorize the Health Services Director, or his designee
(Donna Wigand, L.C.S.W. ) to execute on behalfof the County,
Novation Contract #24-312-20 with Asian Community Mental Health
Services, Inc. , for the period from July 1, 1998 through June 30,
1999, in the amount of $30,991, for provision of mental health
program services for mentally disturbed Southeast Asian refugees in
West County.
This Contract is funded 100 by County/Realignment.

This Contractor supplies trained mental health workers to provide
bilingual/bicultural interpretation and language translation
services* non-therapeutic counseling; and information, referral, and
advocacy services for Southeast Asian refugees to assist the
County's Mental Health staff in providing services to this client
population at the West County Community Mental Health Center.
On June 24, 1997, the Board of Supervisors approved Contract
#24..312-18 with Asian Community Mental Health Services, Inc. for the
period from July 1, 1997 through June 30, 1998 (as amended by
Administrative Amendment Agreement 124-31.2-19 which included an
automatic six-month extension through December 31, ' 1998) .
Novation Contract #24-312-20 replaces the automatic six-month
extension under the prier Contract, and allows the Contractor to
continue providing services through June 30, 1999.

Services Manager executed Contract 124-948 with the New Connections,
for the period from May 1, 1998 through October 31, 1998 for the

Approval of Contract #24-948-1 will allow the Contractor to continue
providing services through June 30, 1999.
