RECC7MMENbED ACTION: Approve and authorize the Health Services Director, or his designee (Donna Wigand) , to execute on behalf of the County, Contract #24-949-25 with Candace Kunz, M.F.C.C. , for the period from June 1, 1998 through June 30, 1999, to provide Medi-Cal mental health specialty services, to be paid in accordance with the; rates set forth in the attached fee schedule. II . FINANCIAL IMPACT: This Contract is funded by State and Federal FFP Medi-Cal Funds. III . REASONS FOR RECbMMENPATICJNS IBACKGRC1tlXD On January 14, 1997, the Board of Supervisors adapted Resolution #97/17, authorizing the Health Services Director or his designee (DonnaWigand., LCSW) to contract with the State Department of Mental. Health to assume responsibility for Medi-Cal specialty mental health services as of July 1, 1997 . The implementation date has since been changed to April 1, 1998 . Responsibility for outpatient specialty mental health services involves contracts with individual, group and organizational providers to deliver these services . Retroactive Payment to Lincoln Child Center SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECO ATION(S Ratify purchase of services from Lincoln Child Center for the period. from January 1, 1998 through June 30, 1998, and authorize the County Auditor,-Controller to pay the $17, 780 outstanding balance for the provision of day treatment services for a Seriously Emotionally Disturbed (SETS) adolescent in the AB3632 Program. Fl OgAL IMPACT: This Contract is 100% County Mental Health Realignment funded. BACKORgUND/REASON(S) FOR RECO ATj0N(S) . In March, 1998, the County Administrator approved and the Purchasing Services Manager executed. Contract #24-833-1 with Lincoln Child Center for the period. from January 1 , 1998 through', June 30, 1998, to provide day treatment services for a Seriously Emotionally' Disturbed (SED) adolescent in the AB3632 program. Day treatment services were requested and provided beyond the payment limit and by the end of June 30 1998, charges of $29, 568' had been incurred, of which $11, 788 had been paid and $1.7, 780' remains outstanding. Services were both requested by County staff and provided by the: Contractor in good faith. Because of an administrative oversight ' by bath the County and Contractor, use of the ,Contractor' s' services exceeded the authorized limits. The Department is requesting that the amount due to the Contractor'> be paid. This can be accomplished by the Beard of Supervisors' ratifying the actions of the County employees in obtaining'; provisions of a value in excess of the contract ;payment limit . This will create a valid obligation on the part of the County, retroactively ' authorizing all payments made by the Auditor- Controller up to now, and authorizing payment of the balance. FIN MCIAL OR ACT This is a non.-financial agreement . REASQ S FOR REC0MMENnAT1QWS/EACXgR0U=: Under the National organ and Tissue Donation initiative, hospitals must notify, an organ procurement organization of all deaths that occur in the hospital . In addition, hospitals must have agreements with organ transplant centers, tissue and eye banks to cooperate in the retrieval, processing, preservation, storage and distribution of organ and tissue donations . This is to ensure that all usable organs, tissues and corneas are procured from potential donors . The California. Transplant Donor Network provides 24-hour organ procurement services which include, on-site assessment and evaluation of each potential organ donor for medical suitability ; a skilled and sensitive approach to each family regarding the option to consider donation; appropriate clinical management of the potential donor to ensureoptimum ' organ viability, and organ allocation consistent with national policy. Approval of this Agreement will allow the Department to meet the new requirements for participation in Medicare and Medicaid programs, provide broader access to various organs and tissues, needed by surgeons and patients, and ultimately streamline the donation process. Supervised field work experience for students is considered to be an integral ,part of both the educational and professional preparation. Contra. Costa Regional. Medical. Center and Contra Costa Health Centers can provide the requisite field education, while at the same time, taking advantage of the students' services to ,patients. Approval of this Unpaid Student Training Agreement #26-349 will provide supervised clinical experience for students enrolled at the University of Miami 'through August 31, 2002 . BACKGROUND/REASON{S) FAR RECOMMENDATION(S) : On December 19, 1995, the Board of Supervisors approved Unpaid Student Training Agreement #26-212-4 with Pittsburg Unified School District--Adult Education Center, for the period from November 1, 1995 through October 31, 1998 . The purpose of this agreement is to provide nursing students with the opportunity ,to integrate academic knowledge with application skills and attitudes at progressively higher levels of performance requirements and responsibility. Supervised field work experience in n.ursing' is considered to be an integral part of both the educational and professional preparation., As a teaching hospital, Contra Costa Regional Medical Center can provide the requisite field education, while at the' same time taking advantage of the students' services to County's patients. Approval of Unpaid Student Training Agreement #26-212-5 will provide supervised clinical experience for students enrolled at the Pittsburg Unified School District--Adult Education Center through October 31, 2001 .
