On this date, Robert R. Rezak and John Toffoli, Jr., co-chairs of the 12 month
celebration of the arts "Arts Millenia 2000" addressed the Board of Supervisors.
The co-chairs provided an overview of planned events from the producer, Concord
Pavilion Associates and requested the support of the Board of Supervisors.'
IT IS BY THE BOARD ORDERED the presentation is ACCEPTED and the Board of
Supervisors DECLARES it's support for the Arts MiIlenia 2000 celebration.
I hereby certify that the foregoing is a true and
correct copy of an action taken and entered on the
minutes of the Boar Supervisors on the date

Dear Mr. Van Marter:
In 1999, Contra Costa County will kick off a 12-month celebration of the
arts in connection with the new millennium.
We plan a formal public announcement sometime after mid-January.
1999. Prior to that time, we feel it important to inform the Board of
Supervisors about the project since it does involve people and
communities in their respective districts.
Would it be possible to be granted five minutes to address the board
at one of its meetings prior to mid-January? The presentation would be
by the co-chairs of the event--myself (a member of the Arts and Culture
Commission of Contra Costa County) and John Toffoli, Jr., former
general manager of the Concord Pavilion. We are both on the board of
the Concord Pavilion Associates, the producer of the event. The
enclosed document can be distributed prior to, during or after the
meeting as you see fit.

the humanities and to summon our best artists and

Details of the Event
Arts Millennia - A Celebration of the Arts
• Collaborative Effort: The Concord Pavilion Associates in
collaboration with the Contra Costa County arts community is teaming
to produce a once-in-1000 years celebration --Arts Millennia, a series of
ongoing community-based arts-related events which begin and
culminate in performances, including the performance by the
California Symphony, of a new composition by a composer in residence,
at the Concord Pavilion, the county's largest performing arts venue. The
festival will showcase the richness and diversity of the arts--visual,
literary and performing--in Contra Costa County. The events' will be
part of the national celebration to assure cultural leadership in the new
millennium. Although the millennium heralds the 21st centum, the
organizing principle for the local events will be "summing-up" and
"looking-back" on the arts in the 20th century. The California Symphony
is a vital partner in this project.
+ Theme and Logo: All millennia-related events will be along the theme
of Arts Millennia -- Honoring the Past, Imagining the future (Contra Costa
County Celebrates the 20th and 21st Centuries in a Festival of the
Arts.) A logo (see last page of this report) to illustrate this theme has
been designed for use in Arts Millennia media and activities. '
+ Support of Arts Commissions: The Associates are producing the
event in association with established major arts organizations, each of
which is represented on the Arts Millennia team. Local commissions will
determine their own level of support and involvement.
+ Endorsements: The Arts Millennia project has been endorsed by
the City of Concord, the Contra Costa County Chambers of'Commerce
and the California Arts Council, and Contra Costa Newspapers, which
has agreed to serve as a co-sponsor with the Associates.

• New Artistic Works: As suggested by the President's Committee on
the Arts and Humanities, Arts Millennia will include the commissioning
and performances of an original musical composition, tied to the
millennia theme, by a composer in residence. A program of activities
for the composer will be developed. Funding is also sought for the
commissioning of art depicting the new millennium.
Sponsors: Contra Costa Newspapers, which publishes five daily
newspapers in Contra Costa County and are owned by Knight Ridder,
has agreed to join the Concord Pavilion Associates as official sponsor.
The papers will publish special Arts Millennia sections, as well as
provide advertising and publicity for events. A detailed publicity plan is
enclosed with this application.
Nature of the Celebration
• Performances at Pavilion: The first events will take place in the
summer of 1999 to jump-start the millennium celebrations that are
planned throughout the nation and continue throughout the rest of the
year. Events in 2000 tentatively will begin on July 1 and continue on July
2 and 3, culminating in a wind-up extravaganza on July 4, 2000, featuring
a performance by the California Symphony, under the batonof Maestro
Barry Jekowsky, of a new composition by a composer in residence.
o Localized Events: Organizations will be encouraged through arts
commissions and the Arts Millennia steering committee to produce
their own events at their respective local venues in the period between
the opening event at the Concord Pavilion and the closing events at the
Pavilion in 2000. Locally-staged events would be arranged under the
standardized logo and Arts Millennia theme.
• Commemorative Book: The Associates will publish a
commemorative book that will contain the history of each arts
discipline (such as dance, opera, jazz) and its evolution in Contra
Costa County. The book will also contain a first-ever roster'of all arts
and culture organizations in the county. The book will be made
available to individuals and various groups, including schools.

• Official Program: Events planned throughout the county during the
1999 - 2000 time frame will be published in a special section: of Contra
Costa Newspapers. Readers will be able to see the diversity and scope
of arts programs and be informed about specific events in specific
locations by time and date.
When It Will Happen
• 1999 and 2000: As noted above, Contra Costa County events will
begin in 1999 and continue into 2000 (which also marks the Pavilion's
25th anniversary).
Where Events Will Occur
• Concord Pavilion: The kickoff and closing events will take place on
the stage of the Concord Pavilion.
Community Venues: Communities will arrange localized ',programs
that tie in with the overall county-wide Arts Millennia.
How It Will Happen
• Collaborative Effort: The Concord Pavilion Associates, in
collaboration with the Contra Costa County arts and business
communities, is the producer of Arts Millennia.
• Co-Chairs: John Toffoli, Jr., artistic director for the Concord Pavilion
Associates, and Bob Rezak, a member of the Associates' Executive
Board and Arts and Culture Commission of Contra Costa County, are
overseeing Arts Millennia, in close association with Scott Belding,
executive director of the Associates.
Funding: The Steering Committee will develop a budget and identify
sources of funding. The Concord Pavilion Associates will provide some
funding and seek appropriate additional financial support in behalf of
the Contra Costa County arts community.
