BACKGROUND: In 1991, legislation (SB 843) was introduced to allow Animal Control Officers the option of becoming members of Safety Retirement. The legislation did not pass at that time. Local 1 is planning to sponsor similar legislation in 1999. Local 1's lobbyist has asked what the Board's position would be on that legislation. Staff has discussed the general framework for the legislation with Henry Clarke, General Manager of Local 1. There is general agreement that the legislation will contain the following provisions: 1. Whether or not to implement the legislation in the County will be at the discretion of the Board of Supervisors. 2. If the Board decides to implement the legislation in this County,whether or not to participate will be at the discretion of each eligible employee. APPROVED AS RECOMMENDED OTHER _ The Board of Supervisors has DETERMINED to support legislation being sponsored by Local 1 which would provide Safety Retirement for Animal Control Officers at their own expense. The individual employee will be responsible for all increased costs of Safety Retirement, except as outlined below. 4. Since an employee who is in Safety Retirement does not participate in the Social Security System, both the employee and the County will realize savings from transferring to Safety Retirement in the amount currently being contributed to the Social Security System. The County will commit to partially offsetting the increased cost of Safety Retirement by the amount now being contributed to the Social Security System for those employees who choose Safety Retirement. As a result, the County will realize no net savings, but will also sustain no increased costs as a result of the transfer. If these provisions are acceptable to the Board, the Board may wish to indicate its support for Local 'I's legislation. If one or more of these provisions is unacceptable to the Board, the Board should outline the circumstances under which such legislation would be acceptable. Alternately, the Board may wish to simply remain neutral on the legislation, and promise not to testify in opposition to the legislation as long as it contains these provisions. Legislation similar to this was sponsored by Local 1 a few years ago to provide the same option to Probation Officers.
